Centre's caste census a 'historic step' for OBC welfare: NCBC chief Hansraj Ahir

New Delhi, May 4: National Commission for Backward Classes (NCBC) chairman Hansraj Gangaram Ahir on Sunday hailed the Centre’s decision to conduct a caste-based census, calling it a ‘historic step’ that reflects the government’s unwavering commitment to the welfare of backward and Other Backward Classes (OBC) communities.

In an exclusive interaction, Ahir said the move finalised at a high-level Cabinet Committee on Political Affairs meeting chaired by Prime Minister Narendra Modi marks a major shift in policy and addresses a long-standing demand from backward communities across the country.

“The caste census will be conducted alongside the next nationwide population count, ensuring comprehensive data that will inform inclusive policymaking,” Ahir said.

He also praised the Modi government for strengthening the NCBC by granting it constitutional status, transforming it into a quasi-judicial authority capable of effectively addressing the issues of backward classes.

"The government not only gave constitutional status to the OBC Commission but also introduced reservations for OBCs and Economically Weaker Sections (EWS) in NEET medical admissions. This has directly benefited the OBC communities," Ahir added.

Underlining the government's clear intent towards inclusive development, he said, “This government has consistently worked for the upliftment of OBCs. The decision to conduct a caste census reaffirms its dedication to social justice.”

Ahir also highlighted the mechanism within the NCBC that enables the removal of undeserving individuals, especially from upper castes, mistakenly included under OBC lists. “This ensures that the truly backward get the benefits meant for them,” he said.

He elaborated on the internal structure of the OBC category, particularly the distinction between the creamy and non-creamy layers. “Only those in the non-creamy layer are eligible for reservations. This is unique to OBCs, as SCs and STs do not have this filter,” Ahir pointed out.

According to the NCBC chief, the caste census will offer a critical data-driven foundation for future policy-making. “After the census, we will be in a better position to recommend necessary additions or deletions of castes from the OBC list, so that benefits reach the most deserving,” he said.

Ahir concluded by reiterating that the caste census will not only correct historical imbalances but also help the nation move towards a more equitable framework of development.
