Mangalore SEZ Fate to be decided on Feb 28

Bangalore, Feb 25: The state government has said the Centre has been satisfied with the outcome of the public hearing regarding the Mangalore special economic zone (MSEZ) and a final meeting on the crucial environmental management plan (EMP) of the project has been fixed for February 28.
 
“If we get the approval after the Thursday’s hearing, work can start on the project,” Karnataka Governor’s advisor Krishna Kumar informed Deccan Herald.

The meeting will be held by the technical committee of the Expert Committee for Infrastructure Development and Miscellaneous Project, set up by the Union Ministry of Environment and Forests. The farmers have been opposing the acquisition of land. They have urged the Government to reject the EIA (Environmental Impact Assessment) report on the project.

According to the advisor, a total of 1,750 acre, out of the 2500 acre needed for the SEZ, has already been acquired. “The government has issued notification for 300 acre for acquisition. We are discussing the issue with the farmers,” he added.  
 
On the public hearing, Krishna Kumar said the Union ministry has prepared the report on the EIA of the project and circulated it to the gram panchayats. “The GPs wanted the copies in Kannada and we have translated and given these copies. The ministry has concluded that the public hearings were held as per law. The meetings were held in January and February. Now the technical committee will hear the EMP. If we get the approval after the meeting, we can start work on the project. We have come a long way in the last 2-3 months regarding this multi-product SEZ,” Kumar stated.

The Rs 35,000 crore SEZ is being set up by the Oil and Natural Gas Corporation  (ONGC) as anchor co-promoter using a special purpose vehicle owned by its subsidiary Mangalore Refinery and Petrochemicals Limited (MRPL), which will hold a 46 per cent stake. The other equity-holders are the Karnataka Government, Kanara Chamber of Commerce and Industry and Infrastructure Leasing and Financial Services Limited. ONGC would hold 26 per cent of the equity in the incorporated company. The State government would hold 23 per cent and the balance 51 per cent would be jointly owned by KCCI and IL&FS. The New Mangalore Port Trust (NMPT) is understood to have shown interest to join the SEZ, subject to approval from the Ministry of Shipping, Road and Transport. If NMPT joins, the combined equity of KIADB and NMPT would be 23 per cent.

The MRPL has envisaged projects such as an LNG terminal, C2-C3 separation units and aromatic and olefin complexes in the petrochemical component of the SEZ. The SEZ will also include a refinery, a power plant, a gas terminal and a pipeline.

    Recently the Union Commerce Ministry has indicated that the centre has the right to de-notify a SEZ . As per the Hnble Minister Mr. Kamal Nath ,there are provisions in the SEZ Act for review of the notified Zones. Also it is clear that the Centre does not wish to thrust the SEZ's on the States. The Goa Chief Minister has requested Mr. Kamal Nath to cancell all the 15 SEZ's in the State including the three notified .

    The Goa C.M had Termed SEZ as deterimental to the State's interest. The requests of the state Govt. have been heeded by the centre and there will be no SEZ’s in Goa. The intention of permitting the SEZ’s is to reap the benefits of Industrialisation generate employment This can be actually achieved without SEZ’s, if incentives are extended to incoming Industries. The required Industrial development can be achieved if the government focuses on providing good infrastructure facilities to Industries. The state will actually have to incur expenditure to provide infrastructure outside the SEZ area which will be an additional burden on the State exchequer. The jobs will not benefit the locals. The huge amount of land blocked will also deprive opportunities to genuine entrepreneurs and companies requiring land to set up Industries .

    Land being a very scarce commodity, it’s utilisation has to be properly monitored. What holds good for Goa should also hold equally good for Dakshina Kannada/Karnataka as well , where land is equally a scarce commodity .

    The authorities say only a small part is Agricultural land and the major portion to be taken over is wasteland , but their words need to be truly verified and people have lost faith in their verbal assurances which are soon forgotten once the project gets under way. Promotion of SEZ’s at the expense of FERTILE land or even precious FOREST areas will ring the end of all Agricultural and natural activities and eventually lead to utter chaos and destruction.

    We don't want SEZ in our Mangalore. We don't want to have another Bhopal tragedy. If SEZ will come up then our clean & green Mangalore will become a place like Dharavi.

    I think in future there will be no place to live for a poor man who depends on cultivation/crops. By implementing such large SEZ projects, the companies will make only money, and they will not just care about common man's life in the vicinity.

    Just some political decisions like these are going to destroy our Mangalore. So please let's say no for this kind of SEZs for our beautiful DK dist. This is going to become another Mumbai, the most polluted, unmanageable city. Let's not allow the Govt. to destroy our hometown.

    I am against this MSEZ. I dont want Mangalore to become a city like Bangalooru. Forget the infrastructure like Roads and Railways... Think about that greenery and nature... They will spoil that.
