Mumbai, Jul 23: The Maharashtra government on Wednesday launched its Housing Policy 2025, aiming to provide “My House, My Right” to citizens by constructing 50 lakh homes by 2035, including 35 lakh homes within five years.
With a projected investment of Rs 70,000 crore, the policy targets inclusive, affordable, and climate-resilient housing across income segments, focusing on the EWS, LIG, and MIG categories, as well as senior citizens, students, industrial workers, working women, and migrant labourers.
To facilitate the mission, the MahaAwas Fund will be increased to Rs 20,000 crore, and land banks will be created using government and semi-government land. A state-level digital portal will also be developed for transparency and collaboration between public authorities and private developers.
Key highlights of the policy include:
• Slum rehabilitation and redevelopment, with special focus on public-private partnerships (PPP) and the Dharavi 20:80 SPV model
• Affordable rental housing for migrant workers and students, using ARHC (Affordable Rental Housing Complex) and state schemes
• Walk to Work model: reserving 10–30% of land in MIDC areas for worker housing
• Green building initiatives for sustainable development and climate adaptation
• Housing reserves near major infrastructure like the Samruddhi Highway and Delhi-Mumbai Industrial Corridor
The policy also provides substantial incentives:
• 1% GST, FSI up to 2.5, concessions on development charges, and waiver of registration and stamp duty
• Reduced property tax for ten years for eligible projects
• 100% profit deduction for student housing
• Income tax benefits and reduced GST on the use of innovative and eco-friendly construction materials
• State-level distressed asset fund and interest-free loans to boost construction finance
With this wide-ranging housing push, the Maharashtra government aims to achieve a slum-free state, ensure inclusive urban growth, and strengthen housing infrastructure as part of its long-term development vision.
