India to sign deal with Japan to get its first bullet train


Tokyo, Dec 8 (PTI): India is set to sign a deal with Japan this week on the country's first bullet train, with Tokyo financing the bulk of the high-speed-rail project between Mumbai and Ahmedabad through a USD 8 billion loan, a leading Japanese business daily reported today.

Prime Minister Narendra Modi and his Japanese counterpart Shinzo Abe will issue a joint statement on the deal on Saturday during latter's visit to India, The Nikkei reported.

Abe will convey an offer of more than USD 8.1 billion in official Japanese lending for the roughly USD 14.6 billion project to link Mumbai and Ahmedabad with 505km railway line, it said.

"The two sides are discussing financing terms that would disburse about 100 billion yen a year over a decade or so. Senior Abe adviser Hiroto Izumi and Japanese foreign ministry officials on Monday wrapped up a trip to India, during which they discussed financing and other aspects of the project," the daily said.

A deal with India would be the second successful case of Japan exporting its bullet train technology to a foreign market, following a deal with Taiwan in 2007.

Japan failed to win a high-speed train deal in Indonesia earlier this year, losing out to a Chinese proposal.

India ranked as the second-biggest recipient of Japanese- government-backed yen loans as of fiscal 2013, with a running total of 4.45 trillion yen, the business daily said, citing Japan's Ministry of Foreign Affairs.

The railway loan deal could propel it ahead of the largest borrower, Indonesia, which had a 4.72 trillion yen tally.

Once India decides to adopt Japanese train technology, it will hold a tender for contracts. A consortium including JR East, Kawasaki Heavy Industries and Hitachi is expected to bid, the daily added.

The Japan International Cooperation Agency and India's rail ministry began a joint feasibility study on high-speed rail two years ago. A report recommending the shinkansen format was issued this past July.

With trains zipping along at up to 320kph, the Mumbai- Ahmedabad railway is expected to shorten travel time between the two western Indian cities from around eight hours to roughly two. Construction is supposed to begin in 2017, with completion slated for 2023. India has plans for seven high-speed-rail corridors, starting with this one.

    usa still rules the world and sets world order.no doubt about it.but other countries are also becoming stronger and many more countries are becoming economically stronger and are on the verge of crossing 1 trillion dollar economy like indonesia,malasia etc.
    usa will never become weak or poor.
    but other countries like germnay,francem,china,russia,malsia,indonesia are rapidly progressing.there will be more trillion dollar economies in next one or two decades.what i forsee in near future is that from bipolar,world is fast turning to be multipolar with seceral new powers emerging like china,india,indonesia,brasil,malasia,japan,germany,france etc.

    Yes, Modi is doing a good job only for Gujarat from the PMO. Who's money is it ? Aren't we South Indians tax payers too ??

    NRI's sitting in the Gulf are not tax payers in India but enjoy the luxury doled out by the tax payers back in India. Even the foreign remittances they transfer to India is purely for domestic / family enjoyment / spending. Are the NRI's subscribing to Indian infrastructure in any way ?

    As a matter of example : all old bogies of other Railway zones are sent to South India. Please check the pathetic state of the Rajdhani Express ( Nizamuddin - Trivandrum via Mangalore and back ). The bogies are horrid as compared to the other Rajdhani Express between New Delhi - Mumbai or Kolkota.

    On the Rajdhani Express which passes Mangalore the food bearers even demand tips before you alight. They are hand in glove with the TC and know exactly where you are alighting. I suppose the tips are shared ??

    If NRI's don't remit money, Indian banks will have suffocation in money rotation.

    By NRI's remittance banks are being benefited in multi crores on daily basis by the charges they apply per each transaction.

    The money what NRI's remit is used in purchase of goods and items in India which in turn leading to business improvement.

    The NRI money spent on goods purchased is contributing to paying of Tax by each purchase of goods and items.

    The list can continue. Hence saying NRI's are not contributing to Tax or economy growth of India is baseless remarks.

    This train will be ready only in 2023, that too it is a tiny stretch of the railway network. The same money could have been used to improve the current trains, the tracks and increasing their frequency and numbers including regional local trains which would decrease the dependency on the outdated private buses.

    if so then why we need such a type of Bullet Train even with loan deal?

    First give priority to develop Existing Road and Train infrastructure which is badly effected for common people.

    We also have option by airline from Mumbai to Ahmedabad in any kind of emergency.

    Now next Budget all Bullet loan amount they will imposed in any other tax. like way they did for "Swatch Bharath Cell Tax".

    Totally tax payer get suffered.

    Japan has offered to set up a joint venture company like the Delhi Metro Rail Corporation to finance bullet train projects in India. The project that also figured in the talks between Japanese Prime Minister Shinzo Abe and Prime Minister Manmohan Singh has already been approved by the Planning Commission.

    rohan, this article only speaks of Japan losing out to China in Indonesian railway deal. Can you shed some light on your claim that 'Chinese and Japanese were fighting for this contract'? From what I understand, during Modi's Japan visit, both leaders had agreed to collaborate on India's Bullet Train project, which was also a pre-poll promise by Modi. Chinese interest or rather 'fight' as you claim is news to me.

    as far as indonesian project is concerned,indonesia wanted japan to do that project.but at last minute of the deal, chinese gave assurances to indonesia that they will finish the whole project entirely from the chinese money that is arround $15 billion with very low interest to indonesia.as indonesia was not required to pay initial amount for the project and the interest was low,indonesia awarded the contract to china.
    even in this indian project,though japan and china were vying for the project,chinese assured india the same deal they offered to indonesia and even chinese engineers came to india and conducted a feasibility study about the project and submitted the report to indian govt.still indan govt has awarded this contract to japan even though the cost will be high when compared to china but quality wise japanese project are second to none in the world.
