Bengaluru, Sept 25: The Department of State Educational Research and Training (DSERT) has rolled out a new action plan for schools across Karnataka to strengthen foundational literacy and numeracy (FLN) among primary and secondary school students.

Under the new plan, common learning outcomes have been set for the first language, second language and mathematics for students from Classes 4 to 10. Schools have been directed to prepare class-wise question papers based on these outcomes, assess students and take corrective measures to improve FLN achievement.

The department has also instructed schools to make FLN achievement a priority from the school level right up to the district level.

Teachers' responsibilities

At the school level, head teachers have been asked to brief teachers and prepare an action plan outlining the measures to be taken throughout the academic year to improve FLN achievement.

As part of remedial teaching, teachers have been directed to design suitable activities for each learning outcome, identify the individual learning level of every student in terms of FLN achievement and engage them in activities suited to their specific learning needs.

Officials to monitor FLN progress

The department has also assigned responsibilities to officials at the cluster, taluk (block) and district levels.

District officials have been directed to identify taluks lagging in FLN achievement and prepare a special action plan under which implementation officials will regularly visit schools in these areas and provide necessary guidance.

Schools achieving 100% FLN proficiency are also to be identified and declared ‘FLN Achieved Schools’ at the district level, with certificates issued to them.

District-level officials will also be responsible for reviewing FLN progress from the school level to the district level and submitting reports to DSERT.

The department said FLN nodal officers will be appointed at the State level to oversee implementation of the initiative.
