Bangalore, Nov 7:
Its official. Karnataka Chief Minister Siddaramaiah has confirmed Home Minister K J George’s announcement on the State Government’s decision to refer the rape and murder case of 17-year-old Sowjanya, a student of Sri Dharmasthala Manjunatheswara (SDM) College, Ujire, Dakshina Kannada district, to the Central Bureau of Investigation.

The Chief Minister made the announcement in Bangalore on Thursday.

Speaking to reporters before attending a meeting of the Social Welfare Department, he said the government has referred the case to the CBI to unearth the truth behind the rape-and-murder of the student.

The pre-university student was allegedly found murdered in October 2012.

The Criminal Investigation Department (CID) of the State police had already probed the case and submitted a report to the government.
Several non-governmental organisations and parents of the rape-and-murder girl were dissatisfied with the CID probe.

Following continuous protests in the district, the Belthangady Congress MLA Vasanth Bangera and the Dharmadhikari of Dharmasthala Veerendra Heggade had written to the Chief Minister urging him to hand over the case to the CBI.

Lie Detection: General questioning and testing techniques. Polygraph. Cognitive polygraph. Event related potentials. Electroencephalography measures brain activity through electrodes attached to the scalp of a subject. The object is to identify the recognition of meaningful data through this activity. Images or objects are shown to the subject while questioning techniques are implemented to determine recognition. Facial EMG-Facial Electromyography refers to an electromyography technique that measures muscle activity by detecting and amplifying the tiny electrical impulses that are generated by muscle fibers when they contract. It primarily focuses on two major muscle groups in the face, the corrugator supercilii group which is associated with frowning and the zygomaticus major muscle group which is associated with smiling.

Voice analysis-Voice analysis uses computers to compare pitch, frequency, intensity and micro tremors. In this way voice analysis "detect[s] minute variations in the voice thought to signal lying. Functional Magnetic Resonance Imaging is a technique used for multiple purposes which shows the uses of oxygen by the brain, allowing for the identification of which portions of the brain are using more oxygen, and thus being used during a specific task. This is called the Blood Oxygen Level Dependent or BOLD hemodynamic response. Functional near-infrared spectroscopy also detects oxygen and activity in the brain like the fMRI, but instead it looks at blood oxygen levels. Brain observations Electroencephalography is used to detect changes in brain waves.
Brain fingerprinting or MERMER uses electroencephalography to determine if an image is familiar to the subject. Noninvasive lie detection using non-verbal behavior is performed by the Silent Talker Lie Detector

We should not get carried away by the Euphoria created by warring parties in this one particular case. It's really sad that Sowjanya met such an end. Considering India's appalling attitude towards women this incident is not an isolated incident. But the true intent of CBI probe should be to investigate all the multiple tens of murders of teenage girls in that area. What is the reason? Who is behind this? The rape and torture of women witnessed over India and those in Belthangady although has the same motive, but the people behind them in Belthangady taluk are deriving some amount of power and are shamelessly abusing that power. If unchecked, they have no reason to discontinue and those people especially should be brought to justice.

    Very True Basil,
Even the sowjanya case could have been handed over to the CBI much before the congress came into power. Not doing the blame game, but the BJP leaders who are currently pushing for CBI probe could might well have done it during their rule itself.
Spare a thought to the young girl who was tied and raped:-( God bless her with a lot of peace in heaven.

IT IS NOT SOUJANYA CASE ALONE BUT ALL 100 ODD SUCH CASES SURROUNDING BELATHANGADY TALUK BE REVIEWED BY CBI AND BRING THE CULPRITS TO BOOK AS EARLY AS POSSIBLE.
IF CM HAS GOOD INTENTION BEHIND CBI PROBE, HAS TO PROVE BJP HAD NO SUCH GOOD INTENTION. OTHERWISE WE PRESUME BOTH BJP & CONGI'S ARE TWO SIDES OF SAME COIN MAKING DRAMA FOR VOTE BANK POLITICS.

Accurate and comprehensive probe linking all other murders after and before Sowjanya, would be more important.

Also statements should be obtained from elected people's representatives, and other religious, for the basis of their independent statements, as it may have influenced the previous probe!

Good move by CM but the fact he had to wait for someones letter to announce it is still not digestible!

Hope Government appoints able authorities in CBI investigation committee who doesn't care for any kind of political influence.

This proves Congress is a Democratic and Peoples party. During the time of BJP rule we have not seen any case handed over to CBI. Even when people requested repeatedly they were deaf and blind.
Soon Congress will win the heart of public.
