Chandigarh, Oct 9: In a shocking turn of events, Amneet P. Kumar, the wife of late IPS officer Y. Puran Kumar, has lodged a police complaint accusing Haryana Director General of Police (DGP) Shatrujeet Singh Kapur and Rohtak Superintendent of Police Narendra Bijarnia of abetment to suicide and caste-based harassment.
Amneet, an IAS officer serving as Commissioner and Secretary in the Haryana Department of Foreign Cooperation, was in Japan as part of Chief Minister Nayab Saini’s delegation when her husband died by suicide at their Sector 11 residence in Chandigarh last week.

According to police, the 2001-batch IPS officer allegedly shot himself with his service revolver. His body was discovered in the basement of their home by their daughter. A detailed eight-page note recovered from the scene reportedly describes prolonged mental harassment faced by the officer and names 10 serving and retired officials allegedly responsible for his suffering.
In her complaint, Amneet has urged immediate arrest of the two senior officers, alleging that their influence could compromise the investigation. “They are powerful officers who can tamper with evidence and influence witnesses. I am not only pleading for my family but for the value of every honest officer’s life and dignity,” she said.
Calling her husband’s death “a result of systematic persecution,” she alleged that Puran Kumar, who belonged to a Scheduled Caste community, was repeatedly humiliated and harassed by his seniors. “This is not an ordinary case of suicide but the consequence of targeted mental torture by high-ranking officers who used their power to crush his spirit,” she added.
Amneet described the suicide note as “a document of a broken spirit,” saying it “lays bare the names of numerous officers whose relentless actions pushed him to the edge.” She demanded justice, saying, “My husband’s decades of service deserve dignity, not silence. My children deserve answers.”
Sources said the late officer had been deeply distressed after his name was included in a bribery case filed by a liquor contractor—without the state government’s permission. The complaint alleged that Kumar’s aide, Sushil Kumar, had demanded a bribe of ?2.5 lakh in the officer’s name. While Sushil was arrested, Puran Kumar’s name was mentioned in the FIR.
Just days before his death, on September 29, the officer was transferred from his post as Inspector General (Rohtak Range) to the Police Training College in Sunaria, Rohtak—a move his family claims further demoralized him.
The case has sparked outrage across bureaucratic circles in Haryana, with calls for an impartial and high-level probe into the allegations of caste-based harassment and institutional failure that allegedly drove the officer to take his own life.
