Accused of Abuse, Catholic Priest Asked to Return to US

Chennai/New Delhi, April 6 (IANS) The Archbishop of Madras Rev Fr M.Chinnappa has asked Rev Joseph Palanivel Jeyapaul - accused of sexually assaulting a 14-year-old girl in America - to return to the US and face the sexual assault case filed against him.

According to Chinnappa, he has spoken to the Bishop of Ootacamund (Ooty), around 535 km from here, where Jeyapaul is at present posted.

Chinnappa said Jeyapaul has to comply with the demands.

Meanwhile, Bishop Fr.Amulraj of the Ooty Diocese told reporters that the matter has been referred to the Catholic Bishops Conference of India (CBCI) for direction.

Confirming that Jeyapaul was working in the Diocese of Crookstone in the US' Minnesota state between September 2004 and August 2005, Amulraj said the priest had to return to India owing to his mother's ill health.

According to him, the enquiry conducted in the light of complaints of sexual abuse was not able to prove the charge.

However, Jeyapaul was kept under the direct supervision of the bishop.

With the same complaint cropping up, the matter is being studied in detail, he added.

Jeyapaul is currently wanted on two counts of criminal sexual conduct stemming from accusations that he assaulted a young female parishioner in the fall of 2004 at the Blessed Sacrament Church in Greenbush, Minnesota, where he was working. Each charge carries a sentence of up to 30 years in jail, reports said.

The Catholic Church in India Tuesday said it has not received any request so far asking for the return of Jeyapaul for trial in the US.

"The diocese has not received any request so far on his return to the US," the CBCI, the supreme forum of Catholics in the country, said about Jeyapaul, who is of Indian origin.

It was reacting to reports that the priest, who is currently working in his home diocese of Ootacamund (Ooty) in southern India, has no plans to return to the US to face the courts.

CBCI spokesman Rev Babu Joseph said the church had given an assurance that the priest would cooperate fully with investigating agencies on the allegations.

"The bishop (of Ooty) did take administrative action against him and the bishop also has assured that the priest would cooperate fully with the investigating agencies," Joseph told IANS.

He said there were allegations against the priest while he was working at Minnesota in the US "and investigations have been going on".

"In the meantime, he returned to India and joined his diocese, Ooty," Joseph said.

The bishop of Ooty did not assign Jeyapaul any pastoral duty as there were allegations of sexual assault against him and he was assigned to the office at the bishop's house.

Quoting church documents, media reports have said the Vatican was alerted to the accusations against Jeyapaul more than three years ago but did not respond.

The priest has received only a minor punishment and is currently working in his bishop's office processing teachers' appointments for a dozen church schools in the diocese of Ooty.

    @Vera Alvares - please wake up and smell the coffee. The problem is systemic and endemic - and certainly not restricted to India. We now have over 8000 priests and other functionaries directly accused of child abuse, paedophilia and, to add insult to injury, victimising the victims. With regards to Jeyapaul, here is a man accused of molesting a child and he is brought back to work in a school? He seems to have been acquitted without a trial - clearly we dont want to err on the side of caution, much less protect our children or follow the law.

    He wants his followers to leave behind everything to follow him,those who are married to leave even their children & all possessions(could be wife in those times)as well,to reach Kingdom of Heaven in his footsteps(Jesus wasn't married). His desciples had left all these things & followed Jesus. They didn't accompany their wives to spread the Gospel. Man has the uncanny ability to 'twitch' words and sentences to his advantage.

    It is funny to note some comments attributing celibacy as the root cause. There have been innumerable cases including the now famous cases of children kidnapped and raped for years by happily married men in India too and in Mumbai of his own daughter. Fire is not extinguished by pouring ghee on it. Marriage will not purge the desire for lust.

    The difference between love and lust should be understood. Celibacy is a state of mind where one overcomes the basic animal instincts. Sex was made by nature for procreation not for fun. Even animals have a mating period and do not indulge thereafter for a whole year. It is the forced segregation of sexes which leads to depravation and unnatural education which leads to sex mania. Education should inculcate values.

