Bangalore: Panel to look into legalising prostitution: Umashree


Bangalore, Sep 22 (DHNS): Minister of State for Women and Child Development, Umashree, on Sunday said that a committee would be set up to look into the possibility of legalising prostitution.

She was speaking in the City after releasing the book ‘Buddhanillada Amrapaali,’ authored by Dr Leela Sampige. “The committee will comprise of experts. They will give a detailed report on the pros and cons of treating prostitution as a profession like any other,” Umashree said.

The committee would look into the challenges and sufferings of the sex workers and submit a report to the government, based on which decisions would be taken.

“Since the issue is a sensitiv­e one, we will not be able to dismiss it in a hurry. We will also look into whether rehabilitation is a better option than legalising the profession,” she said.

The minister said that there were various external factors in the society that forced helpless and depressed girls into the profession. She said that it is important that such women are assured of rehabilitation and convinced that they can lead a normal life.

Shantamma, secretary of Sahabhagini, said that prostitution must be legalised. Voicing her opinion strongly, she said, “Sex workers are essential to have an equilibrium in the society. In their absence, even newborns would become victims of harassment.”

    Prostitution is not "Easy Money" for the prostituted... It is the easiest money everybody can make off the woman, except herself.

    1.It’s good for the health of her customers : Legalized prostitution would allow the state to require that all prostitutes take regular health exams, helping to ensure that she or he is not carrying a sexually transmitted disease.
    2.It would give the prostitute employment rights: Many prostitutes are at the financial mercy of their pimps, who often take more than half their income. Legalization would protect their rights.
    3.It would open the door to unionization: Unions would probably be the best enforcer of the industry. They would help ensure that under the radar (illegal, non-taxpaying, non-health exam participants) would stay off the streets.
    4.It’s good for the health of the prostitute: People who live outside the law feel that they can’t turn to the law for protection. Prostitutes are regularly beaten and even killed with little recourse.
    5.Illegal prostitution costs us money: While the costs involved are hard to estimate, it taxes the police force and the judicial system. All of these resources could be better utilized pursuing and prosecuting violent offenders.
    6.Legalized prostitution would pay: We could tax prostitution in the same way we tax hospitality, often higher than normal sales tax.
    7.It can’t be prevented: There’s a reason it’s called “the world’s oldest profession”. It’s always been around, it always will be. We might as well bring it out into the open. People who think the trade of prostitution is going die are deluded.

    Every profession has its shortcommings, how many would consider working with infected people, yet many do, how many would like to become janitors yets many do, how many would like to become soldiers yet many to. Similarly prostitution is a profession which has been looked down over the ages, yet there was something like legalized prostitution going on for ages. Some men are not satisfied with one woman and these are mentally sick and need to calm themselves and prostitutes offer this service and spare the society of rapists and child molesters. No one would like their children to become prostitutes yet we in India have the largest number and all un-offical and not government care available or medical facilities available to them because their profession is not legalized. Legalizing prostitution is the only humane thing to do to those whom we have condemned to the lowest level. Those who are forced into this miserable profession because of economic problems. People have very small minds they mix religion with government. Do not compare corruption, murder etc to sex services. People pay handsome amounts for this service by choice. Also its better to have healthier prostitutes who can avail proper and regular legal checkups than those who are sick and infected and pass on their infection to all. people complained when night bars were open in bangalore but with proper planning there is more peace. Police are more vigiliant and people have become more respectful of the law.

    We see a business being passed on to next generation, a farmer's son continues to saw/reap but with modern methods. A businessman's son adopts modern technology and improves production. How can a prostitute (lets say, who well kept herself with proper medical care, etc.) tell her daughter to be a prostitute ? Has anybody thought about this ?

    Well, its not normal for prostitutes to have children though some of then do. Are we expecting the children to serve in flesh trade or do we wish them a better life ? Once a senior prostitutes will be in no healthy condition to continue, where will the next set come from ? More girls trafficked ?

    That is exactly why I am against legalizing prostitution. I want this trade to slowly die down with men who took up socializing, refraining from hiring sex-service. I do know this is impossible but many trades did die down with passing of time. Young men live a life with good morale and marry and continue their lineage. Who don't want to marry, use your hand gentleman, no sickness, no wife to claim her rights, no burden of raising children. This is exactly why I told that religious heads, politicians, teachers, parents should talk to growing up section of the society about sexual issues.

    Prostitution, no matter how much sterility incorporated, will always be a factory of diseases. Those who serve there will be sick, those who served by them will be sick.

