EC to throw open challenge to political parties, allow them to examine EVMs


New Delhi, Apr 4 (Deccan Chronicle): The Election Commission of India has decided to throw an open challenge to test the infallibility of Electronic Voting Machines (EVMs), in response to a flurry of accusations from political parties that the EVMs could be tampered.

According to a report in The Indian Express, the poll panel has decided to bring back the exercise it conducted in 2009, when similar accusations were made against EVMs.

“We will soon fix a date for this open challenge. In 2009, too, the ECI had thrown an open challenge for anyone to demonstrate how EVMs owned by the ECI can be tampered with. No one could prove it. Since such apprehensions have been raised once again, we have decided to repeat the exercise to put all doubts to rest,” the Indian Express quoted EC sources as saying.

Representatives from political parties will be invited to take part in the challenge, said the report.

On Monday, Delhi Chief Minister and Aam Aadmi Party (AAP) chief Arvind Kejriwal had challenged the ECto make the EVMs available to the party for 72 hours and claimed that “we will read the code and rewrite it too”.

Other Opposition parties, including the Congress, Samajwadi Party (SP), Bahujan Samaj Party (BSP) and Trinamool Congress (TMC) have also claimed that EVMs had been tampered in the recently concluded Assembly elections, to enable a BJP victory.

BSP chief Mayawati had in particular claimed that EVM tampering was responsible for her party’s abysmal performance in the Uttar Pradesh polls, a charge also made by SP and Congress for their own poor showing.

The AAP had blamed EVM tampering for its loss in Punjab, a state which was, interestingly, won by the Congress.

These allegations gained currency on Saturday following reports that a VVPAT machine used during a trial in Madhya Pradesh only dispensed slips with the BJP’s poll symbol. While the EC has continued to maintain that EVMs cannot be tampered with, it suspended 3 SHOs in Bhind of MP follwing the incident.

    The ruling party have a stranglehold over most of the institutions, so what fairness can be expected by this EC's challenge ? We are rapidly moving towards dictatorial fascism smartly disguised as 'democracy'.     To conduct the polling for parl election and those for the provincial assemblies the ECI procures the EVMs from two public sector undertakings namely BEL, Blr and ECIL, Hyderabad. Both of these public sector undertakings are controlled by the central government and not by the ECI nor through a multiparty control mechanism.
    Procuring the EVMs for elections of municipal corporations and other local bodies is the discretion of the state election commissioners. It's a subject matter of investigation as to from where they buy these machines. Also, the voters need to know upto what extent the prescribed mechanism of the upkeep and handling of the EVMs are tamper proof.
    After the button is pressed, the EVM is again locked automatically for any further voting. Pressing any button again will not be counted as a vote. This system has originally been devised to ensure that no registered voter can cast multiple votes. Yet,avoidable discretion does now lie with the polling officer who has the EVM control trigger in hand. This surely casts aspersions on high values of total democratic transparency.
    As the EVM unit can accommodate only a given max number of votes,it enables a candidate to easily know about the number of persons who have voted for him through that particular EVM. That is susceptible to vitiating the winner's mind towards those areas where he was not the voters' choice.
    However,nowhere it is mentioned in the ECI response that tech representatives of various political parties are ever able to check the EVMs in any manner.
    So the questions arise as to what is the internal mechanism available with the EC to check and satisfy itself that the EVMs bought by it are not pre-rigged? From where does the commission's staff deployed for this purpose get training to carry out such checking? In the polling booths if the polling officer does not press the button after a person has voted, how do the millions of illiterate rural voters make sure that their vote has been cast?

    To restore confidence of the people and the political parties, the EC should examine all the EVMs used for the recently held elections in UP, Manipur, Punjab, Uttarakhand, and Goa. This is absolutely essential as the nation waits to know the truth about the manipulation of EVMs.

    Congress had no doubt in Punjab and AAP had no doubt in Delhi 2015. So they didn't say anything. In these two cases if BJP had any doubt, they could have approach the EC. Who stopped them???? Don't ask why they have not done there and why they are doing here etc. Everybody has their own rights in this country and they will do whenever and wherever they want.

