Supreme Court moved seeking opening of Kasargod-Mangaluru border for emergencies


New Delhi, Mar 30 (IANS): The Supreme Court has been moved, seeking a direction to the Karnataka government to open the borders with Kerala, particularly the Kasargod-Mangaluru border at Talappadi, to allow movement of ambulances, trucks and non-essential items to Kerala.

The plea has been filed by Rajmohan Unnithan, MP from Kasaragod constituency. Kasaragod is the northern district of Kerala that shares most of its boundary with Karnataka.

Unnithan has submitted such a blockade, at a time when supply of commodities has been hit hard and a medical emergency has plagued the country, is a violation of Articles 21 and 19(d) of the Constitution.

"This ill-planned and dangerous blockade has claimed the life of a 70-year-old woman, who was denied entry to Karnataka for urgent medical treatment available only at the medical hub of Mangaluru," said the plea.

Unnithan said it had blocked national highways, state highways and major district roads to Kerala causing shortage of essential and non-essential items, like food and medical supplies, in Kerala.

"The people from Kasaragod in Kerala rely upon the medical facilities of the Mangaluru district in Karnataka and its adjacent areas," said the petitioner.

The apex court has been urged to issue a direction to the Karnataka government to register an FIR and set up a special investigation team (SIT) under the supervision of this court to probe authorities, including the police officers, for the death.

    Actually the CORONA virus demonstrates that there are no borders to humanity, all are one; but, ironically in times of acute crises humans act otherwise! Read yesterday that a victim's body was refused to be disposed off in 3 places because she had CORONA, what a tragedy; it appears like those who are not infected are immortal!

    If you go back in time same panic situation prevailed when HIV came into being; people would shun the victim, TODAY CORONA has taken it's place!

    Even though, we may defeat CORONA, the virus will mutate itself and resurface again (CORONA is a mutation of SARS) after sometime to remind mankind that he doesn't own this planet, it's an unending play of different viruses! Corona has send shivers down the spine of one of the most powerful country in the world, it's causing a major political upheaval too!

    A virus of .125 micron dia has made the human race now down to it!

    Hope, this CORONA gets tamed soon!

    The question here is how to treat and contain the corona virus. It has nothing to do with whether the patient is from Kerala or Karnataka. It is for the benefit of the community at large.

    To understand this, let us look at Nanjangud, a town near Mysore. This Town has come up with 5 corona cases. With a view to contain the virus, the district administration is treating the town as a Hot Spot. No vehicles can come into or go out of this town. This is to isolate the infected cases and prevent transmission outside the town. Like Kerala, can Nanjangud also appeal to the Supreme court saying that they would like to go to hospitals in Mysore or Bengaluru?

    Please do not open the borders we do not want mangaloreans to suffer, it is the duty of every state to take care of their citizens, the MP should have resigned as he could not take care of the people who had elected him instead of going to court. Was it just PR stunt by the Kerala CM when he said they are ready to fight corona and huge budget has been allocated for it.

    Kerala wants to send all Covid19 patients to Karnataka and put the burden on us. They want the borders to be open to dispose medical waste and slaughterhouse waste inside Karnataka. They also want to smuggle cattle and timber during this time when everybody is at home. Even after we come out of this pandemic Karnataka should be very careful about the Kerala activities.     Talapady border needs to be blocked till the virus is completely eradicated. We cannot allow the kasargod infected people to enter mangalore and spread here. The Karnataka border in future should have a entry till for Kerala vehicle after the China virus is eradicated.
    Kerala build international airport in kannur to lure kasargod people to board from kannur than mangalore. They could have build a international hospital .

    Kasargod is a hotspot for COVID19 in India. It is high time Kerala government convert any good hotels or schools in and around Kasargod into makeshift hospitals to take care of their sick people. Any way Kerala is a rich state.
    At any cost Kasargod Mangalore border should never be opened for ambulance or people movement till COVID 19 effect comes to a stop. This is considering the public health of our own people in Dakshina Kannada.

