New Delhi, Mar 18: The union cabinet, chaired by Narendra Modi, on Wednesday approved the Bharat Audyogik Vikas Yojna (BHAVYA) with an allocation of Rs 33,660 crore to develop 100 plug-and-play industrial parks across India, aiming to boost economic growth and create large-scale employment.
The BHAVYA scheme is designed to deliver world-class industrial infrastructure, unlock the country’s manufacturing potential, and enhance ease of doing business. It builds on the success of Industrial Smart Cities under the National Industrial Corridor Development Programme (NICDP) framework and will be implemented in partnership with states and private sector stakeholders.

At the core of the initiative is a focus on deregulation, streamlined approvals, single-window systems, and investor-friendly reforms led by the states. The scheme will enable industries to move from intent to production rapidly by providing pre-approved land, ready infrastructure, and integrated services, significantly lowering entry barriers.
Industrial parks ranging from 100 to 1,000 acres will be developed, with financial support of up to Rs 1 crore per acre for core infrastructure, including internal roads, underground utilities, drainage, common treatment facilities, ICT systems, and administrative services. Value-added facilities such as ready-built factory sheds, built-to-suit units, testing labs, and warehousing will also be financed. Additionally, social infrastructure, including worker housing and support amenities, will be supported.
External connectivity and integration with existing networks will receive funding of up to 25% of the project cost. Projects will be selected through a challenge mode, prioritizing high-quality, reform-oriented, and investment-ready proposals.
The parks will be designed as sustainable, futuristic ecosystems aligned with the PM GatiShakti Principles, enabling seamless multimodal connectivity and efficient last-mile access. Emphasis will be placed on green energy, sustainable resource use, and integrated underground utility corridors for maintenance efficiency and uninterrupted industrial operations.
BHAVYA is expected to generate substantial direct and indirect employment across manufacturing, logistics, and services sectors while catalyzing significant investments nationwide. The scheme will extend to all states and Union Territories, supporting cluster-based development, co-location of industries, and strengthening domestic supply chains.
Primary beneficiaries include manufacturing units, MSMEs, startups, and global investors seeking ready-to-use industrial infrastructure. Secondary beneficiaries encompass workers, logistics providers, service enterprises, and local communities, driving inclusive industrial growth across India.
