Karnataka cadre poll observer checks PM Modi's convoy, gets suspended by EC


New Delhi, Apr 17 (Agencies): The Election Commission has suspended one of its observers for Sambalpur for violating its instructions that SPG protectees should not be checked.

Though official word from either the EC or the government is awaited, media reports stated that general observer Mohammed Mohsin had tried to check some luggage in the convoy of Prime Minister Narendra Modi on April 16, the day the PM addressed a rally in Sambalpur.

Mohammed Mohsin is a Karnataka cadre IAS officer.

An order issued by the EC stated that Mohammad Mohsin acted in violation of existing instructions of EC.

"It has been laid down that SPG protectees are exempted from checking. He should have known the instruction being an observer. The reason for suspension is dereliction of duty," a source was quoted in a media report.

The order exempting SPG protectees, including the PM, was issued in April 2014.

"Taking cognizance of the matter and based on available facts, the observer was placed under suspension and removed from the observer duty," an EC official said.

The commission has now deputed deputy Election Commissioner Dharmendra Sharma to visit Sambalpur to conduct a detailed inquiry and furnish a report in two days.

    The order issued by Election commissioner on April 2014 doesn't speak about exempting SPG protectees. Instead mentioned said order state that "There shall be a total and absolute ban on the use of official vehicles for campaigning, electioneering or election-related travel".

    The order only speak about the exemption for using official vehicles by SPG protectees Prime Minister and other political personalities. But it doesn't exclude anyone from searches.

    Suspension of an officer doing his duty is based violating which order? Does Election Commission has apparently cited a NON EXISTENT provision to punish poll observer?

    whether he is a common man or PM, rules says that SPG protectee shall be exempted from checking. When Mr. Robert Vadra is accompanying Mrs. Priyanka Gandhi (since she is a SPG protectee), then Mr. Vadra would be exempted from pre-embarkation check even in civilian airport.

    This "rule" is pulled out of thin air. in 2017, EC apparently stopped and checked Sonia Gandhi's vehicle when she was campaigning in UP. No rule back then?

    SC rightly said that EC has become toothless. EC can act agaisnt those who do their duty honestly and has no strength to act against the law breaking political leaders.
    Security check should be mandatory to everyone citizen of the country including PM or even to the President.
