It is a good decision. The schools and colleges have their own guidelines and efficient heads to take decisions like declaring holidays for the children during heavy rains.

The present D.C. is a practical man not interfering in areas where there are good DECISION MAKERS. During the crisis like water shortage he used his discretion and authority to curtail water supply to ensure that people get water until the monsoons. This scheme worked well and the people did not suffer because of extreme water shortage at any time.
