Unique 'Property Cards' for Mangaloreans

Mangalore, Apr 1 (DHNS) : If all goes well, Mangaloreans are going to get unique ‘property cards’ in a year. The property cards will be issued after a ‘city survey’ which will be done under the Urban Property Ownership Records (UPOR) project of the State government. 

Revealing this to media persons here on Thursday, Deputy Commissioner V Ponnuraj said Mangalore is one among the five cities in the State selected for the UPOR project. The other cities are Mysore, Hubli-Dharwad, Bellary and Shimoga.

The city survey is being launched as an obligation of the Commissionerate of Survey, Settlement and Land Records under the provisions of Karnataka Land Reforms Act of 1964, he said.

PPP model

The city survey will be done under public-private-partnership (PPP) model, according to which a private agency appointed through bidding, will be carrying out the activities of implementation in a phased manner. The Navayuga Spatial Technologies Consortium is the private service provider in Mangalore, which will operate the project for six years in a BOOT model (Build, Own, Operate and Transfer), the DC informed. The entire field work will be done by the private agency while the validation will be done by the government. Deputy Director of Land Records (DDLR) will be the focal authority, he added.

The UPOR project will be nothing but “a process of confirming the presumptive property title and providing a conclusive property title of all urban properties” as mandated under the Land Reforms Act. The project will create a comprehensive database, both spatial and non-spatial, of al properties in Mangalore.

Focus area

Ponnuraj said the project is being undertaken in the limits of Mangalore City Corporation (MCC) consisting 32 villages out of the total 118 villages in Mangalore taluk. In fact, the project has been commenced in Mangalore in December 2009, and the private service provider has already created the initial ‘control network’ necessary for conducting the detailed survey of properties. The members of the public can expect the property cards in a year, he said.

The property details will include the spatial details, i.e., the built up area, number of floors and the rights on the property, ownership, mortgage, lease, easement, history of transactions on the property. Even the families living in flats are going to get these unique cards, he said.

Survey process

As the first step of the process, a notice will be served to each property owner in the MCC limits, which will follow collection of documents related to the property to assist in establishing the ownership details. Identification of property boundaries, measurement of property coordinates, and title enquiry to finalise the ownership of the property will be the steps followed prior to the issuing the property cards.

The City has been divided into four zones and 17 sectors for the survey convenience. As many as 67 primary control points, 160 secondary control points and 8,323 tertiary points have been established for referral purpose, the DC explained.

Answering a query, he said that since a good number of people owning properties in Mangalore are working in foreign countries including the Middle East, it would be a longer process to serve notice to them and carry out the enquiries. “But everybody will get an opportunity to make his claims, if any,” he added.

    WHAT CHANGES HAVE COME REGARDING building houses in 5cents, 10cents plots. We have not got permission yet to build own house in our own land. Whereas builder can build flats and sell Rs.2800/sqft, which is more expensive then city like Bangalore. Don't you think Builder and some ministers are having close connections and minting money in disguise. To deny small houses in Mlore there is no point because it is not a great cosmopolitan city yet to permit only high rise buildings. HIDDEN TRUTH Must not be suppressed made innocent people not to enjoy their right in their land. Everybody doesn't like flats you see. Please do something at the earliest otherwise people will expose the ministers & builders who are very much behind this mafia. Make corruption free in all levels and not only in papers. GOOD LUCK, Waiting for immediate changes in this law.

    During the computerization of RTC, the RTC's of converted lands within the city corporation limits were not computerized.In order to the RTC's those RTC's left out at the time of computerization need to be computerized. Why not the DC take suo motu steps for that?

    Computerized RTC updating and the confusions relating thereto are yet to be solved. Please solve the same first and then venture in to property card. This is my humble request to DC on behalf of all Mangaloreans. Please let us know whether RTC is needed for converted land or not? Why not the DC tell the public in clear words about the need of TRC for NA lands.

    I hope this new survey and legalising the land records will solve the major problem of MULAGENI land holders. This is a cronic problem only in DK and the commissioner will solve this problem once in for all.

    Why this new experiment is required when existing procedures are enough if followed correctly. Govt shall ensure that existing rules are followed correctly rather than making a new tamasha. The Pvt Co will contribute more confusions to the existing confusions. If this is imposed we have no other option, but try to follow the new sysetm (which will have many unanswered questions)and suffer.

    This is a welcome improvement to the chaotic situation prevailing at present. There will be problem areas, such as where property is subject to litigatin by heirs of deceased owners, or where one of the deceased owner's property has not been probated for many years. Will the property card be issued to all the parties or only those who are paying the city municipal taxes?
