Bangalore: Siddaramaiah defends 'study tour' of MLAs

Unfazed by criticism over its foreign jaunt at a time when the state is hit by drought, a Karnataka Legislature committee today insisted it would go ahead with the visit to Brazil, Argentina and Peru with Chief Minister Siddaramaiah also defending their tour.

As the jaunt by a contingent of about 18 MLAs planned for January stirred up a controversy, Siddaramaiah told reporters the trip was decided by the legislature committee and it was not as if they were going on the foreign tour this year for the first time.

"Why are you making it a big issue?" Siddaramaiah asked reporters, adding, "It is the legislature committee which decides and they don't come to us (the government)."

Unperturbed by the controversy, Mallikayya Gutedar, who heads the Legislature's Estimates Committee, said they had decided to go ahead with their trip, whose schedule would be decided depending on the legislature session next month.

"We are not committing a big crime...don't you send school children on vacation..similarly MPs and MLAs are being sent through the legislature committees...", he told reporters.

He said Rs 7 to 7.5 lakh was being spent on each MLA and "not crores of Rupees," and added that legislators in other states too undertake similar study tours of foreign countries.

Guttedar said it was not as if the ruling Congress had started the practice and pointed out that even during the previous BJP rule, legislators undertook foreign trips twice, as he expressed "surprise" over the controversy generated.

The 10 to 12-day "study tour" of the Estimates Committee comprising MLAs from all parties will cover holiday destinations such as Rio De Janerio, Manaus, Iguassu, Lima, Cusco, and Buenos Aires, besides Dubai.

Among the destinations are the "exuberant ecosystems of Rio's tropical urban jungle" and shopping at Manaus, where they will "experience rhythms of Samba, Tango and Paraguayan music during dinner and a show at a local restaurant."

The junket comes even as many taluks in the state have been declared drought-hit, with central teams visiting the affected regions after the state government sought funds to grapple with the situation.

Karnataka Assembly Speaker Kagodu Thimappa had said yesterday that the tour programme has been approved but the date of journey was yet to be finalised. The tour may cost the state exchequer about Rs 60 lakh, he had said.

A similar planned junket of 100 MLAs in different batches to Russia, South America and Scandinavian countries when large parts of the state were reeling under drought during the BJP rule last year had set off a public outcry, forcing then Chief Minister Jagadish Shettar to ask a batch of legislators to call off their trip and fly back home.

    These grown up MLAs and accompanying Officers don't have to give any Exam after their 'Study ' and also they don't have to give an account of the money spent by them.
    So my son is asking - why he should sit for the exam every now and then to show what he has studied , and also why he should give account of pocket money given to him by me.
    I feel my son's argument is quite justifiable.

    2.Banning of Arecanut without providing alternate to the farmers.
    3.Study tour????

    Does India lack intellectuals?A simple method is calling for citizens advice and suggestions with prize money.If siddu goes the way Prof.Anil Gupta for quest of rural invention in India I believe he can succeed in just one year rather sending his team on expensive visits.

    It proves the incompetence of his ministry.A better is to cancel the trip before the party gets a jolt they will face in the 2014 elections due to mockery of governance.

    Y'day when Mr Guttedar was called to discuss this on TimesNow,he said its our privilege to visit these countries by going to Monkey forests in Amazon,even Lalu's IQ was better than him..so by this can we say Monkeys are going to Amazon..for the study tour.cannot understand why a agriculturist or environmentalist cannot be called here to implement such green plans than sending groups of monkeys there..senseless!!

    It’s been more than a couple of months of the new government. People wanted to see some developments and changes in administration. It looks this govt is good for nothing and it’s there only for namesake. See ur road conditions. Karnataka as highest slab of road taxes. Where does all this money go. Now we know , it goes for these whales.
    After SM Krishna rule over, this state gone from one of the highly developed state to one of the least developing state. All subsequent governments only looted this state starting from Gowda’s, BJP’S and now this useless government. God saves us all.

    If our leaders are not qualified enough and eligible to do the First Aid treatment, they are not fit to occupy the responsible seats.
    Perhaps it is appropriate to send them abroad for higher studies once they succeed in taking care of basic problems which do not need any qualification or foreign tour.
    If they really wish to serve the people and nation there is no harm to utilize the wisdom of people who are facing the heat of hot kitchen being cooks.
    Air conditioned restaurants do not give the experience of heat inside the kitchen.

    Criminal waste of public money when the Government has no care, attention and money even to lay proper roads and ute basic amenity schemes. Every street is stinking and there is no trash management. Justifying that like school children are sent on vacation is NOT JUSTIFIABLE as children are NOT SENT AT TAX PAYERS' money but at the cost of their parents who toil and sweat for every rupee they earn unlike the political lot. Touch your conscience gentlemen and say, is it going to be any use to the State or public. Neither in the past, not now and never hereafter unless the governance is done by good Samaritans like AAP or their like. Every Government wastes huge sums on such extravaganza only to appease the legislators. People who loot public money will get looted and suffer in all respects is the law of God or Nature, whatever you call it.

