Dubai, Jul 17: In a significant move aimed at strengthening family values and enhancing employee welfare, the Dubai government has unveiled a new policy granting 10 working days of fully paid marriage leave to Emirati nationals employed across various government entities.
The announcement comes under Decree No. (31) of 2025, issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. Effective from January 1, 2025, the policy underscores Dubai’s commitment to work-life balance, social cohesion, and citizen happiness.
The new directive applies to UAE nationals working in Dubai’s government departments, judicial authorities, military (excluding candidates), free zones, special development zones, and institutions like the Dubai International Financial Centre (DIFC). There’s also provision to extend its coverage to additional categories pending further approval.
To avail the leave, employees must have completed their probation and be marrying a fellow UAE citizen. The marriage must be certified by a competent UAE authority, with the contract dated after December 31, 2024. A certified copy of the marriage certificate needs to be submitted once for eligibility.
The leave offers flexibility — it may be taken in one go or in parts, but must be used within one year of marriage. It can also be merged with other types of leave. For those unable to take leave due to national or reserve service, provisions are in place for deferral or extension.
Employees will receive full gross salary, including allowances and benefits, during the leave. Exceptions for recalling employees are limited to military requirements only. In special cases, deferment beyond one year is possible with valid reasons and supervisory approval.
The decree supersedes any earlier conflicting laws and will be officially published to ensure legal transparency. The Executive Council of Dubai has been entrusted with overseeing its smooth implementation across government institutions.
