Mangalore: Prema D'Souza's Bold Move Exposes Corruption in Research Field

Special Correspondent
Daijiworld Media Network - Mangalore

Mangalore, Dec 6: Associate Profession of Sociology Department Dr Anita Ravishankar’s arrest by Lokayukta police has been a sensational news especially in most local channels, though, newspapers by and large chose to play down the news.

Prema D'Souza’s disclosure and Dr Anita’s arrest by Lokayukta have given rise to many disturbing questions. Dr Anita Ravishankar and her husband Dr Ravishankar of the English Department of the same college have nearly 25 years of service to their credit and are on the UGC payroll. Apart from her teaching responsibilities Anita Ravishankar also doubles up responsibility as the warden of the girl’s hostel, for which, sources say, she is paid additional remuneration.

Prema D'Souza

Blowing the Lid

Prema D'Souza, a second year PhD student with Dr Anita Ravishankar as the guide, has now blown the lid sending shockwaves among the teaching fraternity. While the teaching faculty has expressed dismay over the latest developments, students say it is a common phenomenon, the only difference being this student has been bold enough to come out in the open thus jeopardizing her doctorate degree. Here a question also arises whether Dr Anita would risk taking bribe from students when she was earning so much and considering the fragile class equations dominating university politics.

Daijiworld.com contacted Prema D'Souza to know the reality of the incident. Prema who hails from Kavoor comes from a poor family living on the river side. Her parents eked out a living by catching shell fish and crabs. Prema who did her PG in 2006-2008 had joined for PhD under Dr Anita Ravishankar in 2011. There are 3 other students who enrolled for PhD under Dr Anita in the same year.

Prema says she was greatly impressed by Dr Anita who always raved about fighting against corruption. After completing the selection procedure she had to work for six months to complete her course work. She had to answer 4 papers and one of the papers was on review literature. She was told that external examiners come for evaluating the papers and the students might have to pay some money for the comforts of these examiners. Prema says initially the amount was fixed at Rs 10,000 but subsequently increased to Rs 14,000 which she says she paid with great difficulty. She says she was shocked beyond belief when she thought she paid bribe and that really set her thinking.

For PhD registration Prema had to submit a synopsis and again she says all of them were asked to pay Rs 16,800. Prema says when others paid the money she could not shell out the huge amount and therefore she did a soul searching and finally decided to risk her own PhD degree by exposing what she calls the corruption indulged in by Dr Anita. Prema agreed to pay Rs 5000 to Dr Anita on Tuesday after alerting the Lokayukta and thus Anita was caught ‘red-handed’ as claimed by the Lokayukta.

A Gamble

When asked what prompted her to gamble with her PhD degree Prema responded saying “I was guided by my conscience and acted accordingly. If I were to keep quiet many other students like me would have suffered and the poor would not have been able to earn a degree or a doctorate”. Prema says she had enough proof to show the culpability of Dr Anita and said “I am confident justice would prevail”.

'Aimed to Malign us'

While Dr Anita Ravishankar (who has got herself admitted to Wenclock Hospital) did not respond to mobile calls her husband Dr Ravishankar termed the entire episode as “mala fide and the entire event is stage managed with a purpose to malign us. We have been here for 25 years and have not touched even a paisa. We know the truth for ourselves and that gives us the strength to face it”. But he refused to divulge the characters behind the drama saying it is not proper for him to comment considering that the matter is sub judice.

Den of Corruption

Dr Anita Ravishankar's arrest has rendered another serious blow to Mangalore University whose reputation has reached its nadir due to the various scandals that come into the open from time to time. Speak to any student of the university, past or present and what you get is nothing but downbeat remarks of students undergoing bitter experience of their years spent in the portals of this university campus. It just reflects the mood inside the campus and needless does not augur well for an institution like an University.

It is true that Mangalore University as a whole is steeped in corruption and one student even says “despite getting well paid some lecturers are still guided by the greed factor and do not hesitate to squeeze money from students whenever here is an opportunity”.

