UAE bans delivery backpacks for riders from January 2027

Dubai, Nov 7: Delivery riders in the UAE will be prohibited from carrying orders in backpacks from January 1, 2027, under new federal traffic regulations that introduce eight mandatory requirements for professional drivers and delivery vehicle operators.

The new implementing regulations under Federal Decree-Law No. 14 of 2024 on the Regulation of Traffic, issued through Cabinet Decision No. 174 of 2026, require delivery riders to use approved equipment to transport orders. They also prohibit motorcycle riders operating vehicles licensed for delivery services from carrying passengers.

Under the new rules, delivery drivers cannot use backpacks to carry orders and must adhere to approved loading requirements. They must also log into the systems installed in their vehicles and approved by the relevant authorities while operating them, and follow the prescribed instructions.

Delivery personnel will be required to wear the prescribed uniform and maintain a presentable appearance. They must carry their professional driving permits and produce them before the relevant authorities whenever required.

The regulations further prohibit drivers from transporting or delivering banned materials, prohibited items or anything that violates public order. Professional delivery activities cannot be undertaken without a valid permit or on the basis of an expired permit.

Drivers must also comply with any additional conditions imposed by the licensing or traffic enforcement authorities.

The regulations prescribe additional safety requirements for motorcycle riders. They are prohibited from operating motorcycles without holding the handlebars or while holding them with only one hand, except when giving a hand signal.

Riders are also barred from weaving through traffic, travelling at dangerous speeds or operating their motorcycles in any manner that could endanger public safety.

Wearing protective helmets will be mandatory, while riders must travel in single file, one behind another, unless circumstances require otherwise.

The rules further prohibit motorcycle riders from using another vehicle to tow or propel their motorcycles. They are also not permitted to carry passengers unless their motorcycles are specifically equipped for the purpose.
