Panaji, Dec 3: The state government has issued a stern warning to its employees against engaging in professional anchoring and other private activities, stating that such practices violate service conduct rules and adversely affect official duties.
In a circular issued recently, the government said it has come to its notice that employees working in various government departments, corporations and autonomous bodies are involved in professional anchoring and similar activities, which impacts their commitment and performance in official work.

The circular draws attention to Rules 3 and 15 of the Central Civil Services (Conduct) Rules, 1964, which clearly mandate that a government servant must devote their full time to official duties and is prohibited from engaging in any other business or employment without prior permission from the competent authority.
Warning of strict action, the government said disciplinary proceedings would be initiated against employees found violating these directions. All heads of departments, corporations and autonomous bodies have been directed to ensure strict compliance with the conduct rules.
Employees have been instructed to refrain from undertaking any professional work or business outside their official responsibilities, failing which action will be taken against them under the CCS (Conduct) Rules, 1964, the circular stated.