    For those who advocate marriage as a cure, how is it some guys dissatisfied even after umpteen marriages like the Nizam of Hyd who officially married 100 women and innumerable other keeps etc.? Celibacy was embraced by saints after they had overcome their urge and not forced upon them. Todays god-men wear the garb of celibacy.

    For that matter, nobody forced Nityananda to become a saint. In fact, his ashram is his own creation. Very much like ND Tiwari's alleged action cannot be used as an example for all congressman, some conmen should not be used to defame Hinduism of Christianity.

    In these turbulent times for the church, it is best if the accused priests punished by law. At the moment, the Roman Catholic church has got the much debated celibacy requirement for priests and this act on the part of this priest is not just a blot on the dignity of the church, but also on all humanity. If they feel suffocated under the celibacy requirement, priests are free to leave.

    Janet Xavier, DUBAI, Kithe Ullaithai Baye tum. Nobody forcing anyone to become a Priest. Its a Divine call. And before becoming a priest he he will be undergoing many trainings and when he decided to dedicate his life for jesus he will promise to Jesus, as we are promising to our husband or wife in the church.

    In seminary life he will be well trained to over come any sort of temptations. So instead of following Jesus he followed the will of Satan. Is it right? For example if he was married,is there any guarantee that he will not go crazy? so again you will tell that he is a human like us, so he should be allowed to marry 2 or 3. Baru baruttha rayara kudhure Kathe aythanthe.
    Rev Joseph Palanivel Jeyapaul didnt assault a adult, a teenager, so you will tell again that he might have allowed to marry a teenager, since he wish for it?

    I totally agree with Yousuf.The society should accept this change.The idea of not having wife and family was due to fact that it may distract them from the purpose .But it is difficult for anyone to avoid physical need.Hence I feel the freedom of choice should be given to them,so that if they want ,they should go ahead and have family.

    Never in the bible is there a requirement for priests to be celibate or stand in between man and God, these rules were framed in the second and third century by man and bound to be in-perfect. Just like Moses who did not listen to god had a child through his slave, so today the Arab decedents of Haggai the slave and Jews the children of his wife  do not get along and forever fight with each other

    I fully endorse the views expressed by Ms Vera Alvares, Mumbai. Even Jesus refused to condemn a woman accused of being a prostitute & asked those who had not committed any sin to cast the first stone, which finally saw all the accusers fleeing. There are good people & blacksheep in all walks of life & religious orders, including Catholics are no exception.

    Let us not prejudge issues & condemn people blindly merely on the strength of media reports or sensational TV footage. Even Nityananda Swami might ultimately be innocent. Who knows? I personally feel that all of us should strive to be honest, sincere & clean and never harm, abuse or hurt anybody. If everybody follows a similar self-imposed code, society will be better.

    There have been cases in the past where priests also have been trapped and even sentenced, only later to be released after realising truth through prayer. I am in total agreement to what Vera says. I am sure God will manifest His greatness through this priest. Remember all happens through His will and Fr will be delivered as this is the year of the priests. Also these are only accusations and Fr has denied it. Anybody can make accusations. We are taught repent and forgive. Move forward and grow in future. Thats my message for parents, victims, Fr, everyone.

    In this case American law doesn’t clearly mention what is child abuse nor elaborately put forwarded the abuse of Rev Joseph Palanivel Jeyapaul - accused of sexually assaulting a 14-year-old girl.
    Good thing Rev Joseph is willing to go to USA to clear his name not for himself but to the entire Catholic community.
    If he is not guilty but due to whatsoever reason and the conspiracy behind, if at all he is punished then even though it is sad and painful, he will pay the price of unjust If he is really guilty, then as per the law of the land he should be punished. Ultimately truth should win and truth always wins.

Jaypaul thinks that Jesus will not forgive him, whatever grave sin also he did..if he surrender to the will of God. As a religious man..are you so weak? Fr. Jaypaul everybody is a sinner, prove that Catholics sincerly repent.

