Mumbai, Aug 17: Maharashtra has unveiled an ambitious maritime plan to establish six shipyard clusters along its coastline, aiming to attract investments of over Rs 6,600 crore and generate nearly 40,000 jobs by 2030.
The Maharashtra Maritime Board (MMB), the nodal agency for the project, has identified six potential coastal locations, with Nandgaon (Palghar), Dighi (Raigad) and Vijaydurg (Sindhudurg) being shortlisted for the first cluster. A consultant will soon be appointed to prepare a Detailed Project Report (DPR) and assess the most feasible site.

The proposed Nandgaon shipyard is planned on 2,666 acres, making it the largest, while Dighi and Vijaydurg facilities will cover 2,550 acres and 1,371 acres respectively. The DPR will include techno-economic feasibility, financial viability, environmental and social impact assessments, and mitigation strategies.
A senior official said the government intends to “incorporate global best practices and position Maharashtra as a maritime hub of global significance.”
The initiative follows the state cabinet’s approval of the Shipbuilding, Ship Repair and Ship Recycling Policy, 2025. The policy promises a 15% capital subsidy, up to Rs 1 crore for skill development, Rs 25 crore for research and development, and land allocation on concessional leases for 30 years.
