CDSCO warns against use of injectable cosmetic products in beauty clinics

New Delhi, May 21: The Central Drugs Standard Control Organisation (CDSCO) has clarified that cosmetic products supplied in injectable form do not fall under the legal definition of cosmetics and are not permitted for use by consumers, professionals or aesthetic clinics.

The advisory comes amid the growing popularity of injectable aesthetic procedures being promoted by beauty clinics and wellness centres across the country.

In a public notice issued on May 18, the central drug regulator stated that cosmetics are legally intended only to be “rubbed, poured, sprinkled or sprayed” on the human body for cleansing, beautifying or altering appearance.

“Products supplied in form of injectable preparation do not fall under the definition of cosmetics. No cosmetic is permitted to be used as injection by consumer/professionals/aesthetic clinics,” the notice stated.

Officials said the clarification was aimed at preventing the misuse of cosmetic products for treatment purposes and ensuring consumer safety, particularly as non-surgical aesthetic procedures continue gaining popularity in urban centres and through social media promotions.

The move is also intended to curb misleading advertisements and unauthorised cosmetic practices carried out by clinics and individuals.

The CDSCO warned that misleading claims and the use of prohibited ingredients in cosmetic products could invite action under the Drugs and Cosmetics Act and the Cosmetics Rules, 2020.

The regulator further clarified that cosmetics are approved only for their intended external use and cannot be used for medical or treatment purposes by professionals or individuals.

According to the notice, the list of ingredients categorised as generally not recognised as safe (GNRAS) and restricted substances has been published by the Bureau of Indian Standards (BIS).

The public has also been encouraged to report violations, misleading claims or unauthorised practices to regulatory authorities through email or via state licensing authorities.
