Demonetisation: With anger rising, govt eases withdrawal norms


New Delhi, Nov 13 (PTI): With public anger rising across the country over limited cash availability, the government tonight eased key restrictions including raising daily withdrawal limit from bank counters and ATM as well as hiking the amount of old and now defunct currency notes that can be exchanged.

To augment cash supplies, newly printed hard-to-fake Rs 500 notes were also released in market.

After a review by Finance ministry, the limit of old and now defunct Rs 500 and Rs 1000 rupee notes that can be exchanged for freshly minted Rs 2000 and new Rs 500 notes was increased from Rs 4000 to Rs 4500 per day.

Cash withdrawal limit at ATMs was hiked to Rs 2,500 from Rs 2,000 a day. The weekly limit of Rs 20,000 for withdrawal from bank counters has been increased to Rs 24,000.

The maximum limit of Rs 10,000 per day on such withdrawals has been removed, the ministry said in a statement.

"Banks have been advised to increase the issuance and use of mobile wallets and debit/credit cards as also to provide them to those customers and establishments not having access to these non-cash means of payment," it said.

Also, the last date for submission of the annual life certificate for the government pensioners which is to be submitted in November every year has been extended up to January 15, 2017.

Finance Ministry this evening reviewed the position regarding availability and distribution of notes of all denominations in different parts of the country.

Instructions have been issued to the banks and post offices to ensure proper distribution of all notes, including those of smaller denominations, up to the last mile through mobile banking vans and Banking Correspondents (BCs) to ease pressure.

While the old Rs 500 and Rs 1000 currency notes were demonetised from the midnight of November 8, a brand new Rs 2000 note was introduced on November 10.

"In the first four days (from November 10th to 13th , upto 5 pm ), about Rs 3 lakh crore of old Rs 500 and 1000 bank notes have been deposited in the banking system and about Rs 50,000 crores has been dispensed to customers by either withdrawal from their accounts or withdrawal from ATM's or by exchange at the counter," the statement said.

Within three four days, the banking system has handled about 21 crore transactions.

Further based on the review of the reports received from the States, banks and other sources, the ministry decided that continuous coordination is to be done with RBI, banks and post offices to make all denomination notes available at all locations.

"Instructions have been given to the banks and post offices to ensure proper distribution of all denomination notes. Banks have also been especially advised to ensure the availability and distribution of small denomination notes," it said.

Also, Chief Secretaries of the states have been asked to identify the rural pockets where availability of cash has been a problem and provide all support to ensure the last mile distribution of small denomination of notes is done through mobile banking vans and Banking Correspondents (BCs), the statement said.

"It has been reported that certain business houses viz. hospitals, caterers , tent houses etc. are not accepting Cheques/Demand Drafts and online payment transfer from customers. It is advised that in such cases customer can make a complaint to the concerned District Magistrates/District Administration for action against such establishments," the statement said.

All banks have been advised to arrange mobile banking vans to the extent possible at major hospitals to carry out emergency banking transaction for patients.

Banks have also been asked to make arrangements for separate queues for senior citizens and physically handicapped. Separate queues will also be arranged for exchange of cash to cash and transactions against bank accounts.

"State governments have been requested to facilitate opening of new bank accounts as a part of financial inclusion programme," the statement added.

    Yesterday I was discussing with one businessman friend.
    He said depositing money is not problem.
    But withdrawal limit is the problem for him.
    He said he never used cheque instrument for paying wholesale buying products.
    He said he is happy to go transparent way of business with proper billing if it is requirement of the future.
    By the way my friend is a pappu supporter now but he won independently once for gram panchayath and taluk panchayath elections.

    Contrary to what PM says, people who are suffering in serpentine queues outside banks are vast majority of middle and below middle class. The rich and the mighty do their shopping in US and Europe with their monies in Panama and Switzerland. The introduction of 2K note seems to favor thier 'doe number activities' while in India. Yesterday some TV reporters interviewed a couple of foreign tourists in queues. Their reaction was interesting, a great boost for tourism in the days to come. The way things are moving, dollar to Rupee may soon hit 3 digits.

