R V Deshpande demands lockdown time to be treated as 'Zero period'

Bengaluru, Apr 8: Senior Congress leader and former Industries Minister R V Deshpande has urged the Narendra Modi regime to treat the entire lockdown period as ‘zero-period’ and ensure that no interest to be charged for the loan availed by Micro, Small and Medium Enterprises (MSMEs) in view of the sharp slump in all types of economic activities.

In a letter to Union Finance Minister Nirmala Sitharaman, copies of which have been released to the media on Wednesday, Deshpande said as the loan amounts availed by them could not be deployed for productive purpose during the lockdown period it was necessary that the banks must be directed not to charge interest on loans.

Deshpande said MSMEs are deeply hit and they are directly bearing the costs of the shutdown without relief support.

He demanded that the Centre must wave off interest for six months and reschedule all repayment of loans to payments due from March to September 2020 to the end of repayment period.

The Congress leader said the relief measures so far announced by the Government is concerned with BPL families only except for the RBI announcement regarding interest rate cut, making available additional credit facilities moratorium on repayments.

After the Lockdown is over, many industrial Units are going to be shutdown or partially open. Unemployment is going to be major issue, as MSME sector is major employment provider.

Therefore, he said the MSME sector deserves all the help and handholding during this difficult period.

He sought waver of all taxes to local bodies, fixed charges on electrical installations, property tax for next six months, and waiver of all penalties for failure in compliance such as GST, PF, ESI, TDS during lockdown.

Industrial units are having several new issues cropping-up daily and request Ministry of MSME to set-up a Control Room/Helpline Numbers to address issues instantly and help the industries at this time of crisis, he said.

    I am not talking about any government. They are also victims of COVID. Tell me what happened to PNB, PMC, Yes bank, BOB. When the people who took the loan legally or illegally the banks had to close. If industry does not have money to run then naturally they also close. Can government support everybody. If so we would not have so many bankruptcy & there was no need for NCLT.

    All these things will be applicable if the industry survives the COVID-19. If they declare bankruptcy what interest and what principal . Nothing will be paid. All the vehicles, houses taken on the loan will be returned to the bank as people will not be able to pay as there will be job losses due to downturn

    That's not right...reduce the current interest rate to half and provide the luxury period of repayment max up to 6 months. During this time if any defaulters fall under the category of deceased or unemployment or accident or long term illnesses, extend the loan repayment period to 12 months. That's how it should be.

    Making zero doesn't make any sense... because some people are living with by earning an interest on their fixed deposits . Who is going to pay for them and how?

    Right sir, but you forgot individuals even on whose loans whether it be personal or housing/ term loans interest should not be charged. cos of d locked down even their income is effected. As directed by RBI just relaxation in emi wont serve d purpose, wherein interest is charged & which would sum up to huge amount and excess burden at the end of the loan term resulting in 4 to 5 excess emi in excess of emi for which relaxation is provided.

    R V Deshpandeji is one of the few leaders these days to talk sense.
    Congress should have made him CM long ago.
    A visionary leader and among a handful of politicians you would like to hear .
    Whether the current FM can cope after virus onslaught ...let's see. The adverse impact is just unimaginable....The best voices in the circumstances therefore should be heard.

    Bank interest does not take rest, it works at night, Sundays and even rainy days. If banks waive interest to borrowers, how can they pay interest to depositors ? Banks cannot accept your diploma in lieu of education loan, if you are unemployed or the diploma is useless to you !