    Why this is blown out of proportion at all during Congress rule?
    Where were all these people to question when BJP was ruling and all the MLA etc. even the CM along with his entire jing-bang went on junkets to Brazil etc and Mauritius
    It happened when the State was reeling under severe drought conditions in the State.
    Now they are barking.

    The Government should abolish this foreign study tour altogether as they are not useful to our State and a loss to the ex-chequer. They are paid handsomely but their performance towards the electorate is pathetic.
    Why provide them this type of foreign tours "along with their family"?
    They do not deserve this.

    As per the statement of Honorable CM it is just like parents sending their children on school excursion, tax paying public are sending their respectful MLAs on holidays to foreign destinations at the cost of public, then why it is called :STUDY TOUR:????? What a responsible CM he is!!!!!!!!!! What they study and implement in India.

    Unfortunately I was one of those Kannadigas who took one such :Study tour members during Janata Dal govt. in Karnataka, members include ex-speaker Mr. Ramesh Kumar, Vatal Nagaraj and 5 other senior MLAs in and around UAE. I had the first hand information of their so called study tour, what they learnt in their tour, how much they did shopping and how they enjoyed. It is all bull..t. some of the MLAs can read and write Kannada only, still they go on study tour abroad for what they and their govt. can justify.

    Dear CM, you are justifying your action of sending them saying that previous BJP govt also has sent such teams in their tenure for which you made a big hoo-haa at the assembly session, now you are doing the same. Then what way you are better than them.

    So moral of the story is all are rotten eggs, taking ride of the public royally.

    Wake up dear voter, wake up it is the time to take action and dictate the terms to rule the rulers.

    One of the MLA's was defending the tour on TV camera saying that Brazil has the great Amazon forest and he wants to bring back the learning to Karnataka's forests!! Does he realize that the Amazon forest is larger than India and it would take years to study it and you can not do it on the beaches of Rio. It would be better and cheaper to "study" the forest on Internet.

    After these MLAs come back from Foreign Study tour, the Chief Minister should immediately take their knowledge Test with 100 objective questions pertaining to the Subject which they had chosen for the Foreign Study junket . Their Answers should be published in all the State level News papers, so that people can know their IQ and also the sincerity with which they have completed their Study tour.
    If they secure less than 60% marks then all foreign expenses should be recovered from the MLAs.

    Sidduji, before sending them to the Study tour of Latin American Countries, give Crash Course in Portuguese and Spanish languages to these MLAs, Officers, and their family members, as the South American people speak only Portuguese and Spanish languages,and they hardly know English .
    Some RTI activists should also demand for the copy of earlier Study Tour Reports of MLAs who went on foreign Study tour during last 10 years. Because the truth is that except Ramesh Kumar no one else has cared to submit any Study Report to Govt or their Committees in last 10 years.

    I understand that the group going on the foreign jaunt is going to consist of MLAs from all Parties. That means BJP MLAs are joining
    their Congress mates. This would make all of them 'dongies'. Therefore, for your comment to be factually apt, first find out that no BJP MLAs are involved in this money squandering foreign tour. Personally, I am not for this idea of foreign tour by the participants, some of whom may not even know English, let alone Spanish that is mostly spoken in the places they are scheduled to visit.
    Wonder whether the tour is to synchronise with a Carnival time in Rio.

    Study tours for foreign countries by our MLAs & MPs are taking place since independence & the Indian consulates are situated there give these people whatever they want there.This is the reason even if our consulates do any wrong there they are being protected.For example see the latest episode of our consulate at US.One thing is that ,the situations in those countries are different than of ours.We do not encourage our intellectuals to work here for development ,but the same people do wonderful things in foreign countries.Mr.Bobby Jindal of Indian origin one day may become the president of US.

    When these MLAs come back from their so called Foreign 'Study tour' they should submit their Individual report to Governor detailing the study they have done in those foreign countries.
    We as Voters and Taxpayers have every Right to know what productive things they have studied in foreign countries and in which way the same will be useful for the ordinary people of the state. Their tour Bill should be approved only after they submit reports and the same is to the full satisfaction of our Governor.

    It's good idea...If MLA's goes to foreign location & bring some ideas & apply it in our state, it would be beneficial for the state.
    But the expenses of the trip should be charged to MLAs, not voters. Now, the ball is at MLA's court (to decide, if they want to fly or not)

    where were these commentators during BJP rule when 14 MLA's of BJP went to Latin American tour in 2012 ? What they achieved there expect personal family enjoyment

    Living status of we people not reached a stage where we pay tax and they enjoy vacation. If they want to enjoy let them go with their own money. There are thousands of poor suffer without proper shelter, drinking water. If they want to study let each MLA visit them and study their conditions. Again BJP did a big mistake earlier sending 100's but its unfortunate you are doing same mistake just because they did it. Please spend this money on education and improvement of living conditions of those poor.

    Yes all the MLAs should be sent on foreign tours using the tax payers money. The people and the tax payers have elected them for the office. So they all are eliglible for foreign tour. Along with them, Osacar fernandes, Poojari etc also should be sent on tours. As it is they do nothing, so why not tour and see the world?
