Mangalore Jun 21: According to registrar of the Mangalore University K Sunder Naik, guidelines for affiliating new degree colleges have been revised.

These guidelines approved by the Syndicate were aimed at maintaining quality of education he said.

The earlier guidelines were not specific about certain aspects. The revised guidelines will stress on the quality of education as well as to ensure conducive atmosphere for students to pursue their education. The Notice of affiliation will be issued by the university only if the applicant college adheres to the revised guidelines.

The salient features of the revised guidelines are as follows:

  • Newly affiliated colleges having lab-oriented and semi-professional courses will have to set aside a fixed deposit of Rs. 50 lac in a bank or a financial institution in the name of the college management or trust.
  • The colleges having non-lab courses the fixed deposit will be Rs. 25 lac.
  • Moreover, proof of fixed deposit should be given to the University by the management, according to the Registrar. The reason for this clause in the revised guidelines was to prevent the new colleges from closing down because of financial reasons, he added.
  • Colleges in cities should have a minimum of one acre of land and in rural areas a minimum of five acres. Any college in a rented building should produce the lease agreement with between three years to five years validity. Colleges offering Bachelor of Computer Application, Bachelor of Business Management, etc., should provide at least one computer for two students.
  • The management committees of the new colleges should compulsorily have at least one representative from the university.

City-based colleges without a playground should produce a letter of agreement with the City Corporation for using corporation playgrounds for their sports activities. Colleges should have facilities for other sports prescribed by the university,  Naik said.

The remaining guidelines were related to measurement of classrooms depending on the number of students, lifts in college buildings with more than two floors and appointment of staff members, he added.
