Mangalore: Customs Commissioner's Shocking Behaviour Vindicates Public Concern

The recent report on 'Export Certificate – ‘Passport’ to Trouble at Airport' published by daijiworld created tremendous response as well as outrage among readers who had suffered similar experiences. We have thus taken a special initiative to bring this issue to the notice of higher authorities.

The customs commissioner of Mangalore has responded arrogantly to us, and blamed the passengers rather than their officers.

We are taking up this fight seriously, and assure our readers that we will not stop till we get justice. We hope our readers who suffered in the hands of Mangalore airport customs officials will back our move.

Mangalore, Jul 19 : Till the other day we at daijiworld.com were going through the comments of the people to our special report 'Export Certificate – ‘Passport’ to Trouble at Airport'. But now daijiworld.com team has had a first-hand experience of arrogance at its height from none other than the commissioner of customs in Mangalore himself.

When our team went to meet the commissioner (who took charge recently) D Purushotham , with prior appointment, to get information for a follow-up report following the innumerable comments/complaints we had received, he was nothing but arrogant and discourteous to say the least. People often describe customs officials as abrasive, arrogant, bloated, callous, discourteous, insensitive, lethargic, negative, obstructive and rude and it was shocking to see all these ‘qualities’ in this man who occupies such a high position.

When daijiworld told him about the report he informed us that he aware of such a publication, and has gone through the reports and feedback from readers. He handed over a file to us saying that it contains all relevant information (baggage rules and regulations) and we should read and educate the people by publishing it.

We also informed him that we have received nearly 350 comments from people, and most of them narrate the harassment they faced and also the arrogant attitude of the customs officials. His instantaneous and only answer to this was, “These are all baseless allegations made by people who are ignorant about rules and regulations. There is no specific complaint against any official about any harassment by anyone”.

When he was asked whether there can be smoke without fire and whether people would share their bitter experiences just for the sake of it with no truth in them, he was agitated but insisted that all those were ridiculous comments without any basis. He further said, “We are there only to implement the rules enacted by the ministry concerned”. Not to give in, we asked whether the customs department would bring to the notice of the ministry concerned the problems faced by the people due to the newly implemented archaic rule of limiting gold value at Rs 20,000 to women and the “export certificate” he said,

“People cannot escape laws under the pretext of ‘not being aware’.

When people go to America or other countries they cannot say they did not know certain rules and regulations. It is their duty to know them before they go abroad. We have put all this information in our website and it is the responsibility of the people to know about it before they set on the journey”.

It was perturbing to hear such a callous response coming from an official holding high position in the customs department. Unperturbed by his arrogant behavior we asked him how many people in India have access to go through the website which is in English and even if they have access whether they can understand the intricate rules and regulations he said it was not his responsibility to educate. When we told him that we have come specifically to seek information from him in order to educate people he made a turnaround saying ‘I am not supposed to give information or interview to anyone’, though he had asked us to come and meet him in his Panambur office. Again when we asked him how to get information or seek clarification he said we should get the relevant information from the website.
 
In fact there was no intention on our part to vilify the customs officials and we even told him that we want to facilitate cordial relationship between the passengers and customs officials at the airport. But he was in no mood to listen and was insisting that all those allegations were baseless. In that case does he mean to say all these 350 people cooked up stories just to denigrate the customs officials? Unfortunately we could not get an answer from him.

Purushotham may be new to the post here, but one fails to understand how he could rubbish these complaints as baseless without even conducting an inquiry into the matter or even offering to look into the matter. If a man of his stature behaves in this manner with the media one can imagine how his subordinates might behave with the ordinary public at the Airport.

He instructed us to educate the public as if it was only the responsibility of the media to educate and he had no responsibility whatsoever as a government servant to do so.

CBI Raid in the Offing!
 
On further probing the matter, we have come to know from reliable sources that daijiworld’s report has created quite an ‘impact’ in the rank and file of customs officials all over the state. There are also rumours that a CBI raid is in the offing on the top brass of the customs officials here, which must be quite unsettling to them. There are only whispers and no one wants to talk openly about the matter for the fear of incurring the wrath of the top brass. Top officials, it is believed, try to circumvent answering queries for the fear of giving wrong statements.

We even tried to contact the chief commissioner of customs in Bangalore and even the Additional commissioner, unsuccessfully. The customs officials refuse to give their mobile numbers and when we try calling them on land phone we are told they have gone out or are in a meeting. We came to know that even the Bangalore customs office is aware of the report on daijiworld and the complaints from people and are greatly perturbed by the damage caused by the report to the image of the officials and the department.

MP Nalin Kumar Promises Action
 
Having exposed the goings on in the airport and the nuisance of these officials we are not going to take the matter lying down. On Tuesday (Jul 18, 2012) we met BJP MP from Mangalore Lok Sabha Constituency Nalin Kumar Kateel and gave him a letter explaining the details along with a thick file of the report we had published and also the responses/complaints we have received. Nalin Kumar Kateel was surprised looking at the response elicited by the special report and assured that he would take up the matter with the gravitas it deserves.

As MP he is the chairman of the Airport Advisory Committee and he promised to raise the matter during the meeting once he returns from Delhi on Saturday after the Presidential elections.

Nalin Kumar pointed out there have been complaints about various aspects pertaining to the airport and recently there has been a complaint that the security personnel at the airport demand bribes. Nalin Kumar also said that usually people who use Mangalore Airport are NRIs and business class people. They don’t take the trouble of giving a written complaint and therefore such complaints don’t come to the notice of the elected representatives.

Taking a step forward we want to go to Bangalore, if necessary, to meet customs officials and other ministers concerned and seek their help. Efforts will be made to hand over a letter and a copy of the article and complaints to various union ministers who represent state. Our goal is to ensure that people should not face any difficulties arising out of the laws that come into force from time to time which might give an opportunity for greedy people to squeeze the hard earned money of common people, in the name of customs duty.