    If at all the Supreme Court gives rules in favour of Kerala, Karnataka should immediately appeal against the same. If they appear is rejected, Karnataka should make it mandatory that all species including the two legged variety should be allowed into Karnataka only after proper testing as is done at the airport. As far as that MP from Kasargod is concerned, he shouldn't think that Karnataka is his ancestral property. There was already some free flow of radical elements during anti CAA protests.

    Do u have any idea in UP, what their CM is doing. He is disenfecting migrants directly on their body n face. This is inhuman act. UP migrants are highly skilled especially in construction and embroidery, arts jobs. If samajwadi govt and current BJP govt wished they would have build manufacturing sectors UP cities freezone, but they also took granted apna Delhi, mumbai hai na.

    Its hightime for 500+MP s of India take your cities seriously and concentrate on getting healthcare projects. We need more doctors nurse and sanitization items manufacturers.

    Agree with the DK district administration move to seal the border to limit the spread. Also reading my fellow citizens comments on this matter. In my opinion, closing a boarder is not a solution rather restricting the movement with certain checks at the entry/exit is the right way to handle.
    However, here both state Govt. should cooperate and act and look at this a humanitarian issue and deal accordingly. Most of the Corona cases reported in Kasargod was from the people who returned from Dubai/Gulf countries. Very much surprised that with such a large number of people staying abroad and earning money still not even able to build good medical facilities in their native places.
    Kasargod over the period of time turned more into religious radical center than developed place and Kerala Govt. always neglected this place. If you go to down south in Kerala good medical facilities are good and Govt. support is good .
    At this time DK administration should be very careful in total opening up the boarder considering their own people's condition.

    Out of 234 reported cases of corona virus in Kerala 151 are from Kasargod and Kannur. Only God knows how many more people these infected guys have distributed the virus. It could be in thousands.     If a State which is responsible for maintaining law & order, under exceptional circumstances for the security, safety and welfare of it's residents cannot have right to seal borders, then we may as well dissolve states n borders.
    Hopefully SC will not interfere in what is an administrative decision in the time of national crisis.

    This is not about ethnicity...there are Kerala origin people who are permanent residents in Karnataka and likewise there are many Karnataka origin people who have adopted Kerala or other states for permanent residence. Across India, migration is being discouraged, controlled or stopped, so every State Govt is expected to manage the crisis within it's territory.
    As to making an exception for emergency, that is going to be extremely difficult. We are very smart in find loopholes... all cases will be an emergency!!!

    For transportation of food, medical, and other essential products, I think alternative routes have been suggested. Administration can also consider transferring of goods from one truck to another at the border or a container that is crane-lifted to other side.
    Fact of the matter is that maximum isolation and distancing is the only way to prevent spread of the virus. Prevention is top priority.

    Kerala has to mobilise resources within the state and set up additional treatment facilities. All state governments are doing it.

    This is not about blockade for transportation of essential commodities.
    Kerala wants hospitals in Mangaluru to take in patients from North Kerala.
    Given the high transmission level of the virus and need for isolation wards in the hospital and above all limited capacity in the city to handle such cases, what does Karnataka govt say if after allowing patients from other states, there is lesser or no space for it's own residents?
    We probably have to wait another week or two before we can be sure that most of city's home quarantined residents are not having the virus.

    The need of the hour is Karnataka government must immediately file a caveat in the Supreme court to preempt passing of an exparte order . Further the state and the local leadership/administration should build a proper case to oppose the MP's
    affidavit. If Rajmohan Unnithan has so much confidence in Mangalore doctors that they will not refuse to treat Kerala patients he can try to invite few of them to Kasaragod to treat his people.

    I had come to Trissure, Kerala for my husbands treatment. He turned
    Critical and dyalysis had to be started.
    We were discharged from the well known hospital. On 25 morning we were supposed to leave for Manipal. But due to border closure we had to get readmitted to continue treatment.
    We cannot move out because we dont have a home. We are stuck away far from home in a place were language and food is different and communication is difficult
    But for the good samaritan doctors and the gracious Director, and staff
    Life would have been miserable.
    Want to come home. How long to stay in hospital?? Please please help emergencies, or people who want to return back from different states after getting medical treatments, or people who want to travel for medical reasons. Similar cases must be stuck all over the country. Supreme court should support opening of borders for emergencies and for people who are suffering untold miseries. Feel sorry for the 70 year old patient who was turned back. The same could have happened to us..