When daijiworld spoke to some of the PhD students (batch mates Prema), as expected, they were disinclined to speak out and one or two who chose to speak did not want to be quoted. One of the students said “Dr Anita had insinuated to keep the money ready as the external examiners had to be looked after during their stay in the city”. Sources say that most of these external examiners chose to fly when they are not eligible for it and have to be ‘entertained’ with all the luxuries and it is the students who have to pay for their luxuries, failing which evaluation of their papers get overly delayed. These students prefer to keep their mouth shut for fear of jeopardizing their future of obtaining a PhD degree. One of the students also said that Prema chose to open the Pandora’s Box because she is discontinuing her PhD course on health grounds and hence has nothing to lose by coming out in the open. However, Prema when asked said she is confident of the department considering her case with the seriousness it deserves without harming her interests. She did not confide her intention to discontinue the course.

The Other Angle

There is also another angle to this sordid affair, which is quite unfortunate. It is said that the entire university faculty is divided into two groups based on caste. We have the classic example of Umeshchandra episode of the department of Mass Communication and Journalism which had come into the open with the students coming to the streets. So, there is the possibility of someone from the department instigating Prema D'Souza to implicate Anita with an axe to grind. Mangalore University is replete with umpteen examples where students who questioned the teachers were reprimanded by denying rank or first class ‘in order to teach a lesson to the erring student’ and hence some students don’t deny the sabotage factor behind this muddy affair. An old student of Sociology Department, who is now a lecturer, says she was a victim of the caste divide which has become a cause for concern for many students. She chose to tell the lecturer in question to maintain his dignity as a faculty member when he often chided her for her being an upper caste. Her riposte cost her gold medal but she says she has no remorse.

As it happens in most case there will be accusations and counter accusations but just like caste becoming a prominent factor in politics in universities too caste has become a dominating feature widening the cleavage between students and teachers of the two castes.

While interacting with the batch mates of Prema it was clear that there was a demand for money on the pretext of ‘entertaining external evaluators’. As the university pays them for this work in addition to the salary they get (if they are from another university) there is no reason why the students should be asked to cough up huge money for their moj-masti, which the poor students can ill afford to pay.

One is not sure what course or angle this entire disgraceful episode is going to acquire in the days to come considering some of the bitter experiences of the past. Considering the matter as it is at the moment, Prema needs to be congratulated for her valiant efforts risking her own future. And this holds good if she is which if not instigated or guided by by those with an ulterior motive.

As is made in the article, Air travel is normally provided by the University for all PhD examinations. There is no such thing called eligibility for air travel. If the faculty is travelling for PhD viva-voce, invariably, the examiner is paid airfare. Please note that the PhD registration fees is not a small amount and the University is not doing a favor by getting the examiner. Mushrooming of many colleges and consequent interest in taking up teaching jobs and relevant financials might have led to corruption. But here it is purely the faculty in question rather than the examiner.

This is indeed sensational and very happy that greedy teacher was turned in. I am sure this must have been such a difficult thing for the girl and she made up a strong mind to stop the teacher once for all. Good luck with everything, you should add this to your resume and this article as reference.

1 TIMOTHY 6:6-10 Well, religion does make us very rich, if we r satisfied with what we have. what did we bring into the world? Nothing! What can we take out of the world? Nothing! So then, if we have food and clothes, that shud b enough for us. But those who want to get rich fall into temptation and are caught in the trap of many foolish and harmful desires, which pull them down to ruin and destruction. For the love of money is a source of all kinds of evil. Some have been so eager to have it that they have wandered away from the faith and have broken their hearts with many sorrows.

Righteousness is a virtue that only a few have guts to defend. Prema is one among them. She was true to her conscience and that is more than having a Ph.D.

How good is it having a Ph.D by bribing and every time people address you Dr. and feel guilty about it. Keeping a clear conscience is itself is more than Ph.D.

I wish every success to Prema in her future plans.

Please try to come to USA and get a real Ph.D. No bribes, rather they will pay you by way of grants.

