Mangaluru, May 2: A day after the Ministry of Home Affairs issued modified guidelines for states and union territories to follow, the district administration in Dakshina Kannada district, issued guidelines for passenger movement from the district to another, from the district to other states and from other states to the district. 

The notification from the deputy commissioner (DC) and the chairman of District Disaster Management Authority laid Guidelines for people travelling from Dakshina Kannada to other districts, from Dakshina Kannada to other states and from other states to Dakshina Kannada.

Guidelines for people travelling to other districts from Dakshina Kannada

1. As guidelines issued during video conference on May 2, presided over by the chief minister, people can travel from Dakshina Kannada to other district only once.

2. Applicants in Mangaluru city limits should submit their applications at the office of assistant commissioner and those in villages should submit them at the nearest police stations.

3. Permission to travel will be issued from the offices of police commissioner / SP / and assistant police commissioner.

4. Those who are free from Covid- 19 symptoms alone will be allowed to travel.

5. The permitted travellers should mandatorily wear masks and gloves and observe all the precautions laid down by the centre and the state governments.

6. All the quarantine related guidelines of the particular districts should be mandatorily followed.

7. The vehicle carrying the travellers is not allowed to stop at any place on the way.

8. Legal action will be taken if the pass issued for travel is misused.



Guidelines for people travelling from Dakshina Kannada to other states

1. Applicants who want to travel from the district to another, from the district to other states and from other states to the district, have to submit application and register on https://sevasindhu.karnataka.gov.in/.

2. If the applicant needs assistance for registering online, he may approach nearest gram panchayat offices, town municipality, TMC, CMC offices, taluk offices, Mangaluru corporation zonal offices, Karnataka One, or Nada Kacheri in Mangaluru city.

3. All submitted applications will be processed at state level. If the receiving states concurs, then permission to travel will be given by the government of Karnataka.

4. Permitted passengers will be facilitated to travel after receiving instruction from the state government nodal officer. Passengers need to pay for the travel.

5. All approved passengers will be screened by the health authorities.

6. Permitted passengers need to carry identity proof (driving license/passport/voter ID/Aadhar Card/PAN Card). 

7. The applicants are requested to contact toll free number 1077 and WhatsApp to 9483908000.

 

Guidelines for passenger movement from other states to Dakshina Kannada

1. The applicant shall submit the application and register on http://sevasindhu.karnataka.gov.in/.
2. Applications will be examined by Nodal Officers appointed for various states by Government of Karnataka.
3. The sending state will be consulted by the said Nodal Officers.
4. As per the orders of Government of Karnataka regarding the states from which we may receive returnees, permission will be conveyed by the Nodal Officer to the appropriate authority of the sending State.
5. Only asymptomatic people are allowed to undertake travel. Returnees will be medically screened and then allowed to move.
6. Buses (Govt/Pvt) or trains shall be used for transport of groups of returnees. All precautionary measures as per the Govt. of India and State Govt. need to be followed.
7. Returnees will bear their travelling expenses.
8. Permitted passengers need to carry identity proof (Driving License/Passport/Voter Id/Aadhar Card/PAN Card).
9. All returnees will be kept under home quarantine / institutional quarantine based on medical advise.
10. Local body will be given responsibility for enforcement of quarantine rules and regular health checkup will be taken up by the health department.

Now i need to travel from mysore which is a red zone to sullia.. I just wanted to know whether i will be quarantined since i came from red zone or medical cheks are made and will they decide.. what will done.. plz let me know

    Dear sir mai manglore me job ke liye aaya tha. Mera job finish hogaya ha. Mai apne gao .(U P) jana chahta hu .kyuki mai akela fas gaya hu .mujhe khana banane me bhi bahut problem hoti ha.     what if I need to hire a taxi? do I need to register for them separately and what's the procedure for the driver to return back? the information is not clear cut.

    My daughter went to Goa in the first week of March stuck up there due to lock down. Goa is a state with no case of corona for more than a month. My daughter is a minor girl and not travelled alone so far. The option given in seva sindhu site is for one way travel only. Either from karnataka to another state or from another state to Karnataka. In my case I have to go and bring my daughter back.. (Or at least upto the karnataka border of Goa. In that case some can drop her upto there) I have contacted through toll free number and watsapp number to get a clarification in this regard. But the clarifications given are not clear. I request the concerned authorities to look into cases like mine and give an option for up and down travel too.

    The Instructions here are clear cut.
    The questions inspite of these instructions are baffling.However there is one reason....Please see another set of instructions for Red,Orange and Green Zones.
    Which Zone DK falls in etc ...This also is a bit confusing.
    The picture will be clear after 4 May Hopefully ...after Relaxation in Lock down hours come into force.However Public Transport is restricted as above mentioned.
    So there should not be much confusion on that account.
    Restrictions and conditions for 2 ,3 and 4 wheelers have been given in advance.

    Point number 1 says inter district travel allowed only once.
    Is it once a week or once a month or only once means only one way to go and no return??? Confusing!!!!!!

    Good initiative by the DC. Similar guidelines are also required for travel within the state including the priority setting. i.e. who gets the first priority etc. The priority can be set under three categories in the order of preference 1) Those who would like to return on health grounds 2) Those who have no job and no place to stay 3) Those who have job and place to live.
    With the partial opening of business, the business houses would need employees who are required now and hence it is necessary to control the travel in a phased manner.
