New Delhi, Jul 2: The Delhi Police Special Cell has busted an alleged ISI-sponsored inter-state terror and arms network, arresting four men accused of planning a terror attack in the national capital on the instructions of Pakistan-based handler Shahzad Bhatti and his associates, officials said on Thursday.
Police said the accused were in regular contact with Pakistan-based operatives and used foreign phone numbers arranged by their handlers to evade detection. A case has been registered under relevant provisions of the Bharatiya Nyaya Sanhita (BNS) and the Arms Act.

The arrested accused have been identified as Shubdeep Singh alias Vishal (23) of Tarn Taran, Gurjant Singh alias Rishi (22) of Tarn Taran, Sajan Singh alias Honey (28) of Amritsar, and Gaganpreet (24) of Fatehgarh Sahib, all in Punjab.
During the operation, police recovered two foreign-made pistols, including a Zigana pistol and a .30 bore pistol, nine live cartridges and five mobile phones.
According to police, the investigation began after the Special Cell received specific intelligence that Shahzad Bhatti and his Pakistan-based associates were planning a terror strike in the Delhi-NCR region and had recruited youths from Punjab for the operation.
Based on technical surveillance and intelligence inputs, police carried out multiple raids in Delhi and Punjab, identifying and questioning several suspects.
The first breakthrough came with the arrest of Shubdeep Singh from Majitha Road in Amritsar. Police recovered a semi-automatic pistol, five live cartridges and two mobile phones from his possession.
During interrogation, Shubdeep allegedly disclosed that he was in contact with Pakistan-based handlers linked to the Shahzad Bhatti network and had been receiving arms and narcotics through drones.
His interrogation led to the arrest of Gurjant Singh and Sajan Singh in Punjab. Police recovered a Zigana pistol, four live cartridges and two mobile phones from them.
Police later arrested Gaganpreet in Delhi on April 24, 2026, recovering a mobile phone containing what investigators described as incriminating material.
According to the Special Cell, Gaganpreet had allegedly been tasked by his Pakistani handlers with conducting reconnaissance of religious places and police establishments in Delhi and carrying out a firing incident in the city.
Further investigation is underway to identify other members of the network and establish the full extent of the alleged conspiracy, police said.
