Mangaluru: MLA J R Lobo's 'road' to city's development

Mangaluru, May 7: He is one of the few bureaucrats to enter politics in the state. But the bureaucratic qualities are there to stay. In fact he has blended them with the wisdom of a politician. J R Lobo, the MLA of Mangaluru South has created a record during his regime when it comes to the number of road projects he has taken up in his constituency.

A close look at the road work carried out in Mangaluru South assembly constituency in the past 2 years after he became MLA and an analysis of the ongoing and completed projects prove a fact. That is - nowhere in the past have such projects been taken up with so much of zeal and speed in this region.

Lobo, a former bureaucrat who spent most of his life in and around Mangaluru city in various capacities, knows his business well. He is well aware about the responsibilities of a legislator and the amount of expectations from him. He is tireless. He wants his projects to speak rather than himself projecting his achievements.

The facts in black and white define the road work done and being done in the constituency.


Completed projects

Total number of completed projects - 79

Total expenditure of completed projects - Rs 863.65 lacs.

Out of the total 79 projects the lowest (as per volume of expenditure) was Rs 2 lacs spent on tarring of the road at Shakthinagar Kukkebettu bus stop and the highest amount spent was on Rs 4 lacs on Kudkorigudde Koraga colony for basic amenities and drainage.

The projects cover all the areas of the constituency without any emphasis on any single area. The projects cover even the rural areas which include concreting of Adam Kudru, Manjadka Road, development in Bajal Jayanagara and drainage system in Kannagudda.


The breakup of source of expenditure is as below:

MLA Fund 2013-14 - Rs 200 lacs.
MLA Fund 2014-15 - Rs 100 lacs.
Malenadu 2013-14 - Rs 43 lacs.
Malenadu 2014-15 - Rs 34.65 lacs.
Natural Calamities - 2013-14 Rs 24 lacs.
Natural Calamities - 2014-15 - Rs 32 lacs.
Minor Irrigation - 2013-14 - Rs 140 lacs.
Minor Irrigation (NABARD) 2013-14 - Rs 200 lacs.
Social Welfare Department SC/ST 2013-14 - Rs 90 lacs.


Ongoing projects

Total Expenditure of ongoing projects- Rs 608.17 lacs.

The breakup of source of expenditure is as below:

MLA Fund 2014-15 - Rs 113.17 lacs.
Minor Irrigation Flood Control - Rs 50 lacs.
Minor Irrigation NABARD - Rs 245 lacs.
Social Department - SC/ST - Rs 200 lacs.

There are presently 33 projects on the verge of completion.

Ongoing work also covers all the areas of the constituency including rural and urban. Areas like Bengre, Adam Kudru and Kannagudda are covered. The lowest amount spent is Rs 2 lacs for the road connecting the highway with Tharethota. The highest amount being spent is Rs 50 lacs on the protection work near Sri Vishnumurthi temple in Jeppu Kudippady village.

All these road projects include concreting, interlock of roads, compound walls, drainage improvement, repair and construction of small bridges, etc.

For the purpose of this analysis, only road projects have been taken into account. A city that once upon a time was bereft of good roads is finally seeing some progress. Perhaps one fact that stands out is the equal importance given to road development in urban and semi-urban/rural areas.

Speaking to daijiworld, J R Lobo said that roads, drinking water and underground drainage are three basic problems faced by the city, and he has not only given importance to roads but other two issues also. "To solve these issues we need huge investments and efforts are going on to work on these aspects. We are trying to get sanctions from ADB and once it is approved, we can do much better," he said.

Indeed, J R Lobo's road to development seems very clear.

    Mr. MLA Sir,

    It's glad that you have taken up some of your efforts to construct the roads which would be well appreciated. At the same time,being an ex bureaucrat it is also much important to note that, ,there should be proper footpaths for the pedestrians to walk free and easily. I don't see none of the above roads have a footpath. So I believe you take some serious actions on this concern.

    wow Mr. Lobo. You have started Kannagudde Road at a cost of Rs 41 lakhs in october 2014 and a photo had come in udayavani but not even a rupee has been spent by you so far. See the condition of the road and visit the area.

    Lot of money has been spent on concretisation of these roads and lanes. Infact the road is lower than the neighbouring compounds which are higher. During the monsoon season these roads will be flooded. Very bad planning !

    Looks like nice work by the people but Stop praising your MLA because he is RC. Be neutral. There is no proper drain for rain water. After rainy season again same pot holes. People have short memory and easily forget. Nobody discuss about quality control and how much they spent and the reputation of the contractor. Anyway something better than nothing.

    It took more than 65 years to rebuild 'roads'.
    If wished by the earlier government all roads in the country is in good condition.
    Now in fear people are opting to do some good work while looking no 'opposition' in the central.
    We didn't had resources earlier to do good infrastructure all over in India.
    At least earlier government provided a necessity things like Water, Road, Electricity for all.
    Only concentrate to gobble money with various scams.

    One Request...Please get the Kottara Chowki service road levelled....I am shocked that despite thousands of vehicles using that road..no body in the NH authority/Local Municipal Corporation is bothered to do it Up. the Road was good only for Three days ,a small rain and the Roads opened up.....

    If I could offer couple of suggestions, Both Lobo and Ivan should work to make both Dakshina Kannada and Udupi districts (including all villages) high speed internet broadband cities. The BSNL Broadband connections are horrible.. more than 50% of the time they don't work.. The famous twin educational districts go modern in the next two-three years in terms of cyber connectivity?

    After spending crores of rupees to build beautiful roads, why still go on spending billions of dollars on oil imports?
    Why we carry the bullockcart on wheels since a couple of centuries?
    Why can't we be the first to introduce rabbit/kangaroo style instead of merely the using the slow and steady tortoise style @ 180 degree throughout?
    Why can't we save huge volume of fuel and huge amount of money with a simple concept change?

    Good follow up, excellent work and better roads are really praise worthy.
    The real worry is multiplying number of tiny vehicles on limited roads and foot paths, which neither satisfy the public transport demand nor allow the traffic to move.
    The commuters are still standing and hanging in vehicles. Public Transport facilities status is worst than five decades back.
    We really need to think different and implement change.

    What I commented is as per the existing situation and condition of the landscape availability. If you want a full fledged drainage and foot path, then be ready to give up your land to construct one. If you don't want to give up land then live with a very narrow road with traffic in one side and drain on the other side, you take your pick.

    Roads without storm water drains and footpaths is useless, it will not withstand the heavy rains of mangalore and then they will have to make it all again so nice money making opportunity for these politicians even the previous BJP MLA's and corporators did the same thing and were kicked out in the elections and it seems Congressmen have been very inspired by them,There is still no footpath on the jyothi-buntshostel road and people have to walk on the road how will small kids and old people walk on the road when there is heavy traffic and also speeding private buses of mangalore

    Appreciable job by Mr.Lobo. Roads are the most basic necessity for developments. Mr.Lobo, who is a dedicated leader with down to earth and simple attitude , believes in works not in talks and claims. Regarding the comments of few about foot path, you can't leave space for footpath in each every narrow lanes in the city because after leaving space for foot path, there will not be any space for road. Mr.Lobo is doing a very good job. He deserves appreciation.

    Most of the roads are without footpaths.With a new road the cars and the bikes can zoom at high speeds putting at risk the pedestrians, especially the old and the kids. A road without a footpath is a deathtrap.These roads are therefore discriminatory. We need to include pedestrians and make them inclusive.
