Mizoram yet to prepare budget for this fiscal

Aizawl, June 25 (IANS): The Mizoram government is yet to pass its full-fledged budget in the state assembly for the current fiscal, officials said here on Thursday.

According to Finance Secretary F. Vanlalruata, the state government is likely to place the budget in the state assembly in October or November.

"The abolition of Planning Commission and the formation of NITI Aayog has resulted in non-allocation of the state plan outlay for the current fiscal," Vanlalruata said.

"In the absence of specific idea of the allocation of central funds for the state under the annual plan, centrally sponsored schemes (CSS), non-lapsable central pool of resources (NLCPR) and so on, it has not been possible to prepare a full-fledged budget for 2015-2016," Vanlalruata said.

Earlier, the Planning Commission allocated funds for the states' annual plan, CSS and NLCPR before the northeastern states prepared their annual budgets.

Vanlalruata said Finance Minister Lalsawta would present the second vote-on-account during the state assembly's monsoon session beginning July 7. The first vote-on-account was approved by the assembly in March.

Governor Lt. Gen. (retd) Nirbhay Sharma has summoned the three-day monsoon session of the state assembly from July 7.
