We will never know the exact number of dead: Uttarakhand CM


Dehradun, Jun 30 (PTI): The exact number of people dead or washed away may never be known, Uttarakhand Chief Minister Vijay Bahuguna said today as estimates of casualties in the worst natural disaster in the state run from several hundreds to several thousands.

"We will never know the exact number of those dead and the number of people who have been buried or washed away," he told PTI in an interview.

State Assembly Speaker Govind Singh Kunjwal had stated yesterday that the number of those killed could breach the 10,000 mark but the Chief Minister had said the figure was incorrect.

"There are 500-600 bodies which are visible, not only in Kedarnath area, but also in the entire state," he said as Uttarakhand makes a difficult limp back to normalcy from the tragedy.

Bahuguna said as far as people from the state who are missing are concerned the district authorities will work on that. "For the victims of my state we will give the compensation and put them on fast track."

As for those who are from other states they should lodge complaints in their state, he said.

"If the states confirm to Uttarakhand that people from their states had come on pilgrimage here and that these number of pilgrims should be presumed to be dead and have not come back, we will accept their version and the compensation amount will be paid to respective chief secretaries for distribution to victims of the respective states," he said.

"There is a DIG rank officer (Gunjiyal) who is up there in Kedarnath and has been assigned the task of cremation of bodies. The process of cremation is on.

"The bodies which were lying on the streets (have been taken for cremation). A number of bodies are stuck in the buildings where they were living but for them (to be extricated) you require some machines. Some JCB machines are being made available," Bahuguna said.

Bahuguna said the Air Force and PWD were deciding on the design and make of JCBs which will be carried on choppers to these places.

"Bodies which are in Rambada no one can reach (them) but the question is what do we do to them so that the environment is not polluted. Some chemicals and powder have to be used."

Asked about the criticism over the response to the disaster, he said the response from the Army and the government was very prompt.

"There was no delay. Only because of bad weather and connectivity problem it took time for them to reach. But when they reached and the very fact that thousands were evacuated and in the last so many days more than a lakh people were evacuated without there being a law and order problem, the credit should go to the state government that there was no law and order problem."

He said there were more than 200 villages where there is no connectivity and these have to be rehabilitated. A survey is being conducted for this and experts will be consulted.

"Food will be sent to these villages. Work is in progress. We are dropping food so that these villages can sustain themselves for two months. Relief material is being parked at the district headquarters."

The Chief Minister said in a week's time mule paths will be made in all the locations so there can be some connectivity.

"No village will be left out where relief will not reach. That is our priority. It will take time as you cannot make metalled roads during monsoons.

"I don't agree with this that it is a man-made disaster. Calamities are not in our control. I cannot control tsunami, earthquake or cloudburst. What can I do in such a scenario is how can I save my people. Calamities are not under our control...what can be the plan, we can do scientifically (is being done)."

    uttarakand CM can give no of deaths due flood only for his state. But, majority of the people died are outsiders (pilgrims). How can he access their identity cards?

We can't just blame politician for India's current pathetic state of affair, the peoples like the one who disliked your comments and who throw hatred comments like Jossy Saladana also equally responsible. They are so blind that a person sitting on a responsible position like CM chair is totally failed the state and the chief minister is such a moron that he didn't even know the gravity of the situation till date but these guys who always writes comments on people they don't like just for the reason of heartedness,are busy in the blaming whoever extending their helping hand.God only can save India now.

    - We cannot and "will not" take help when some one offers in case of need
    - We will mock people calling them "Rambo" when people are willing to help

    but

    "we can make some empty promises."

    Net Net we will make life miserable for pilgrimage in their own country at the cost of offering subsidies for overseas pilgrims.

    I now realise that we should stop paying taxes to this "Congi" government and pay taxes to the Army.

    No way... he will multiply number of exact dead with 10 (or his favourite number).
    When ever FEKU comes up with statistics, we have to find out... whether that number need to be multiplied or subtracted.

    The Developments that have taken place in the past 2000 years have 3 phases:

    a)From AD 1 Upto the Industrial Revolution i.e. from 1760 to about 1840
    b)From 1800 to 1980 i.e. the next 180 years
    c)From 1980 to 2000 i.e. the next 18 years
    All the developments that took place in the 180 years of the 2nd phase far out stripped the total developments in the preceding 1800 years and all the achievements & discoveries in the 3rd phase of 18 years between 1980 to about 2000 far outstripped the development that took place in the preceding 180 years.

    In the last decade or say the last 8 years , both the damage and improvements in the name of development are indeed unimaginable and the speed is rather difficult to digest.

    Life had not really changed much till about 1960 in India .An Engineer or a Doctor or a Teacher of the early 1900’s was not really much different from their counterparts of the early 1960’s. Life was simple and wants were few and contentment was common.
    But the changes thereafter have been amazing and those of the past decade itself have been mind boggling in all the spheres and more especially in the new Information Technology and Computers and also Communication technology. An Engineer of the 1980’s cannot compete with an Engineer of 2013 and so also in most professions .But Technology apart, the other aspect are more important especially the spiritual and value part of man has not kept pace with its developmental counterpart .Health aspects have taken a beating as well and we find more number getting afflicted with sickness at a young age with Heart Ailments, Lung ailments, Depression and numerous other health complications some of which were unheard of in the 1960’s
    Lifestyles have changes and the fast life of the current era is era is taking its toll not just on Man & Beast but also the also the Environment. Both Beast & Environment are helpless & only react to MAN actions. The Time for Man to act rightly is NOW.

    Mr.Sudheer,during natural calamities assessment of damage is a difficult task.It will take time to get the actual figures. Our past experience shows that the official figures about the loss are either underestimated or overestimated during disasters.During Gujrat earthquake ,it was mentioned that nearly 100000 deaths had occurred:which was soon corrected by the govt.to be around 30000.The govt of India after one month,put this figure at 19727.However Gujrat state disaster management authority states the number of reported deaths to be 13,805!!!!It is important to have empathetic attitude and support the people in difficult times. Every state should coordinate with this state to assess the damage-loss of life and rebuild the state.

    Sudheer, It's a natural calamity which occurred in a state where thousands of people go on pilgrimage and there's no agency in India which keeps records of who and from where and how many visit. It's not a class room where you can count how many are missing.

    Buildings are buried under slush...you think it's easy to dig up and count? The army is still not done rescuing people totally.