    One thing to say is that the cheaters who smuggle goods into their own motherland have no shame and thus as the number of smugglers increase the officials are forced to be more strict there is nothing weed can do unless stop those traitor smugglers.     We can't blame Mr. Purushotham also because he has to pay monthly or weekly some amount to the concerned ministers also and in turn he has to pay monthly some amount to his haigh command may be in B'lore or Delhi. From the custom office / assistant till the party high command in B'lore or Delhi all are involved in this.

    Dear Viewers,

    Laws, Rules & Regulations are not created by the Officials at the airport. They are ensuring compliance only. I am sure, Authorities in Mangalore Airport are compassionate, practical & logical in their approach.

    Probably in my view, Customs officials were making sure the travellers are aware of the regulations to avoid unnecessary hassle. Green/Red Channel, carrying meat & dairy products, fruits/seeds/etc. are basic regulations that travellers need to understand & comply. Surely Scrutinising officials take a practical & fair approach on co-operation by travellers, else they are also aware of their legally allowable rights to ensure compliance.

    Let's co-operate with them and avoid unneccessary issues.

I advise if any one wants to bring commercial items to Mangalore please contact custom officer at mangalore seaport get their advice. I think you hav eto go 4th floor .     Many thanks to Daijiworld for taking this initiative of sorting out CORRUPT CUSTOMS OFFICIALS and their Modus Operandi ! how to extort money from NRIs with their ignorance. The customs officials always target uneducated poor workers, housewives and housemaids. Especially to Keralites who are always carrying heavy baggages. They always study/survey/see the heaviness of the passport of the passenger whether they can make BAKRA or not, and then they will target. Even wrong X marking on the unaccompanied baggage creates big chaos.
    Also I fully agree with Mr. Sarvothama Shetty’s views which is exactly right which is also major concern to improve the life of all Kanandigas too.
    I wish and hope this issue will sort out soon for the betterment of all Mangaloreans.

    Dear NRI passengers,
    Do not blame Custom officer for following the Baggage rules strictly, but blame the Indian government for not changing the decade old baggage rules. The government has failed to adjust it to the current situation of high flying gold rate. The government must change the baggage rules, allowing 120 grams of jewellery to a woman and 50 grams for a man abolishing the Rs: 20000/10000 limit free of duty.

    Passengers please read the baggage rules before you start your journey to Mangalore Airport. It is clearly stated that the jewellery import worth only up to Rupees 20000 is allowed free of duty for a woman. At present rate of 2500 Rupees per gram a woman can carry about 8 grams of gold free of duty. But the wedding ring and ear rings crosses this limit. This means the government is not allowing the woman to carry a mangala sutra/ a curriamany or a chain even though it is the Indian tradition and culture.

    Customs in Mangalore are very clever and use this opportunity to fill up their pockets on the name of baggage rules. They know very well that nobody is ready to pay customs duty but ready to bargain and give BRIBE finally. Not only Customs officers are corrupt but passengers too. Since passengers are offering bribe to come out of this unexpected dilemma, it is unfair to blame only the Customs officer for taking bribe. Passengers are encouraging the Customs to take bribe when they start bargaining.

    To avoid the duty a tourist passenger should stay firm and demand the officer to the weight of the jewellery imported (although it was made and purchased in India) in his passport to reexport the same.

    It is best let the comissioner educate his own custom officials of the Mangalore Airport by going through the 100 page booklet.They can make the matter very simple by displaying the following in the departure and the arrival lounge.Rule No1.A person can bring only certain amount of Gold or ornment above that is taxable.Rule No2.A person can bring only certain amount of worth items above that is taxable.Rule No3.A person can bring only certain quantity of liquor that's enough.Let them display in Bold letters in the arrival and the departure lounge.This will solve all the problems of the custom officials and the passengers.Lapada nahi mangtha bai...

    The Mangalore customs may be very keen on implementing the custom rule book because most of the people arrive are well educated and argue on the subject. The special transfer to Mangalore may be punishment transfer because this port will not yield much in the three years term compared to Mumbai or Bangalore.

    Half of the passengers are regular monthly or bimonthly travellers to Dubai so they do not have anything to . The rest half are subject to check as the customs has less work to do.

    The recent is the baggage allowance has increased to 35,000 rupees for a passenger returning after 180 days. But this not d on any website but revealed by the customs at Bangalore. It can be a TV or any other electronics equipment. The customs in India have their own amendments if they are not satisfied with your behavior or if they find you are not going to tip him.

    If you see the Mumbai Customs,the customs officers always interested in looking at your chain, sunglasses, pen and shoes. The same rule not applied for the skinny models and film personalities. These filmy people buy branded leather bags of LV, GUCCI, HERMS, worth upto 2 million Indian rupees are not noticed by the customs .They have no knowledge of these rich articles carried by the celebrities.

    But they are keen to look at the gold ornament carried by domestic servant returning after three years contract Every content of this article will be read and used by the customs for two purposes.One is to learn things they do not know and another is to grill people at their next visit to India.

    In my opinion just because Mangalore customs officials are greedy does not mean all are the same

    let us all refuse to give bribe to the individual but pay the government instead and when we have excess things to send please us the door to door cargo which is available from all gulf stated I am advising these because I follow them let us follow the rules and also be non cooperative to the customs officials demands, be supportive to fellow passengers , when someone is being harassed in the red channel by the officials offer them help, not just rush out of the airport as if it is none of our business because that is the only way we can unite and fight this evil called bribe in our country let us refuse to give Bribe start our non cooperation march against Bribe at least as NRI’s and best place for us to start will be non other than the Airport itself!