    In Punjab BJP & Congress made setup and BJP gave credit to Congress through EVM. The reason everyone knows in Punjab ruling party SAD+BJP is nowhere during election campaign time , In this scenario how they will favor to ruling party. wave was there only AAP. But if AAP win then very dangers to both BJP and Congress.

    A very good move provided it is open and transparent. Over the past few days there were serious concerns about transparency with the electoral officer in MP threatening newspaper reports with arrest if they published the news about the EVM machine failure there. This was creating an uncomfortable fear that the Election Commission was hiding something. For the sake of democracy every citizen should be satisfied that the vote he or she has cast has gone exactly where it was intended. Political parties only complain when the results go against them. In the past BJP had complaints about the EVM's, these days AAP, BSP, SP, Congress and others have complaints. It is therefore the duty of the commission to put all doubts to rest.

    Come on, Rahul Gandhi has been routed in 27 elections to date. It was obvious that Cong or any party siding the Cong would lose badly and this holds good for the future as well. There is no way RG will bounce back in 2019. Kejriwal too is in the same boat, Delhi too mite be wrested from him next time. Now the only solace is create public unrest by blaming the EV machine. Soon we will hear that Janardhana Baazigar Poojari blaming the election commission for his record breaking performance in 2014 and 4 times prior to that was due to malfunction of the voting machine.

    Political parties should use this opportunity to prove that EVM can be tampered with.. They need to hire bright tech minds from across the country to prove EVM can be tampered...

    People asking for ballot paper should prove that its the safest mode of casting votes, since we know that in Ballot paper anyone can vote in the name of others and that's the reason EVM where brought..

    They should pose this challenge to electronic manufacturing experts and not political parties who are not experts in the field. There is nothing in this world which is tamper proof. exhibiting some new machines at their office will not clear doubts in peoples minds.

    EVM could come in two versions.

    1. Non-Tamperable while testing and

    2. Tamperable during election.

    Fekgiri has no end......like during UP and Uttarakhand election.

    I don't mind if one or two E. V. M's are faulty. Where as in UP such a mass machines are faulty and the votes are directly going to bjp after pressing to Congress and SP was un-believable. Why in Madhya Pradesh officials were transferred. Conduct fresh election the the same constituency.

    Purchase new EVM's and conduct new elections to Punjab, UP, Uttharkhand, Goa and Manipur immediately.

    Dear Election commission take your own decision and don't waste time and buy time to get cow government's nod to hide.

    EC first said that EVM are like calculators and cannot be tampered . This statement is totally incorrect and fooling the public. Secondly EC does not have an answer for the MP bye election incident when all votes when to BJP . Why was SP/DM transferred if there was nothing worng in EVM? All evm's can be easily programmed trust me its no rocket science . That's why many European nations banned them . Every ten years you spend another 5000 crores for EVM to be replaced so why waste

    ..first kejri accused power meters are malfunction, he cut power cable..then blow air into water meters, said it malfunctions and accused SHEELA made money..got elected, become CM but no news of replacing power meters or water meters..then opened Mohalla clinics, said its world class but for his cough got admitted in hifi Jindal hospital in banaglore & sent crores of medical bills to Delhi tax payers,, accused JAITLEY on corruption, he sued..JETMALANI said i will save you dont worry..he was clever, now sent bill..Kejri's legal fee for RAM JETMALANI ran in to 4 crores in just 9 months!!..for elected this man, now DELHite has to pay for his legal fee also..now new drama pf EVM started, lets see where it will take Delhites..

    As per one of independnt candidate from Mumbai he voted himself but he got zero votes!!! where gone his own vote?

    EC should take full responsiblity if they found A SINGLE faulty EVM also.....

    hope they have not cleared all data of last 5 states elections. 1st that need to be checked ......

    Looks like they took around a month to clear the data and resetting all machines with original software.