    Those who foresee continuation of prostitution, should serve in the trade for a while to understand the pain of of prostitutes after which they will never repeat their earlier slogan !

    Mr A S Mathews said it correctly regarding Prostitution in State of Nevada. It was legalized to attract People for Gambling Industry. Mafia benefited from the trade of Flesh. Today there is no money for Schools even. We pay higher taxes to maintain while Pimps made the money
    Person should take a bite of Cake to judge its quality and taste. Then the product should be changed by people involved in it. Same way Umashree and Shanthamma should practice the trade for few months and invite the male counterparts to have sample of the trade. Should name the Brothel "Ministers Paradise". At the same time they can feel the Pain from HIV-AID and take it home for their partners. This way Unisex Ministers can feel a pinch. Later Ministers can raise another scam in providing Health care for infected.
    It will be a great feeling for a Teen Girl or Young Woman to walk next to Brothel, A Rowdy Pimp standing in front of Brothel will invite these innocent girls inside.
    In Nevada Pimps distribute Call Number Business Cards of Call girls to Public while We walk on foot paths. So in Karnataka a new Printing Business will come up too.

    I don't know the root cause, why the U.S. recession hit the State of Nevada the worst than any other State the only state in the nation where prostitution was legalized. Nevada's economic strength was based on gambling-tourism, and to promote that prostitution was legalized.

    Pooja, definitely the rape case will come down. People are ready to pay 300 bucks. Rape may be free but have to face the punishment as well he have to spend more money for the lawyer, bail, court fee etc. But here no hassle, just pay the fee and get whatever he want. At least we can save our sisters, daughters from the rapes. But no girls should be bring forcefully for the prostitution.

    Think I will have the final say and word on this.
    Umashree it seems read the 'Broadway Fixing' in Udupi the other day in Daiji.
    She was particularly impressed with the 'Disagrees' one Mr. R.Bhandarkar got for his comments
    and the overall support for the 'quick fixers'. She was amazed at Sir Jaimini's counting capability.(Surces later revealed that he ha taken a day off -just to count the disagrees). Last but not the least she was also impressed by yet to be V.D.K. Maharaj who supported some 'up and down theory' in broadway!!
    Then only a thought of legalising the 'whole stuff' came to her mind!
    And Lo! So many customers -sorry really- supporters ready! Lobaam with the draft, Henry Swamy with his tax expertise ,Jossey on the dangers if this is not leagalised etc, will certainly spur Umashree!

    Legalizing prostitution will not bring down rape cases - simply because rape is 'free' whereas prostitute costs! A sick-minded potential rapist will rape anyway, whether prostitutes are available or not, and no way will he shell out 300 bucks an hour when he can 'do it' for free.

    It is better to legalise the issue. Anyway people are visiting brothel houses illegally. I think crimes against women will be decreased. Such crimes are very low where the same is legalised such as France, Brazil, Indonesia, Singapore, Mumbai, etc. Umashree is right.

    If prostitution legalized,
    - The sex providers should be subjected regular medical check -up/health follow –up, in order to control or spreading STD on the clients and vice versa
    - Those who voluntarily fall into the profession need not pay to the middle man or pimp
    - Sex hungry men can have legal out let to satisfy their sex intensity instead of victimizing innocent girls/women (rapes, false love & cheat or a companion for physical advantage )
    - Such places should be away from community residential areas
    - Can avoid paying regular hafthas to police.
    - Government should impose taxes on the brothels and use the revenue for the medical/health care of prostitutes.

    There is a reason i don`t give my real name because of politically incorrect comments i may say here. Calling me out to disclose my name is just your way of discrediting my stance.

    I read many comments over here, but what infuriated me is that the may Wilson put his comment and you agreeing for the same. I saw it as - if you agree to make make prostitution legal then you should prostitute your family members. Now tell me if i am in support of same sex union does that mean i have to marry a guy. No, i don`t.

    I can understand people like you want to leave a better world for your children. But in the process don`t harm others.

    Ok, now take for instance.. keeping it illegal. Do you really think there are no brothels in mangalore. Once in a while its mentioned in news and you people sit up and take notice. Post some comments on the news site and then go on with your lives. What about people involved in it? do you think about that. They make a living because thats the only way they know how.