    Its very surprising to see only below 300 comments, If any tournament is conducted in Dubai there are 500 participannts and supporters, if any cultural programme there are thousands of spectators.     Freinds Daiji is trying sincerely to do a permanent solution for all of us who reside overseas its not only Dubai. Common unite us if law is right lets abide but any un usual thing lets fight, we are already victims of Air India Express who never allowed other Airlines to operate saying Mangalore Airport is not International and now sleeping flat, which is high season for gulf NRI's to visit their home land. Our attitude of why me others, made us today a source of joke, once i was proud to say as a Mangalorean, now because of the bad political developments i should restrict.     I have visited India innumerable times in the past 20 years - mostly to Mumbai and Bangalore airports and have never ever faced issues with Customs. The only time I had an issue was with my camera, I asked that it be noted on my passport to be taken back on my return trip. Other than this one incident nearly 15 years ago, none so far. These customs crooks in Mangalore airport seem to be having full support of the Commissioner to fleece unsuspecting and law-abiding citizens. It is high time such public servants be removed from service and raided for amassing wealth beyond their legal means. It is shameful such public officials have the audacity to talk to media and in turn the community they are sworn to serve.

    Well done Daijiworld. This has to be addressed to completion and corrupt officials removed for good. There should be no room for corruption and rude behavior among public servants. Public servants need to be reminded that they work for tax paying general public.

    Customs declations exist around the world and enforcement too. Indian customs are much like that but are capitalising on people ignorence and behaviour.
    Customs officials are there to enforce the rules and not make them. Most occasions particualrly when people import materials, goods they have to the value. Being an Indian, I myself have a carried goods in excess of allowed allownces without declaring it if the value is not material. The customs officials take advantage of the rules and much more the attitude of the people in some cases.
    The rule of thumb is know the rules and do not bribe the officials even you have to pay the sum. Avoid bringing things unnecessarily. You can avoid a lot of trouble specially in our country where bribe, behaviour and greed play a large role.

    If you can avoid, avoid Manglore direct flight to avoid the hassle of customs or keep fighting the Goliath, remember, Indian government is for the people and by the people but will seldom help people most of the times.

    But remember if you travel abroad, like States, Uk, etc, rules are much stricter and enforcement even stricter and when caught punishment is even harasher.

    To that extent I can say, even if frustrated, and all the ills we face, India is liberal many many times.

    great coverage from Daiji. and there is absolutely no problem in Mumbai airport, as well in many airport except in Mangalore airport. how can they ask passenger to read 100 page booklet to arrive home? and these custom officials including their commissioner lost brain because of money. Mangalore MP should wakeup now and parcel this team out of india.

    I like to highlight another issue with custom officials which I experienced during my last trip to Mangalore with my family on 29th May 2012.
    This time my flight was on time(Thanks AI express as it was the first time, out of my nearly 10 travels with AI express it was ontime & didnt reschedule) and the plane landed Bajpe airport at around 6.15am.Immigration people cleared the immigration immediately but queue below(customs) was not moving. Then we came to know that custom team has not arrived at the airport! (Might be enjoying night party on 28th May from innocent passengers funds).

    All poor passengers with their little toddlers & kids with all exhausted faces are waiting & waiting but these dogs never turned up. I could see few kids vomitted in the immigaration launge area because of travel exhaustion.At around 7.45 to 8 AM I could see some guys came with civil dress(I suppose they were custom guys but with no white uniform which I used to see them wearing all my travel time). All passengers took a sign of relief and thank God they cleared the queue this time without much harrasement to any passengers(Might be they knew their fault this time).

    I was out from the airport with my wife & daughter by around 8.30AM. This bad incident this time was in turn a grace to all passengers as they didnt scan/harrased anyone and cleared the queue of 180 passengers within 15 to 30 min & I could see the smile in all passengers face when they came out.When I enquired with the taxi driver why custom officials were late he confirmed that they were sleeping! (Full team sleeping together!!!). Is anyone from higher authorities enquired why they were late on May 29th 2012?

    I had bad experience @ mangalore airport almost every time from -Customs officials.Sometime back I was carrying Watch(3 Numbers) worth in total around indian rupees 5000/-.At the airport when I was asked to pay Custom duty for such a small amount of goods,I was shocked.I realised the reason for harrassment by officials.(to pay bribe!!).After 10 minutes soft WAR of words,I did not waste much time..I started to ARGUE or SHOUT LOUDLY at Customs officer.He felt ashamed and immediately allowed me to exit from airport in order to save his face. DEAR READERS AT THE AIRPORT ALL PASSENGERS PLEASE TRY TO UNITE AND CREATE SUCH AN ENVIRONMENT THAT OFFICIAL WILL NOTE DARE TO ASK ANY BRIBE...show the public unity at airport...Do whatever possible.....

    Well-done Daijiworld!! I appreciate that Daijiworld is fighting this issue. Most of NRI's working very hard in the Gulf (some under terrible conditions) do not deserve the treatment they get in Mangalore airport.
    I too have gone through similar trouble at M'lore airport. It is sad that the guys in big positions do not understand the sufferings of other human beings. I really appreciate Daijiworld's effort and wish success.

    It is heartneing to see UAE Kannadiga leaders like Sarvothama Shetty is raising his concern and voice for this issue. Our others leaders are limited to posing the photos only. I do not see any initiative from them to approach NRI problems.
    What happened to our NRI association which was inaugurated by Ganesh Karnik Captain  two years ago? Is it already closed down ? Shame on our leaders. Now when NRIs facing real problems, no one is there for help us. It is disqusting!

    On behalf of UAE KANNADIGA'S MY SINCERE THANKS TO DAIJIWORLD.COM FOR RAISING THIS ISSUE.
    Prior to implementing custom rules let the Indian Govt. clear the following issues :
    (1) Getting International Status to Mangalore Intl Airport. Our Civil Aviation Dept is sleeping on this subject.
    (2)Indian Govt.shud allow other Air Lines to operate from Mangalore Intl. Airport inorder to teach lesson to Air India.
    (3)India is a big country, our national carrier Air India is not functioning well in Intl level. There are no direct AI flieghts to Bangalore from here, whereas Etihad Airways and Emirates Airlines are functioning well without any problem.
    (4) Let Indian Govt. establish their office either in Banglore or in Mangalore for ECR clearance. At present poor Kannadiga's are going to Mumbai or Chennai for this purpose.
    So pls wake up and help the people instead of harrasing NATHADHRISTA NRI'S. I dont understand why this problem only in Mangalore, I did not come across this problem either in Mumbai or in Bangalore.

