Dubai, Jul 22: In a landmark move aimed at safeguarding Emirati families and ensuring smooth execution of housing projects, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has issued a new law to resolve disputes arising from citizen housing construction contracts.
The law introduces a structured mechanism that seeks to protect family interests, avoid project delays, and maintain quality standards in housing. All housing-related disputes between Emirati citizens and contractors or consultants will now be addressed through a dedicated branch under the Dubai Courts’ Centre for Amicable Settlement of Disputes.

Under the new law, disputes will first go through mediation with a resolution expected within 20 days, extendable by mutual agreement. If mediation fails, a committee comprising a judge and two subject experts will deliver a decision within 30 days. The ruling can be appealed in the Court of First Instance within 30 days.
This move is in line with the leadership’s vision for citizen welfare and comes on the heels of earlier housing initiatives, including a Dh5.4 billion plan to build 30,000 homes and the "Home First" programme launched to simplify residential planning.
Officials have welcomed the law, describing it as a timely step towards enhancing citizen satisfaction and reinforcing trust in Dubai’s judicial and housing systems. The law will come into effect on January 1, 2026.