    By making it legal will help them to be part of society. It will reduce the exploitation from middle men.     I am wondering who for exactly does a brothel serves. Single men/women who cannot marry or don't want to marry ? A woman/man whose husband/wife is away, for example, working in Gulf ? College boys/girls ? Common people - do you see how disgusting such a thought is ? Men work away from their wife for one-two years at a stretch, don't they faithfully long for their vacation to unite with their wife and vice-e-verca ? If married people can do it, why not single (unmarried) people ? Why can't they legally marry and avail sexual relationship ?

    Well, legalizing prostitution does not make it a common place like a shopping complex, it will remain an abominable territory. However, those who need to go there will go, with or without it being legal.

    Now, what is the benefit out of legalization of it ? Perhaps working in/for a brothel will be regularized, they will have right to sue against nonpayment or other unfairness. Besides this, what else will it do ? Will a man/woman gracefully enter such a premise or boast of being a benefactor or such an institution ?

    Prostitution, with or without legality will be an entity of disgrace and shame. It will not reduce rapes or abuse against women but more women will be sourced/abducted to serve here. Someday we may even read in situation vacant of manpower requirement for brothels.

    Rather than supporting women in prostitution, legalisation and decriminalisation approaches legitimise a damaging and dangerous system, where the exploitation by one part of society of another is not only tolerated, but endorsed.     Inpsite of prostitution is illegal, this flesh trade runs under the Sun. Why bring law makers and supporters family into the picture who supports prostitution to be legal. No body forces to go to the prostitue but if some one does it on his or her free will, it is better, prostitution should be legal. ( do not forget, in some metro cities, there are men also prostitutes to satisfy the sexual hungerness of women).

    I just wonder... There are Indians who did business abroad. Why Umashree should not think about starting that BUSINESS in some other country where it is already legalized ?

    As many argued here rapes may reduce. At the same time is it won't allow ladies to think that going to brothels is more earning than spending time with husband ?

    But let's hope no one should be FORCED, sold or trafficked to prostitution.
    Even when there is ban, then too there is prostitution,so there is not going to be much problem after legalizing it.

    Prostitution can be made legal as long as the following notes strictly followed.
    1. No forced trading of girls. It should be the girl who should willingly be ready to work as a sex trader. All the girls working should carry a ID issued from the govt. body in order to work in sex trade after health checkups and mental conditions.
    2.Routine each month Strict health checks on the girls and issuance of health cards showing the health conditions of the girls. No violations in this regards should be allowed.
    3.A local govt. body should see that hygiene is maintained in the brothels.
    4.Educate the girls about the sex trade and affects on life and health.
    5.Counselling of the girls to be done on regular basis to check the mental conditions.
    6. A strict day off for this trade should be made mandatory.
    7.No unsafe sex should be allowed and the women should be treated with full respect by the customers involved.
    8.A local body to safeguard the rights of women.
    9.Routine checkups by the local governing body to check everything is maintained as stipulated by the law. No corrupt ministers should be allowed in this matter.
    As long as any trade is legalized there will not be any crime. Make a detailed study and then implement so as to bring the girls involved in the sex trade with equal rights as all other people.

    1.Law enforcement dept will lose haftha
    2.No un necessary harassment from Police.
    3.Political parties loos party fund contribution from Red light area.

    3.Voters ID card
    4.Provident fund benefit.

    I wonder, how, legalizing prostitution, will help women, children in anyway ? They will be human-trafficked in a bigger number than that is happening now.

    Moreover, how will it affect the rape/molestation cases that are rampant now ? Its like having liquor shop in every corner of a street and men can visit it as and when one wishes.

    Its time politicians, religious heads, teachers and parents take time to speak to the productive section of the public and explain sexual urge has to be restrained, not drained out as desired.

    Legal method of fulfilling sexual urge is marriage. Not prostitution, rape nor live-in relationship. By marriage a man/woman takes up responsibility of building a family, of taking forward his lineage. This is the basis of building a society. If one wishes to refrain from this responsibility, he/she must take up Brahmachraya with robust determination - not hopping into any brothel for a change !

    Legalizing prostitution will further endanger the safety of our girls because they might be kidnapped at any time when prostitutes will reduce in number. Secondly, Sexually Transmitted Diseases (STD) will increase even infecting unsuspecting spouses, eventually giving birth to a next generation with STD that we are already seeing in children born with AIDS through parental source. Thirdly, there will be thousands of prostitutes in the country with nowhere to go.

    @ Lydia, though selling liquor is legal, there are illegal sale of liquor seen everywhere. Same way if brothels are legalised, they might attract service tax and other overheads due to which the consumer will wish to go to illegal brothels which might work out cheaper to him or her.