    First of all I congratulate Daiji for the bold and brave step taken by giving a detailed information to the public, after talking to this uncultured Officer, Purushottam. This man does not sound a "Purush". He should have been named "Sthri-uttam"! This reminds me the comments passed by my British boss a few years ago, when he visited Bombay. He was surprised to see the bad behaviour of the custom officers with Indian pax's and told me soon after his return to Muscat from India - "Tony - How come your own country's Customs officers are ruthless and behave with their own country-men, Indians, so rudely, as if they are slaves. He also asked me, "why you people keep quiet, why dont you all Indian passangers unite together and teach them a lesson etc. etc. But what to do, PATIENCE AND BEARING-INSULT IS IN OUR BLOOD! I honestly dont think our Govt. representatives will take any action - all we have to do is, like my boss said, we all citizens should unite together and take such officers into task in public. I will be the first one to join hands and I am sure, lots will agree with me. So guys, let us all support Daiji. Thank you Daiji for your bold action,we are with you.

    Mangalore custom officers are big thiefs.I've been harrased so many times.Lot of bad experience only with Managlore customs.I travelled many other airports within india&outside India,but never saw/experienced this behaviour anywhere else.Most of these guys are our own people,talk our language but betray us.They should be proud of NRI's& daijiworld who bought name&fame to Mangalore.Instead of respecting they are harrasing us.Shame on them. How can they expect woman to carry only 20gm of gold and man 10 gm of gold? This rule might have written in 1947 before the independence.A mangal suthra(kariyamani) itself is a minimum of 25 to 30 gram, then comes minimum bangles, engagement & wedding rings, one small chain, earings.Are alll these not minimum necessary accessories for a woman?What these custom officials expect? Do we have to travel naked?Many times when I travel to dubai and wanted to my gold with family,I dont see the custom guy sitting in imigration. There will be only one guy in the duty and most of the time he is not in his seat & he is least interested in declaring the things.After waiting him for an hour,he comes & asks so many questions, valuation reports etc etc and finally says dont worry sir, there will not be any problem when u come back and give all the convincing assurity and when I travel back i can see a big bunch of hungry dogs(custom officers) who never listens my earlier story. They say give us some money and finally after lots of exhausting arguments they settledown for the bribe of around Rs.500 to 1000 to their pocket.They are jealous & corrupt.Where is Anna Azare?actions req 1.Minimum gold ornaments carryig policy needs to be changed both for man & woman in the rules books considering present day scenario
    2.Custom office needs to do all the necessary arrangements for gold valuation & export certificate at the airport itself during deparature (How they valuate when we arrive with no invoice? why cant they do the same during departure?

    Thanks Daijiworld, for highlighting this issue. We as NRI's (most of them)are not buying GOLD for any trade or any financial gain. Its a part of our tradition that we ware a reasonable amount of Gold and at the current price level Gold worn by a Man - a chain would cost nearly 40-60K Women/Lady - a necklace would min cost around 50-70K and also the Managala Sutra or Bangles would cost - 50-60 K.
    The current limit of Rs 20000, cannot be considered at the current market valuation.
    If any individual is carrying gold other than the basic ornaments in the form of Gold Coins or biscuits let that be taxed or possession of excess ornaments let them be taxed.

    Please educate me here whoever says its a old law since gold rate was too low at 1967.

    I agree gold rate is increased so as the income for people. Government cant afford to take the same 1967 amount as a tax. Government clearly not asking to pay the tax for the Indian gold.they just asking us to it before taking it. For the foreign gold they are asking the tax if you are not taking it back. If you want to take it back again you can with proper documents in your residing country & can take it back while going.That time also you no need to pay the tax.

    So here the only question is do you want to pay the tax in India for the gold you are going to use in India forever.Since Indians are paying the tax for the gold which they use in India why not NRIs not ready to pay. I dont find any logic in the arguments here other than paying the bribe is wrong or right.

    and whoever commented on my wife's mangalsutra dear mam, let me take care of it. I will make proper document for it & if necessary I will pay the required duty.Dont worry! and next time try to avoid personal comment.

    First and foremost the attitude of these officials towards the travellers coming from abroad should change. They treat them like some robbers or worthless people brining in their stolen booty. It is they who need to be educated about the contribution of NRIs through remittence to the national economy and again they are not a burden on the nation as they dont ask the govt to provide them with jobs etc. Whatever they bring in their baggage is their hard earned belonging and they are entitled for it. If the officer takes his salary to his family, every NRI has the right to bring whatever he earns to his family. It is high time the govt makes rules to understand and respect the role played by the NRIs in building this country.and make its fattened officers understand it.

    The question is not gold export certificate alone. Central govt has no intention to change the out dated rules, which help the greedy custom officers,ultimately amount will be shared by higher officials & politicians. If the govt the old junk custom rules, then every greedy people lose their extra income! Mangalore intl airport was our dream, now arriving passengers will feel,they are stepping in 'ANEMY ZONE'! Unless govt step in to take proper action, nothing we can expect from the customs department.

    for God sake please do not keep your eye on specially those who are working in Middle East countries. This is our blood & sweat money. We are most of the people are labourers here and we are working for a very very low salary. Some people are not getting salary for months. Some people are not getting ticket also and some people are travelling after 2, 3 or more years. Seriously if you want to apply the law, God sake think twice and apply.     I am also one of the staunch supporters of Daiji’s bold initiative and step to take on this case on higher level in order to abolish recent notification of tax on gold and banish these corrupt officials from Bajpe Airport and our homeland.