    To all of the above just put yourself in the shoes of a family member whose 5 year old child needs emergency attention for a cause the Kerala state is not equipped and Mangalore stands the option for it how would you feel?....not in support of free flow of public or any sort of vehicles except the emergency services for the patients who genuinely need facilities that Mangalore has with a good follow up on the set protocols ... for all I know is the whole Nation is on lockdown so that we dont reach the ultimate outcome of the pandemic which is death well what's the point then letting people die for other reasons. I tried every possible help to get back to Mangalore but no single elected rep was able to help me and I am stuck in a hotel with little or no facilites.     Kasaragod is the hotspot of corona virus in the country. There were also several cases from Kasargod where quarentined people acted irresponsibly and freely roamed around causing danger to life of other citizens in their own district and also in Mangalore.

    Opening the boder for common people during lockdown is totally meaningless. There is no doubt free flow of essential supplies should be allowed all through the country.

    Our district administration has taken several good decisions because of which the positive cases are low. We should be thankful to our authorities. But if supreme court takes a decision to open border to allow free flow of people it is just a disaster waiting in the making for Mangalore. I hope our representatives will challenge this plea and secure the health of people of this district.

    There are mangalorean nurses. I never dealt with any keralite nurse during my hospitalisation in yenepoya. Except for 1. And they have a very strong team of mangalorean nurses. So get this idea of your head that mangalore depends on keralites, we don't.

    They are Capable Doctors and Nurses in Mnagalore as well.
    Mangaluru isn't going to be a a hotspot for Corona virus just because Kerala Govt hasn't arranged anything for Kasargod and Kannur districts.
    Kasargod is a Hotspot for Corona, even Mangalore has been suffering because on one Kerala district for even Essential items during lockdown.
    Have you seen the state of Mangalore for a few days, and this has happened just because we shared borders with Kasargod.

    Can anyone define 'Lock Down ' please in totality ?
    Hasn't the Center asked States to seal borders ?
    Where was this MP sleeping thus far when his constituency did not have any medical facilities ??
    I mean prohibiting entry is Just to Safeguard the Majority population here ! It is not as if we here are not Humane !!
    The people who were Carriers ....took matters lightly as did their elected representatives...Despite repeated warnings they have brought it upon themselves.
    They are to be blamed for it. With the virus so deadly dangerous and the doctors themselves at risk ...what would be the scenario if there is an infkux of Covid patients ? It isn't as if we,are fully equipped here either !However strict measures have helped us a lot to contain the spread.
    All said and done ..We Mangaloreans are not heartless ...selfish...but is it a big ask to ask our neighbors to be more responsible and cautious ??

    Kerala could build 5 airports, why didn't build sufficient hospitals ? All your medical needs are fulfilled from Mangalore : nursing /medical education for your children, hospitalisation of your sick, employment in hospitals - start building now. China built a hospital in 10 days for Corona cas5. You too can do it.

    Kadaragod district was formed in 1984 I believe. Manjeshwar is one of the taluks. One of the committee formed before eighties suggested amalgamation of kasargod with karnataka. It is the duty of the elected representatives to see that their taluk or their district is self sufficient and self reliant. After 25 years, if they are still not, that means the citizens didn't stood up for their rights. They just survived. It is the same story every where.

    Kerala nurses come here because they have better opportunities here...

    If you had colleges/institutions/medical/hospitals do you think your people would come here to train themselves in medical /engineering /other fields? Please answer Papa... Would they come? Remember, if they are studying here means, definitely they are getting well paid jobs here. As Antony said clearly, because of you people pouring lot of money here, our localities are not getting seat. Moreover, everywhere those nurses never make an effort to speak in Kannada or English even after spending so many years in studies here and afterwards spending years in working. They expect us to speak in Malayalam which is not possible at all. Our mangaluru railway station ....cannot believe... Oops....!!! encroachment dear papa...