    Firstly how can a PM announce currency ban on 500 1000rs,there should have been parliamentary meetings conducted Should have taken opposition opinion.Because this country doesn't belong to only ruling party ,it equally belongs to all.This is not done.FROM TIMES NOW TO ZEE NEWS,I VE NOT SEEN AMBANIS,ADANI NOR ANY FORBES INDIAN ON QUEUEING UP IN BANK.WHAT DOES STHIS MEAN,WHERE THEY INFORMED BEFIRE ANNOUNCEMENT.Did RBI chief pipelined new currencies to them?
    This is such a big forgery on common man.So many deaths have happened because of currency ban.Gid is watching all this.Will surely they ll face wrath of almighty...

    While separate queue for senior citizens is welcome, it will create more confusion (more lines). Secondly the senior citizens will be forced by their family members to go to the bank.
    Today, I visited 20 ATMs. All were closed. Those who had Rs.2000 note just could not use it unless they purchased goods worth for the entire amount. Banks said they DO NOT HAVE ANY OTHER NOTES OTHER THAN RS.2000.

    From the beginning of the demonetisation I am commenting that the government has no knowledge and know-how how to manage the aftermath of demonetisation.

    People are suffering to have cash for their day-to-day expenses.

    In the Quees Children are crying, elders are fainting and the chaaiwaala is on a pleasure trip in suit boot to Japan.

    Civilian nuclear energy was forcibly brought by Dr. Manmohan Singhji. All bjp's and its bhakts have opposed it.

    NOW THEY ARE THE FIRST TO CLAIM VICTORY FROM THE CIVILIAN NUCLEAR ENERGY.

    This foolish government has zero understanding of aam aadmi and ground reality. Those who are sitting on the sidelines and clapping are the ones that are not standing in line and live in cities where cards are usable. These people and the foolish government has no idea that normal India runs on cash and not cards and they fooled the common man saying ATMs will work fine from 10th and now claims it will take 2-3weeks. Claiming that people are unnecessarily rushing and can do till 30dec is the most idiotic thing to say because the ones standing in line are there ones that immediately need money for daily needs and have no other option.

    This is the biggest con in Indian history to recapitalize the Indian banks after the mounting NPAs because of rich defaulters and fraudsters. And now the aam aadmi is paying dearly for the mistakes and corruption of the banks and the governments failure to even bring a single NPA/defaulter to book. When they already know the name, address & amount due of the defaulters, government hasn't been able to do a single damn thing about it or even arrest them and here they are taking about bringing unknown people to book! What a joke!! The government just used you to fund the banks that was about to collapse due to their failure to bring to book the NPA defaulters!!

    People who are blind to the fact that all BJP members and gujratis have got enough warning through so called "April fool" joke in Gujarat newspaper and BJP Punjab secretary posting 2000note pics well in advance and the spike in deposits in September, these deniers are part of the problem because they just cannot think that the government can fool them or that they have been used to recaptilize the banks for the loans people like Vijay mallaya have defualted on.

    People don't realize how much money the country has already lost because of all the lost working hours because of pple queing up, all the trade that has come to a grinding halt because no one has the right denominations, all the people who have died standing in line, all the money RBI has spent on printing, distributing and dispensing these notes, all the money the banks have to be payed for extra work, all the money spent on dispatching multiple rounds of money to ATMs. The money lost here will be greater than any meagre amount of black money returned.

    God save this country from the Masters of spin, lies and deceit and save the common man from jimlas like this.

    Public anger is a hype created by black money lobby as any relaxation in the norms will augment their efforts to legalize ill-gotten wealth. Barring a few decision on implementing demonetization, the Government has done a commendable job. Public anger is predominantly restricted to those stacked hard currency of high denomination, who is currently running from pillar to post to convert it. This is a war against corruption, nepotism and terrorism. Everything else can wait and a little inconvenience for a larger cause is well within the tolerance limit. With this tolerance level, how we can imagine a full-time scale war? Government should not succumb to pressure from black money lobby.........!At any cost.... atleast for the time being when the last knot is being tightened and choking of system is visibly felt.......!