    Whilst writing this message, even I too would like to share an ordeal of mine which happened in 2001 when I came down to India from Dubai to Mumbai with my family for the first time that too after three years slogging throughout the years. As soon as my turn came, prima facie, the concerned lady Customs Officer while screening eyed on liquor bottles was so adamant and openly demanded one bottle in front of others passengers. I still remember that her Surname is Shetty, which I could see from her badge. When I asked her as to where from she is, she told me that she is from Bajpe. When I refused to heed to her demand, she told me ‘you have brought so many things, eatables etc.’, ‘you are supposed to bring only limited quantity of liquor’, ‘we custom officers are slogging for so many hours and years but not being paid properly’. When I did not budge in, she went to her senior and came back with a big calculation. I could notice that some tears rolled down from my wife’s eyes because of the attitude and rude behaviour of that lady customs officer. Ultimately, I had to capitulate to her gluttony by placing a Dhs.100.00 note in the passport!

    The rules & regulations existing in the dept for the the betterment of people/public. For this we pay different taxes.

    Is it require to secure ourself by paying hafta or bribe to these servents appointed by us.

    Is it require that I and my family has to make export certificates every time when we travel up and down for the gold and ornaments which we are wear and use regularely for more then 10 to 15 years.

    Can any custom officer tell us or explain us how much grams of gold we have to burn or reduce from the existing ornamnet like wedding rings, mangalsuthra, neklace etc., so that we can escape harrasment from these custom xxxx.

    I like to know and hear from these so called permanent resident of Indian citizens and concerned Govt authorities, your wife and childrens at home will wear gold and ornaments is it less then what is permitted to NRI's. We know your house maids are wearing gold more then what perimitted in the baggage rules for NRI's.

    Smame on Indian Govt for not updating or amending this old british type of law. When yu have cash crises you require NRI's. But the Govt is dumb to hear us.

    As I alwasys say a new rule/law in india is a means of taking bribe to these officials.

    COMMISIONER PURUSHOTHAM should have been corteous to journalist and not arrogant.

    If I am not wrong custom official attend mangalore airport are attached to Mangalore PORT where they have the habbit of taking Cigarate catroons, Liqour (if available on board) from ships bond store and Coffee powder, Tea bags, biscutes and other dry provisions from provision store. Same cheap menatlity they are showing in the airport to harrass ignorant passangers who are not aware of recent amendments to the rules.

    Daiji world should contact Master Mariners in Mangalore and also visit ships captain in mangalore port. This will give more evidence to the kind of cheap corruption in mangalore customs department.

    DAIJIWORLD HAVE SUPPORT FROM EVERY MANGALOREAN FROM ALL AROUND THE WORLD.

    If we fight with the customs officers it's not going to yield any results rather we should fight it out with the central government: we NRI(Non Required Indians)slog in other countries because our country was not able to give us employment!! we leave back our families children and friends and work day and night to save some money for our future and gold is a best source of investment, as you save little money we buy little gold and when we come home once in two years or if we are lucky, once a year and face these dirty officers they see us as thieves entering their home!!! why can't Daiji meet up with the minister of NRI affairs and discuss to allow us more duty free limit/items??

    I had a very bad experience in my last visit to Mangalore on May, 2012, I brought a car stereo for my bro.s car from Dubai, in screening it shows, customs officer questioned me is there is any electronic items in the baggage, I replied, yes there is car stereo, I really surprised from his answer that " it is not allowed to bring car stereo because car itself having stereo", finally I told him " if you want to open the bag open but you should pack it properly if not i will go to your superior" there is some more guys also joined with me, then he told me to go.

    these kind of peoples are there in Mangalore airport.

    i have travelled from Mumbai airport, Bangalore airport but till today i didn't face the such a bad experiences like mangalore.  why we are coming mangalore that we can save a day because we are coming only for 10-15 days so we don't want to lose even 1 day which we can spend with our family,

    then we are not sure we will travel in this particular day which is our booked date because of bad service of Air India express.  but now seriously i have decided not to come mangalore & it is better to chose Bangalore

    3 yrs. before i was travelling to Dubai from manglore OLD AIRPORT.it was 9.30 night flight. i was standing in the immigration que. Near to entrance of emigration, there was a small duty free shop and i saw a customs officer came to duty free shop( which was just like our villages goodu angadi) and was exchanging currencies of various countries into Indian rupees. Since the que was so long, i was watching the entire episode. If Daiji need the info, i can provide the date also.With me one more family was there from our place. I showed this drama to that lady also. We hv. to appreciate his courage, openly he was exchanging the looted currency.

    From what we here from the experience of returning NRIs with the custom officials either at Mangalore Airport or Seaport is a nightmare. Here is one experience of one of my friends from Bahrain who recently shipped some household goods (for his newly bought flat in Udupi) to Mangalore seaport and the customs officials initially wanted to charge him an amount of Rs. 1,30,000. After having had many rounds of discussions / bargaining with the custom officials they came down to an amount of Rs. 30,000 which my friend finally agreed and paid the money. To his utter shock, after taking the amount of Rs. 30,000, custom officials issued an official receipt for Rs. 1,800 (being the custom duty on the items imported). Rs. 28,200 disappeared without any receipt.

    Since the time international flights started landing in Mangalore, I have seen customs officials harassing innocent NRIs at Mangalore airport to extract money which directly goes to their pockets. They are like vultures. There is a big syndicate operating over there. Believe me, if you land in Mumbai things are much better with custom offcials. There is no harassment unless someone is really importing a lot of dutiable items.

    Frankly we do not know why these Lokayukta / CBI not raiding these people. Other day I saw some protest by Congressmen in Mangalore lead by Ivan D’souza against the lack of basic facilities in Mangalore Passport office. Why can’t our political Leaders/parties take up this issue and put pressure on the authorities to control this menace.

    I have been travelling to India via Mumbai and mostly I do not carry any dutiable goods i.e. electronics etc. hence I pass through the Green Channel and I do not allow any porter to touch the trolley as they demand a hefty amount just to push the trolly from inside till the gate. Thereafter to have it loaded into the bus etc. is your problem. I push my own trolley and I tip the conductor of the bus who helps me to load that all. May be I was lucky not to be caught by one of these porters who are part and parcel of the customs Gang.

