Road transport ministry rule: No new vehicle delivery without registration number plate

Mangaluru, Mar 21: Registration number plate is made mandatory on all new vehicles before they are delivered to customers.

Generally new vehicle buyers used to take delivery of the vehicle as soon as the payment is done to the vehicle dealer. But according to the new notification taken out by the union ministry for road transport and highways, from March 3, 2022 all vehicles should have Highly Secure Registration Plate (HSRP) before they are taken on road.

Buyers do not have the information regarding the new rule. They are urging the vehicle dealers to deliver them the vehicle as soon as they make payment. If the vehicle dealer tries to make the buyer understand the new rule, they think that it is done by the dealer and not the government.

There is no need to take the new vehicles to RTO as it wasa done long ago. All process is done on online. As soon as the buyer pays the money, the registration number gets generated automatically. If a customer wants unique number, then such person should visit RTO and pay extra amount to get the number. The registration number is sent to people who prepare number plates.

    This Vehicle Number Plate rule must be there since many years, but not followed. When I purchased my car in 2015, the number plate maker made the same plate for my car as shown in the image.

    This is indeed a good move and the local police should take strict measure to abide by this rule. Some cops dont even know about the rules and let the vehicle go, by taking some bride. This is a controlled measure which should be welcomed by all the citizens. It does not take long time to get the number plate and personally i have not taken any vehicle without the number plate been fixed. This also gives more authenticity to claim the insurance if the vehicle meets with an accident. RTO should issue the RC as well when the number is been generated and i dont see why they need to delay this process. As per international law when a vehicle is been fixed with number plate it is mandatory to have the RC also to be issued at the same time and this is happening in rest of the world expect in india.

    good decision..hope the vehcile dealers will not give some duplicate plates till the original one is ready...kuch bhi ho sakta hai third world corrupt desh mein....gujju gaddaron ko hatana padega...

    New rule is Good but someone from the GOVT should ask Mangalore RTO to ensure this is done. Number plates take around 2 to 3 weeks and RC is received almost two months later (have registered 6 vehicles in the past 8 months and same story). The last vehicle, I took delivery during 1st week of March (registration no is assigned) but dealer is still waiting for the number plates. Let them first fix RTO's and then implement the rule. Or else, police will start harassing new vehicle owners for nothing. I was stopped at Padeel recently and spent almost 15 minutes explaining this to the policeman.

    At times RTO office are out of stock on printer cartridges, it takes two weeks to get the supply. Why they can not provide printed registration cards on the spot???? No prize for guessing! Another important thing, can any one get work done on the list price on any vehicle related job???? New rules are fine....where is accountability and time frame????

    Monty, vehicles used in crime are mostly stolen ones with fake number plates not brand new - unregistered.