It is clear from prema's episode that education department is also not free from corruption. Corruption id deep rooted not in Govt.Departments. All are after money which shows human nature and their ambition to earn more money and to become rich. People/public were accusing and blaming the Govt. department servants about the Lanchavataara. But now it is spread everywhere. Hana Kandare Hena Baibiduthe this saying is becoming true nowadays. Anita the professor who is drawing enough and handsome salary with other perks, benefits and her husband who earns handsome salary should not have gone for this dirty job of money swindling from the students who are doing the Phd under her guidance. Anyway Pema D'Souza's action in this regard should be applauded. She is very bold and courageous to proceed to take suitable action as deemed fit against the corrupted practices that exists in the University. Even in Mysore a lady also trouled by her professor and the case is pending for finalisation.

    Dear All...
God has been my support in times of distress and encourgement in times of discourgement, my help when I was helpless, Hope when I was Hopeless and today I thank My Creator who inspired me to fight and not run away from the problems.
Let me Thank Lokayukta for their support and encouragement all throughout my journey of fight against corruption. I have fought the fight alone along with my husband and mother who supported me in times of distress and discourgement. But I firmly believe that God was at my side and still is at my side while I fight for my right. Lokayukta was with me always encouaging and supporting. Kept confidential in my venture and made me strong with their support. THANKS A MILLION to them.

As I read the comments by the readers of Daijiworld I feel so happy and proud to be what I am today. Thank you all for your support and appreciation in my fight against the evil in the society. I remain grateful to those who supported me through their support and appreciation. Like St.Paul says in the Bible, "I have fought the good fight for the One who gave His life for me" and I feel I live my life in Faith in the Lord who called me. I feel encouraged everyday while I read this "For this slight momentary affliction is preparing for us an eternal weight of glory beyond all comparison, because we look not to the things that are seen but to the things that are seen are transient, but the things that are unseen are eternal." 2 cor 4:16 - 18. Thanks to Daijiworld as you have enabled me to voice out against corruption and make me feel that I have found favour in the Creator who created me for a greater cause of truth in the world.

I think the Lokayukta’s catch is only a tip of an ice berg. I do not say all are corrupt in the education sector and there are genuine teachers, lecturers and professors willing to offer their services to the budding students. I appreciate their vulnerable service to the students.

However these selfish professors, corruption lovers should nip in the bud now itself. Enough is enough.

The action of Prema has blown the lid on the daylight robbery. I will join scores of others to congratulate her for her bravery. Right now, this is hot news and a lot of officials would join just to show they are also involved in the cleanup. The question is what is going to happen with Prema. A moment's glory is not going to help her in life. The culprits have been on the roll for many years and will have a lot of backing from officials. Furthermore, the accumulated wealth could open venues, once this news is relegated to archives. Although it's good that Prema reported Anita, I hesitate to say that Prema's complaint met its intended objective. From the sounds of it, Anita was just a conduit for sending the money to the evaluators and for spending it on their entertainment. Anita's been implicated, but the corrupt system is just fine. Someone else will take Anita's place and the evaluators well continue to receive their "benefits".

It is told in the article that Prema has taken the risk at the cost of her Phd.Why she is denied Phd. She has done nothing wrong. She should definitely be awarded Phd. If her thesis is right, something, innovative then why not. She deserves Phd.
As regards denial by hushand of the culprit, how can there be a stage management when you have accepted Rs.5000 as bribe.
Recently at Bangalore one Vice chancellor was removed from his office by the Honourbale High Court of Karnataka. Thus education at all levels has been commercialised. You invest in education and you will get your degrees. Job givers, employers, beware of these developments. Better keep a tough screening before ion. Do not rely on degrees. They may be fake also. Test their knowledge. This brings me to mind a M.Sc guy multiplying 500x1000 like this:
    500x1000

    000
    000
    000
    500

    500000

This is not a joke. A reality which shows the standard of our education.

But, so many ex students of Mangalore University have in one voice agreed that, there is tremendous corruption in the teaching faculty, then this case should be true.

I remember an incident couple of years ago when a student had to pay INR 10000.00 to get her convocation certificate from Bangalore University which took almost 3-4 months after several visits. Deplorable state of affairs. All this, after the student has paid the required fees for the final year university exam the convocation certificate fee. Later we came to know that there are several 000's of them going thru the same ordeal. One can just imagine the money involved in just one year!!!