    However, I would like to place on record the sincere help of one custom official way back in 1990 when I was coming to India for delivery. I had extra luggage, all baby things, gifts my kith & kin etc and also some wedding gifts as there was twin wedding in the family. This senior official just asked me what I have to and when I specified what the luggage contained, he personally pushed the trolley for me till the scanner and got a porter to help me to push it out till the taxi. I have never met such an angel thereafter. I happen to notice that his Surname was Karkera and he told me that he was from Mangalore.

    Who can import gold as baggage?

    Any passenger of Indian Origin or a passenger holding a valid passport, issued under the Passport Act, 1967, who is coming to India after a period of not less than six months of stay abroad and short visits, if any, made by the passenger during the aforesaid period of six months shall be ignored if the total duration of stay on such visits does not exceed thirty days.

    Other Conditions

    (i) The duty shall be paid in convertible foreign currency.

    (ii) The weight of gold (including ornaments) should not exceed 10 kgs. per passenger.

    (iii) The passenger should not have brought gold or other ornaments during any of his visits (short visits) in the last six months i.e. he has not availed of the exemption under this scheme, at the time of short visits.

    (iv) Ornaments studded with stones and pearls are not allowed to be imported.

    (v) The passenger can either bring the gold himself at the time of arrival or import the same within fifteen days of his arrival in India as unaccompanied baggage.

    (vi) The passenger can also obtain the permitted quantity of gold from Customs bonded warehouse of State Bank of India and Metals and Minerals Trading Corporation subject to conditions (i) and (ii)above. He is required to file a declaration in the prescribed Form before the Customs Officer at the time of arrival in India stating his intention to obtain the gold from the Customs bonded warehouse and pay the duty before clearance.

    With due compassion to all who have faced the C’s (Commands, Callousness & Corruption) of our Customs, the Commissioner is perfectly right on the issue that “Ignorance of the Law is not an Excuse”. His thoughts however, about the “enforcers and authorities milking this ignorance” would be a welcome read. And let’s not pick a scapegoat – he has after all recently started warming his chair – DW should perhaps focus on the obscure laws, provide a layman’s brief with solutions/loopholes if available and push for reforms - if not within the laws themselves at least towards their humane implementation (no one is in any state to solve an issue or argue on it after a long journey especially with kids and baggage in tow and given that instant gratification is an available solution)

    I am really shocked at this callous behaviour of the Custom Official. Initially whenever I travelled to Muscat via Mumbai, I was declaring my gold i.e. my Kariamani, two bangles, a pair of ear rings and two finger rings, a nuptial and engagement one. thereafter as opined by the Custom officials this was discontinued as it was the minimum gold a lady usually wears. This currently would cost lot more than Rs.20,000/- in view of the sky rocketing price of gold. Over the period my passport has changed three times i.e. taking into account the 10 years duration per PP. and the entry of gold taken to Muscat is in the first Passport, so how am I to justify this gold.

    Secondly they allege that when we go to western countries, we are aware of the rules. May I remind this arrogant official that when you apply for your visa on line all these rules and regulations are the part of the form and the people are personally apprised of this when they visit the respective consulate. Being an Indian I do not have to apply for the visa and in the absence of any such notification either on paper or via the respective Embassies, how are the people to know of these changes in rules? I really wish they work abroad under the dire conditions and circumstances that many Indians face. Very few are lucky enough to have cushy jobs. After all the struggle when they go for a vacation this is the reception meted out to them at the Airport. What other hell can a person face who might not have slept for a week preparing for his holidays, finishing the job on hand, clearing the dues and handing over charge? These are only a few hurdles a normal Indian faces at his workplace abroad, which these well fed corrupt goofs fail to understand.

    When the Mangalore airport become the International airport on that day onwards 3 or 4 times I and my family landed in Mangalore. But each time i had problems with customs. they checked our used gold ornaments and talk in a rash manner. they used bad words with family. they are telling that u can not bring toys, mobiles, metals items etc. before u travel you should read the customs rules and regulations. you must aware of international customs laws. from 13 years we are traveling through so many airports, but we never had such experience. After that now I started to travel Mumbai or Calicut.

    Daiji, great work. would suggest if you can take up the issue with Chief Vigilance commissoner and news channels to carry out a sting and get these greedy people catch red handed. i have written to CVC, CNN-IBN and TIMES NOW with a link of your earlier article but i think it would be more fruitful if daiji takes it up directly with them. am sure once this news is on national television greater action will take place.

    If this custom officer// commissioner would have educated/sincere/ responsible public servant then he would have tried to change the rule book before accepting this position. His goal is to loot people. He does not even have minimum common sense to talk . Pay your taxes/Bribes to these beggars and make them fat. And let us say we have poor government. Even myself experienced the same problem with customs officer actually I had gone for a visit visa and the custom officer was asking me all nonsense questions that he asked me where i was born i replied him the place though he does'nt no the place he was asking me whether i was born in bus stand i felt very sad i did not utter a word he harrassed me much. I thin these are all uneducated people do not know how to deal with the customers.

    Export certificate may be asked from customs at the time of departure. The notification to deposit the gold before 24 hrs is to facilitate these thieves to steal the gold before being exported ???? It means the far away passngers must come to mangalore airport 24 hrs before flying...!!?? Is it practical to do this...!!??? Why cant they increase the people at the airport during international flight.....!!!??? After all how many international flights are arriving at Mangalore...!!!????

It may be correct he is going according to rules laid on the books. Could you please ask him what is the rules laid on that book if a person travelled 2-3 years back from India and brought the gold with him and take back the same gold and reaching Mangalore today ? does he has any specific answer on his book of rules.     Out of every penny taken as bribe by these servants in white at the airport a percentage goes to Purushotam. Therefore he will not take any action. It is high time the CBI raided all his residences and I can bet he must have made crores by now. there is absolutely no chance for him to become commissioner of customs otherwise.     This is a problem of India politician and Ministries the Law was implemented 1967 and price of gold is increased 80 times more past 45 years and the Law till now not revised, most of the people not bring electronic item from abroad because of harassment of custom officers so these custom people taking advantage of this old rule regulation to fill their pockets.     The need of the hour is not Lokayukta. The root problem is with the RULE BOOK made gernerations ago when gram of gold costed USD $ 1.2 per gram or around 40-50 INR then. Which means in those days ladies could travel with around 40 pawans of Gold. If you calculate this today ladies should be allowed to wear or carry with them about 8 lakh INR worth of Gold. Let the Govt even cap this at 5 lakh no problem.

