Pakistan army, ISI back terror in J&K through covert camps rebranded outfits

New Delhi, May 7: Despite global pressure and scrutiny, Pakistan's Inter-Services Intelligence (ISI), backed by the Pakistan Army, continues to support cross-border terrorism in Jammu and Kashmir through covert infrastructure, rebranded terror groups, and camouflage tactics using government premises.

Key terror outfits such as Lashkar-e-Taiba (LeT), Jaish-e-Mohammad (JeM) and Hizbul Mujahideen (HM) have received systematic military, financial and logistical support from ISI, including direct combat and intelligence training. The infrastructure aiding these outfits is embedded across Pakistan and Pakistan-occupied Jammu and Kashmir (PoJK), often hidden in public health units and near military installations.

Following sanctions from the Financial Action Task Force (FATF), Pakistan has rebranded these groups under new names like The Resistance Front (TRF), People Anti-Fascist Front (PAFF) and Kashmir Tiger (KT) to escape global scrutiny and falsely portray the terrorism as an indigenous resistance. However, the core leadership and operational command remain unchanged.

Intelligence sources confirm the continued operation of several key facilities:

• Markaz Subhan Allah in Bahawalpur remains JeM’s main operational hub. It is linked to the 2019 Pulwama attack and houses senior commanders including Masood Azhar.

• Markaz Taiba in Muridke, LeT’s key radicalisation and training centre, continues to churn out nearly 1,000 trained terrorists annually. Funded partly by Osama Bin Laden, it also hosted the 26/11 conspirators.

• Sarjal Tehra Kalan in Punjab operates from a Primary Health Centre and serves as JeM’s primary launch pad for infiltration and drone-based arms drops across the Samba sector of J&K.
• Mehmoona Joya facility in Sialkot, housed in a Basic Health Unit, supports HM cadres involved in operations in Jammu.

• Markaz Abbas, Kotli and Markaz Ahle Hadith, Barnala serve as key JeM and LeT bases, respectively, used for indoctrination and launching infiltration bids into Rajouri and Poonch sectors.

• Shawai Nallah camp, also known as Bait-ul-Mujahideen in Muzaffarabad, was one of the training grounds for 26/11 attackers. It remains operational, training LeT terrorists in arms and tactical warfare.

• Markaz Syedna Bilal and Maskar Raheel Shahid, both located in PoJK, continue to serve as training and transit hubs for JeM and HM terrorists, with active support from Pakistan’s Special Services Group (SSG).

These facilities not only provide arms and guerilla warfare training but also host radicalisation programs under religious pretexts. Hate speeches, such as one delivered by Masood Azhar in December 2024, continue to incite violence against India.

Pakistan’s continued patronage to these groups, under the guidance of ISI and Army, has enabled a robust terror infrastructure targeting Indian territories. The presence of such facilities under civilian disguise and the use of military-grade communication systems further expose the depth of Pakistan’s complicity in fostering cross-border terrorism.
