New Delhi, Nov 26: The National Human Rights Commission (NHRC) has taken suo moto cognizance of a complaint alleging that Indian Railways is exclusively serving halal-certified meat in non-vegetarian meals, prompting concerns over religious discrimination and livelihood loss. The Commission has issued a notice to the Chairman of the Railway Board, directing submission of an Action Taken Report (ATR) within two weeks.
According to the complaint, serving only halal meat violates the rights of Hindus, Sikhs, and Scheduled Caste communities, particularly those engaged in the meat trade whose livelihoods could be adversely affected. It also argues that passengers are being denied food choices aligned with their religious beliefs.

The NHRC observed that the issue raises potential violations of several constitutional provisions, including Articles 14, 15, 19(1)(g), 21, and 25 — provisions ensuring equality, non-discrimination, freedom of profession, the right to life with dignity, and religious freedom. The Commission underlined that in a secular country like India, the dietary preferences of every community must be respected.
While debates around the alleged practice have surfaced repeatedly, the Indian Railways Catering and Tourism Corporation (IRCTC) has officially denied that halal certification is mandatory in its catering operations.
Taking note of the seriousness of the allegations, the NHRC has asked the Railway Board to detail the steps being taken to address the concerns. The notice aims to ensure that the catering policies of Indian Railways remain inclusive and respectful of the rights and sensibilities of all passengers.