In my last three years in the academe here in India (after returning from the Philippines as a Dean in the University there) I have heard similar stories from PhD and other post graduate students. It is sad that such practices thrive in the academe. My prayers for you and my support in this courageous step.

The Mangalore University is filled with Den of Poisonous worms. The whole education system is corrupted even not to forget Bangalore University. With a population of 1.2 billion which we boast of and also the next super power, we dont have a single recognised university. If bribing is the factor played to obtain Phd, then I would consider this degree a corrupted certificate and needs to be thrown in the Thrash bin.

    Let me make it clear
Travel and teacher’s hotel accommodation cost is operations costs which need to be born by the Mangalore university.
If teacher or lector is the supplier of service students are the consumer who needs to pay for the value they (students as consumer).
Only Mangalore University has the right to collect funds to run the university either income earned from students or government.
Now, accepting income(money) from students on personal grounds is bribe or corruption.
Good job Prema. You already earned more than Phd degree I’m sure you will do well for your boldness and confidence.
Sociology is learning about society and if one studies Indian society caste system is also studied. Mangalore University is the best place to understand what practical cast is and one can score better. It is a sarcasm.
I'm sure by exposing such acts brings change in the university

    Sachidanand,

In a National University based in Delhi, one semester fee for Phd. is Rs. 10,000/- For BA or BCom, one semester fee is Rs. 7,000/-

What the students in the news paid the Guide Lecturer is besides the fee officially paid to the University.

Let us not take the matter as peanuts - the education is not imparted, it is literally sold.

You will do this seve and then pay the bribe. If everybody thinks like you then there will not be a single good person like Prema Dsouza. There is a difference between a good and bad. So Prema Dsouza is bold, courageous, and brave. You are buying a degree by paying bribe , that makes you coward, weak, and foolish. There are certain stages in life which you cannot go through paying bribe. You need to be brave, bold, and courageous to go through such situations. People who have not gone to University have become great only through their intelligence, behavior, attitudes, courage, because they were brave.

When we pay Rs 5,000/- to Rs 7,500/- per term for Degree Courses like Bsc, B’com or BA, Rs 16,800/- is nothing, though it is burdensome for poor Students like Prema. We do not know how much is costing PhD Degree Courses in Mangalore University, but to avoid this kind of drama, at least they can make it formal and issue the receipt for the same. Let them use this money for “Entertainment or Punya Tithi” of outside Evaluator?

The authorities in position feel it is no corruption taking money and distributing them to whom so ever concerned, and justify as additional fee the student has to bear. Life does not end with such criminals. You have just started a great life with pride and dignity. Nobody can close the doors of life to anybody. Somebody will open the door for everybody. We Mangaloreans very well remember that a famous college in the city got itself rid of the State Board parameters and opted for Central Board affiliation. We are aware that the college's Masters Degree students were harassed (by Mangalore University) by not issuing the certificates despite completing their study.

Dr Ravishankar says "We have been here for 25 years and have not touched even a paisa." How can this guy live without touching a paisa. Education is for the development of soul and to serve the public.
From an early age, we’ve been told that education is the key to one’s success in life. Study hard! Get good grades! Go to college! And by making education freely available to all children, we’re giving everyone an equal opportunity to succeed in life. But the path to success and even middle-class existence is no longer so straightforward, if indeed it ever was. The function of education, therefore, is to teach one to think intensively and to think critically. But education which stops with efficiency may prove the greatest menace to society. The most dangerous criminal may be the man gifted with reason, but with no morals.

After reading this episode, my views are
    1. In case the external examinars need a Air travel and a confortable stay this need to be discussed and should be mede official through the university. Same time usniversity should work on the modality to increase the revenue to cover this cost. There is nothing wrong in travelling by air, staying at aconfortable place and I feel the examiners deserve this.

    2. This option to entertaining the extenal examinar is opted by Dr. Anitha is wrong but canot be called as curruption where we see worst cases around us.

    3. Related to the cast issuse, We Indians need to learn to handle this serious matter. This is indeed a concern in politics, education, employment places etc in turn putting us down.

    4. I feel the voice raised by Prema is also justified.
