Former IAS officer Sasikanth Senthil calls NRC a 'dehumanizing effort'

Mangaluru, Dec 10: IAS officer S Sasikanth Senthil, who resigned from civil services, has called National Register of Citizens (NRC) as a ‘dehumanizing effort.’

In a strongly worded letter to Home Minister Amit Shah, the former Dakshina Kannada DC said that the passage of the CAB “marked the darkest day in the history of modern India.”

In his letter, he wrote, “I refuse to accept the process of enumeration in NRC by not submitting the requisite documents to prove my citizenship and is willing to accept the action taken by the India state against my disobedience. If the state chooses to declare me as a non-citizen, I would also be happy to fill up the many detention centers that you are building all over the country. I would accept the incarceration with all humbleness than to wait at the sidelines as a mute spectator to the communal profiling and disenfranchising of my fellow humans,” Senthil stated.

Addressing the Home Minister, Senthil wrote, “Your vehement defence of the bill on the floor of the house revealed a lot about the core ideology of hatred that drives your government. I feel completely ashamed that as a country that we have let down our Muslim and Adivasi brothers and sisters and have not succeeded in assuaging their fears about the secular ethos of the country.”


“The passing of this bill in the Lok Sabha has left a deep scar in the belief of already marginalized people and along with the NRC is surely an attempt to profile Muslims and Adivasis akin to the Asiatic Registration Act in South Africa and the Nuremberg laws of Germany,” he added.


“As a former civil servant, I would advise you to increase the capacity of your detention centers, as many of us would fill it up before you succeed in your agenda. In the coming days you would realize that this country is the making of people who would stand up for one another and would fight every attempt by any authority to divide us. You would have to move through some of us who would stand in the front to stall your progress at unleashing atrocities towards the marginalized. So keep your strategy ready. Jai hind.” Senthil concluded.

    For our Muslim friends would like to provide some data:
    1. Mosque in India was built before Mecca Mosque was built in Saudi Arabia.
    2. Muslim history in India is much older than Babar, Taimur etc.
    3. India was and is a country of ideas. Those that accepted Islam was as acceptable then and today.
    4. There is a distinct difference between religion and culture. Muslims in India can relate better with other followers in India than anyone else in the world.
    5. We are suffering the effects of whitewashing of history that involved a period where Islam was forced on Indians by force. Unfortunately, our history is whitewashed to an extent, wherein people believe unofficial version of history than those taught in textbook. It is time we all reconcile and not get hostage to history.

    Because of CAB and NRC, if occupants of Independent India are affected negatively and targeted using this latest law, regardless of their religious affiliation, we all regardless of our religious affiliation will support our Muslim brothers. We do not need our politicians to do so.

    However, if we are abused because of division of our society on religious lines to get illegal citizenship, I suggest we all should unite to prevent this.

    What I understood about NRC and CAB is :

    1. There is no impact from this on any Indian citizens irrespective of religion. People have to do some procedures to update their names in national registry.

    2. Illegal immigrants in India who are minorities in their countries and who have come from three countries Pak, Bangala and Afghanistan can get citizenship in India subject to certain conditions. This list excludes muslim religion as they are majority people in the country they have come from.

    3. There is no discrimination among citizens of India and criteria is set only for illegal immigrants to get Indian citizenship.

    Indian Constitution excludes "Religion" based distinction and hence secular in citizenship. Including "Religious" minority contravenes the constitution and hence illegal and unconstitutional.
    The intent of the CAB categorically excludes Muslims per se.

    It was total chaos and politicians especially in the north-east used it very well to their advantage. They blatantly bent the system to get voter ID, Aadhar card to these illegal immigrants from Bangladesh and thus create a separate electorate. A friend of mine from Assam said that in major towns and cities of Assam, Assamese is no more spoken but Bengali due to the large number of these immigrants running into millions. What is the solution for this from Mr. Senthil.

    Also, Rohingya Muslims again, they are shun away by Burma. Which is deplorable because, Burma, wants the land occupied by them, but not the people. Burma believes that these are immigrants from history originating from Bangladesh.

    Minorities in our neighbouring countries have depleted. If they face persecution, it is only natural that India keeps its doors open to them and close doors to those who wanted a separate state in the name of religion especially from Bangladesh and Pakistan.
    Please remember that India went to war with Pakistan because of the 1 million refugees from the erstwhile West Pakistan. Now, there is no war or atrocity, but India is flooded with millions of Bangladeshis and Rohingyas. A responsible country takes measures against chaos. It can be bad or good, but inaction is not possible. Including Muslims in NRC only meant that we have made laws to formally open our borders.

