Udupi: Hakalady GP wins national honour for 100% social security coverage, bags Rs 50 lac award

Udupi, Apr 4: Set amidst the scenic expanse between the Chakra and Souparnika rivers, the verdant Hakalady gram panchayat has emerged as a national model in grassroots governance, clinching the prestigious Deen Dayal Upadhyay Rashtriya Vikas Puraskar instituted by the government of India.

The panchayat secured an impressive third place at the national level in the domain of social justice and security, earning a cash prize of Rs 50 lac along with a citation plaque.

With a population of 7,050, Hakalady has achieved 100% implementation of social security schemes, ensuring that welfare measures reach every eligible resident.

 

As many as 1,320 beneficiaries are currently availing assistance under key schemes, including Sandhya Suraksha, Maitri, widow pensions, and disability pensions. Further strengthening inclusivity, 172 persons with disabilities have been issued UDID (Unique Disability ID) cards.

A standout feature of its governance is the innovative 'camp mode' initiative, designed to address grievances swiftly and efficiently. Under this approach, special drives such as 'Hannadi Special' have been conducted to resolve documentation and procedural bottlenecks on the spot. The panchayat has organised Pension Adalats, deployed volunteers for door-to-door surveys, and proactively identified vulnerable individuals, including the elderly, infirm, and neglected.

Targeted outreach has also been undertaken through special meetings for women, Scheduled Castes (SC), Scheduled Tribes (ST), and persons with disabilities, ensuring equitable access to welfare schemes. On-site camps have significantly reduced the need for travel, particularly easing the burden on differently abled beneficiaries.

In the healthcare sector, the panchayat has recorded notable success under the Ayushman Bharat scheme, with 4,800 residents receiving medical treatment. Livelihood support has also been strengthened, with 25 individuals issued MGNREGA job cards, contributing to enhanced economic security. The Panchayat’s performance under the employment guarantee scheme has already earned it taluk, district, and state-level accolades.

Addressing housing needs, the panchayat has facilitated the construction of 18 houses for underprivileged families, including those from SC/ST communities, thereby providing shelter to the homeless. In a gesture of humane governance, 12 ailing individuals have been receiving ration supplies and monthly pensions delivered directly to their doorsteps.

Significantly, the panchayat has ensured that no child is left out of the education system, with particular attention to children from marginalised communities.

Highlighting the collective effort behind the achievement, PDO Chandru Billava stated that the recognition was made possible through the coordinated support of zilla panchayat and taluk panchayat officials, planning officers, former presidents, members, staff, and the active cooperation of villagers.

“We have ensured that government benefits reach every section of society, including Scheduled Castes and Scheduled Tribes. This award is the result of collective effort,” he said.
