Washington, Jul 2: In a chilling development that has sent shockwaves across the globe, 40-year-old Cindy Rodriguez Singh, a US citizen with connections to India and Mexico, has been added to the FBI’s ‘Ten Most Wanted Fugitives’ list. She is wanted in connection with the alleged murder of her six-year-old disabled son, Noel Alvarez.
Singh, who was born in Dallas, Texas in 1985, vanished in March 2023 after authorities began investigating the disappearance of young Noel. She was last seen boarding an international flight to India from Texas on March 22, 2023, along with her husband Arshdeep Singh and six children. Notably, Noel was missing from the group.

The FBI has now increased the reward for information leading to her arrest from $25,000 to a staggering $250,000, signalling the gravity of the case.
Speaking at a press conference, FBI Dallas Special Agent R. Joseph Rothrock said, “The disappearance and suspected death of Noel Alvarez is still fresh in the minds of everyone in Everman and throughout North Texas. We believe the addition of Cindy Rodriguez Singh to the Top 10 list will amplify efforts to track her down globally.”
Authorities have described Cindy as 5'1" to 5'3" tall, weighing between 120 to 140 pounds, with a medium complexion and several tattoos across her body including her back, arms, legs, and hands. She has brown eyes and hair.
According to investigators, Noel was last seen alive in October 2022. At that time, Singh had just delivered twins. A disturbing picture emerged during the investigation—Singh allegedly believed Noel was "evil or possessed" and feared he would harm her newborns. Reports revealed a pattern of extreme abuse, with Singh allegedly starving Noel and refusing to change his diapers, often striking him when he attempted to drink water.
The case took a murkier turn when Singh gave contradictory accounts of Noel's whereabouts. She falsely claimed the boy was in Mexico with his biological father. Later, she told another person that she had “sold” the boy in a supermarket parking lot—an account police have found no evidence to support.
Adding to suspicions, police discovered that Arshdeep Singh had disposed of a carpet in a dumpster a day before the family left the US. A cadaver-sniffing dog later alerted officers to both the discarded carpet and a newly constructed patio at their home.
On October 31, 2023, Singh was formally charged with capital murder by a district court in Fort Worth, Texas. A federal arrest warrant for Unlawful Flight to Avoid Prosecution was issued on November 2, 2023.
“The addition of Cindy to the Most Wanted list is a testament to our unwavering commitment to finding justice for Noel,” said former Everman Police Chief Craig Spencer. “We will not stop until she is brought back to face the consequences.”