    The Government in Center, especially the finiance Dept under which the Customs fall buring Budget session only talked about giving subsideries and making vote bank politics but never bothered to change some basic changed to its then drafted Act all these years. So the need of the hour is Wake up the sleeping Boss's in Delhi, and rewrite the rule book. Open up our current Finance Ministers mouth.

    Then once the rule book is corrected let Customs al over India follow the rule book. Even the passengeres should adhere to this. After that YES, we may want a Lokayukta to keep an eye on this customs. I have been informed (not sure if its true) , some of the customs & emmigration officlas monthly income in Mangalore Airport is over 3 lakhs. This is just GIMBALA not SAMBALA.

    Good work Daiji, I too appreciate your work. Please keep going till we will get some sort of justice and peace to travel. I hope Mr.Nalin Kumar will help in this matter and raise an issue in Parliament to revise the Law. Where are our other politicians? Sleeping? I request other political leaders to join with him to raise a voice in the parliament to revise the law implemented in 1967. Otherwise don’t come for asking votes. As I know all politicians are waking up when the time of Election and coming for begging the vote. Once got the Authority or ministry they will not come to help the people. They will enjoy their life doing corruption. This is the time to help the innocent people. Sleeping Politicians can wake up n understand our difficulty and situation?     Well done Daiji... It is arrogance of the first order, and I am not surprised. Just to show how silly they could be, on one of my visits to India on arrival at Mangalore, the customs officer stopped me to ask if I was carrying any gold. When my answer was no, he rudely showed my one extremely thin chain on the neck and my wedding ring. I was so shocked that I asked him if Mangalore customs wants me to leave behind my wedding ring everytime I enter the country through Mangalore. It took me nearly half an hour to convince him and let me go.

    Good work Daijiworld the solution for this prob is not by nailing this officer the law on customs duty needs revision and that has to be addressed and bought to the notice of the government for necessary amendments.This should not stop here we should involve the whole country for support and action.A PIL or some other legal process be raised and draw support to focus on the issue which i feel can definitely bring in the desired changes.

    For just a car you paid 7000Rs!!! and that too after a visit. We are people travelling to our home country for vacation. Dont we have to carry things for our family? our personal jewellery?For 1 pavan (8grms) of gold it is almost 20 to 21 thousand (which is the permissable limit!!)..which lady would have a karimani (the wedding chain)just made of this little gold? forget all the other jewellery which one has like earrings etc.. im sure you yourself would be wearing a chain of more than the permissable limit!Its time the unamended age old Customs law is rectified

    What I feel is the elected representative of our land should bring this matter in the national level to amend the 1967 rule of law to the present status.     The Customs commissioner wanted to wash his hands and be safe on whatever he spoke to daijiworld team .He do not want to talk matters other than the customs manual drafted Fifty years back. Every department has loopholes at every level.The posting has its own price according to the importance of that location.
    I have travelled many times via Mumbai airport and many times approached by the porters .They openly speak about clearing and helping the passengers if they have valuables in the baggage. Many passengers who return from gulf have no knowledge of the baggage allowance. So they always scared to face the customs officer and thus allow these porters to help them to clear the bags.
    The passengers look relaxed not at the arrival hall but only after customs clearance exit. What you expect a domestic servant to carry in his or her bags after two year contract in a Arab bungalow.
    The porters will force the passengers at the exit point to pay them by creating so many excuses. In Mumbai almost all the customs officers allow the baggage’s without screening when they are accompanied by a porter.
    These officers will never agree the involvement of the porters in major international airports. I have witnessed the porter carrying trolleys of those who want a hassle free ride at the red channel and at the same time the old people who need assistance to carry the trolley are left alone without assistance.
    I really wanted to film an incident where a porter made several trips through green channel in and out before I could reach my turn at the red channel. The customs rules should be amended so that this entire nuisance will vanish. Once in Mumbai I saw a police constable forcing the passengers to pay them after coming out customs exit.

    I appreciate Daiji Team for your great efforts. We are all with you. WE all should be unite and fight for the justice. Why we come to Mangalore by direct flight, becoz there is no other option for us. As there are many families with small kids, old age people. They cant take the connecting flight and wait in other airports for 5 , 6 hours. But these officials are looting us as a customs officers. Are You people doing your duty or sit there to loot the NRI'S. This article is eye opener to us. As Daiji reporter said, there are so many people, they are illeterate. They only come to know such rules when they arrive in the Airport. I have one question, the export certificate is necessary only in Bajpe airport? or in all of the Inetrnational Airport in India? The 100 page rule Book mentioned that Export certificate at Bajpe Airport..Why in Bajpe Airport? toAs Mr.Nalin Kumar please look into this matter and take the necessary actions ASAP.

It all works with good understanding as a team you see.As the saying goes, there cant be smoke without fire. So am certain passengers after this could take a little extra efforts to put in thier complaint in writing and lets hope passengers get justice.

    Now regarding rules in website, it is humanly impossible for people to read these rules and be well worsed with same. Let customs keep a declaration form at airports for passengers to goods and worth & customs sign and acknowledge it. So when the passengers arrive back in India, they can show that declaration and travel hassel free.

    I work for an automobile company in Bangalore managing exports to different countries.I was at the customs office in Chennai due to some customs queries and to my utter shock the customs officer who i was dealing with was busy collecting bribes from clearance agents. I did some rough calculations on the bribe she accumulated in her drawer in the 3 hours that i was standing in her office. the 'collection' was roughly 3 lac rupees...!!