     Prove the world that you are a disciple of Christ. Dont give a chance to Satan.. Peter denied 3 times jesus, but repented later.. and Jesus build the Catholic Church on Peter. Fr. Jaypaul visit Potta retreat centre. You will get enlighten by Jesus and you will be ready to witness for Christ. Go.. dont wait.. Jesus is waiting for you.. repent. jesus needs your witness for his Glory.

    I agree with Yousuf. Just like the Hindu priests, Mullahs and protestant priest are allowed to marry. Even the Catholic priest should be allowed. After all he is a man with feelings and emotions. We are here to serve The Almighty, not any priest, saints or prophets. A priest is a human being just like all of us and they should have every right to marry.

    Dear Friends, We all see from one side and put blame on the priest. Does anyone have proof from that 14yrs female? May be she is equally responsible to do so. I feel need to find out exactly what happen that time and who are the wintness. Pls dont judge someone as no one has right to do so.Pls pray and think.Today very few join Priesthood and let their life in name of Jesus.Why would he do such a thing? Spritial power can overcome all sort of materialists things. I could see and read the whole world is accusing the priest look into yours self, did you ever not commetted any sin. So why to talk and Judge others. Pls pray so that this evil sprite goes away spoiling the society where very few good people are left on this earth. Pradon me friends if I have hurt in writting so.     As a Catholic I have NO right to be embarrassed or ashamed of the news of such accusations against the priests. I follow a religion and teaching of Jesus Christ which WILL NOT CHANGE or BE IMPACTED by the sins of HIS followers, lay or religious! Let us be clear about that.

    Secondly, when the Pope has issued statement that the Holy See will co-operate fully with the law-enforcement authorities, does it not imply that in due course Fr. Jaypaul also will have to submit himself to the scrutiny of the law courts and accept punishment meted out to him? So why are we, including the media passing judgement on him by making a hue and cry about it? Lay people, and clergy are linking the religious aspect to the human aspect- Faith cannot change, people change!Proof- church during mediaval times.

    Unlike India, U.S. is a country of extrme opposites. In the name of liberty, grave practices are given sanction by law and society. Under such conditions youth, aware of its rights may be led astray and provoked into demanding action against anyone, parents, friends, teachers or religious.


    I am not defending the priest here. There have been cases of such accusations recently in other religions too, it is human frailty. But a civilized society needs to examine all the proof before passing judgement. Even a condemned prisoner is given a chance to clear his name. So let us wait and watch and not behave as though our Faith itself is in jeopardy!

    If proven guilty, the priest should face the music.no second thoughts about that.
    However, it remains to be seen as to whether the accusations are genuine. people could accuse a person of some standing, for personal gains.
    If the priest/priestess has done something objectionable like molesting/assaulting a boy/girl, then he/sheis answerable to the law of the land.
    moreover, he/she has something called as a conscience. if it pricks you, then come forward dammit and admit your guilt. you will have peace of mind and restored some credibility to yourself and your community.
    2000 years have passed and the catholic/christian religion has stood the test of time. what began as a way of life- propogated by unknown fishermen- the followers of Jesus- has engulfed the whole world.
    True, the standards get dented sometimes, But Christ knows to restore the credibility of His Church!

    Certain people want much more than available/permitted. There are reported cases of men mating farm animals. So, let us not make sex a religious issue - the erred priest must be subjected to punishment as per the laws of land he committed it in.

    Why can't one understand the concept of life of a human being. How can one live without sex in his whole life and how long can he tolerate, even though his intellectual sense never accept but his body definitely demands.It is a nature of animals and human beings which they could use and relax and live peacefully. Therefore swamis, priest has forced to commit these crimes and continue to do unless they live as normal human being like us.

    Remember Headley. We are given all sorts of excuses for not being given access to him, for one of the worst terrorist acts of modern times. Compared with that Rev Joseph Palanivel Jeyapaul is just an accused. This is the season of accusing all the priests under the sun of child abuse. Lets not get carried away.