    But, just answer one thing- for the sake of argument, let us assume that me and my my old parents and you and your old parents fail to provide the required papers ( be it for any reason-flood, poverty, lost, & so on) -even though we are Indians; and can you imagine the situation where , we, along with our old parents spending our whole life in Detention shelters, for being born in India?

    I tried to go through again all the details of NRC and did not find anything that is of worry.
    Regarding your question on loss of papers, you are right if and only if, all government machinery, school records maintained by school etc., are also similarly lost in the floods leaving you just yourself to show but nothing else. That will be extremely huge coincidence unseen in recent human history. No country can make a law to cover that outlier case.

    People in the North East are also against CAB, because they do not want these illegal immigrants in their towns and cities. CAB, in fact makes it easy to settle in India if an individual shows proof of stay for much limited period compared to previous length of stay.

    Ok. There are 14 lakh Muslims who could not enlist in the NRC in Assam. Let us assume that all of them are immigrants from Bangladesh.
    But at the same time, there are 5 lakh Hindus also who failed to enlist in the NRC.

    Are these Hindus are also from Bangladesh? If you say "No", then they are Indians who ailed to submit the required documents. In this case, you have to retract from your statement that there is nothing to worry about in the case of NRC.

    Can you imagine about a person who loves his country; and he himself has to spend his entire life in Detention shelters throughout his life; no right over his property and no social life?. He will curse himself to be born here; if he is genuine Indian and failed to submit documents.

The above analysis of facts clearly indicates that the agenda is not to give the Nationality to persecuted immigrants from the neighbouring countries; but is to divide the nation on the basis of one's alienation to a particular religion and keep them deprived from their rights and to make them weak; and also to create a vote bank by providing Indian Nationality to the Immigrants.
    7. Providing Nationality will further take India towards the Fiscal deficit while INDIA is already In deep Financial trouble. It will weaken the Consumer confidence and Corporate Confidence for any investment initiative.
    8. The division and putting a big population into detention center will create a big imbalance which inturn will futher deepen the Finncial crisis.
    9. The government needs to answer- till how many years they will keep these people in Detention Camps (In Assam, 19 lakh people failed to enlist them in NCR) who fail to enlist in the NCR; keeping in mind that the NCR implementation in a small state like Assam resulted in the expenses of almost 2,000 Crores. What about the Cost when it si implemented throughout India as said by Amit Shah. Another study reveals that people have spent about 15,000- 20,000 to get their documents cleared in time. Other reports have also disclosed that there is a large scale corruption involved in this process of enlisting in the NCR.

    The facts that clearly suggests that there is a hidden agenda behind the CAB & NRC:
    1. If the Nationality is given to the persecuted immigrant minorities (Non Muslim only) staying in India (who immigrated before 2014) and who had come from the neighbouring Countries of Pakistan, Bangladesh and Afghanistan because of the atrocities against them; How NDA can conduct the enquiry about those immigrants if they are really the persecuted minorities in Pakistan, Bangladesh, and Afghanistan or just the immigrants crossed their borders to India for their Financial betterment.
    2. Why no Nationality is given for Burmese persecuted Muslims if the Nationality is given on the basis of persecution committed against the minorities in the neighbouring Countries?
    3. Why no CAB is applicable to immigrants in North East?
    4. Why no Nationality for persecuted Tamil immigrants staying in Tamilnadu who came from SriLanka to India because of the persecution against them?
    5. The detailed Explanation of the alleged Conspiracy:
    It is like Two Exams (Two stage of Filtrations); which needs to be cleared to get the Nationality of India; where some of the Hindus and Muslims fail in the First stage of Filtration (NCR-National Registry of Citizenship) by failing to provide the required documents to prove their Citizenship.

    But in the second stage of Filtration (CAB-Citizenship Amnedment Bill); only Hindus are given the Grace Marks for not being Muslims (CAB says that only Non- Muslims can be given the Nationality) and awarded the Indian Nationality.

    So, in conclusion, Muslims will fail to get the Nationality only for being Muslims; whereas Hindus (or any Non- Muslim) get the Nationality even though they don’t have the documents to prove their Nationality.