    Now I know why the newpapers talk about hundreds of crores recovered from officials during a raid. and the officer in question was just a class 2 officer..! It would have been suicidal for me to raise an issue or even capture a video since we import most of our components that go into our automobiles. my point is that taking bribe has become a culture in the Indian customs and i also hear that no officer is posted for more than 6 months at a posting considered plum..!

    I request people to whole heartedly back Daijiworld in this Campaign irrespective of caste & Creed because for some these blood sucking morons (some customs officials) they do not see caste and creed while harrasing travellers in the precest of following rule books. The only diffrentiation they know is the figures in the currency notes.

    The bureaucracy in Customs works this way as mentioned by Ex-Cm of Karnataka Mr Ramakrishna Heggade. I quote" A temple appoints a footware watcher outside the temple with a board"PLEASE KEEP YOUR FOOTWERE HERE BEFORE ENTERING THE TEMPLE" & the watchman does his duty of following the rule book(like our customs officials) of seeing that no devotee enters the temple with footware. Now a foreigner who knows the tradition followed in temples in India, decides to leave his shoes inside his car before entering the temple & he passes by the watchman without bothering to acknowledge his presence. The watchman stops his and asks him to deposit his footware here before entering the temple for whcih the guy replies I dont have any. But the watchman does not budge and tells the guy Rules are rules, read the board" PLEASE KEEP YOUR FOOTWERE HERE BEFORE ENTERING THE TEMPLE", so keep you footwear here and only then enter the temple.

    I pledge my support to Daijiworld in however small or physical or virtual contribution I can make in order to make the arrivals in Indian airports especially Mangalore a welcome atmosphere for the passengers who are coming home on a good feeling rather than getting welcomes with the garland of humiliation and be treated like a smuggler for some small sentimental Items purchased by your hard earned money, while the smuggled goods are openly being sold in the name of Burma/Bangkok& Tokyo Bazaars in the city & across the countries.

    If the Mangalore Airport customs officials implement rules like this, I am sure 50% of the people will fly via Mumbai/Bangalore.

    It is clear that this commissioner is rude and corrupt and naturally a master of all corrupt officials. We should not let this happen in Mangalore. Efforts should be made to transfer this man and bring in good chief who can bring in some humanity in the attitude of officials.

    Dear Daiji Your Concern is right but at the same time Customs rules are also Right .These things are well known to people disembarking through Mumbai and other international terminals and has become new for Mangaloreans as more and more International flights have started flowing in .The travelers should know the rules well then no body can harass them I will give one Live example of this some time back when I had gone to China I had bought one Kids Battery run Car with me .Customs officer stopped me ,took my Passport started arguing with me .I just told the value of this Car is just Rs 7000 and well within the rules ,I have not brought this for trade .Then she asked do you have any document to prove the value of Rs 7000 .I said Yes I showed the receipt from China .Then that Lady customs officer could not do any thing just let me off

    The problem in airport is, we cant fix the airport officials through 'lokayukta'! If its outside, we can do a set up but sadly inside the airport, its hard to catch them red handed when they are all in a team..! So, surely this problem cant be solved.. NRI's work like machine outside the country and finally they are exited on their return.. So, they only get 1 month or even less to spend with their family.. If they file a case and go accordingly, they need to spend rest of their life being these cases! I guess, they opt to just pay some bucks and come out of the HELL( AIRPORT)!

    We NRIs are not paying any income tax to Indian government. We just used govt facilities to educate ourselves and now go and work in foreign country. the only tax Goverment ask from us is custom duties to the goods what we take to India. Whats too difficult in paying that. LCD tv costs lakhs in India because of tax. Goverment is asking you to pay same tax in airport.Gold in India has tax. they are asking to pay the same tax. What is wrong in that.When all Indians paying these taxes what is wrong in NRIs paying it. When you are ready to pay the correct amount no officer will take bribe. So I completely find the fault with passenger rather than officers. And please note that tax in India is not cheap.So to avoid that all NRIs pay bribe. So fault is with you guys not officers. If you see last Daiji report there are 100 pepole wrote that they paid bribe. As if they did some smart work. shame on all the guys who paid bribe.

    The customs commissioner of Mangalore has responded arrogantly because he is loosing his pocket money which he is getting from his junior officer .that is why he is upset...!!
    Even the Lokayukta can’t controle those custom beggers. Because I don’t think that Lokayukta will arrives as a passenger from gulf country and catch these custom officer in red hand.

    Thankyou Daijiworld for publishing this and for balanced reporting!! We need to remind Mr. Purushotham that he is a public servant at the end of the day and he has to learn to be courteous to anyone who comes to meet him!! Also if this is the rule, then why is this being implemented as he says only in Mangalore. The same is not the case in any other airport. I have travelled to Cochin, Delhi, Mumbai, Bangalore and no where did we go through this ordeal except in Mangalore. If this is his argument that his staff are doing their job, then that means that other customs officers in other cities are not doing their job...let him explain this argument now...Hence his argument does not hold any good. Its time he is thrown out of his chair officially and a person who has a more humane approach be put in his place. I suggest that Daiji takes his issue higher up till New Delhi if need be and put this department in place.

    The only reason for harassing passengers to such an extent is that Mangalore has ONLY ONE International flight. The officials got to fill their pocket robbing these limited number of people. Its not like that in other airports - there are several international flights arriving and uncountable passengers.

    Passengers have the key - they cannot cancel their booking this year - come next year all passengers will forego the luxury of DIRECT flying and will go through Mumbai or Bangalore.

    Let the customs officers apply for transfer since they cannot make any booty here because the flight is half empty or cancelled.

    All the NRIs should congragulate Daijiworld for taking up this common issue.
    I have heard from some of my friends who take direct flight from Kuwait to Managalore their agony with Mangalore Customs. This article is an eye opener.
    I never travelled directly to Mangalore. But after reading this article, I will never venture to go directly to Mangalore. Really Mumbai customes are co operative and very good.

Why don't the people of Mangalore demand a local born and bred commissioner for the post. We have plenty of them around. Keep up the good work Daiji.
