Meerut, Aug 18: A shocking incident at Bhuni Toll Plaza in Meerut, Uttar Pradesh, has triggered outrage after Indian Army soldier Kapil Singh was allegedly tied to a pole and brutally assaulted by toll staff on August 17.
Kapil Singh, who was on his way back to duty in Srinagar after completing his leave, had requested toll staff for a quick passage as he had a flight to catch. Instead of allowing him through, the staff allegedly snatched his Army ID card, tied him to a pole, and thrashed him with iron rods.

The soldier’s father, Krishan Pal, expressed anguish and demanded strict punishment. “We were on our way to drop him at Delhi Airport. He only requested to be let through quickly. They threw away his Army card, tied him up, and beat him mercilessly. Strict action must be taken,” he said. His brother, Pradeep, alleged that nearly 10-12 men joined in the assault.
The incident sparked widespread anger, prompting police action. Six toll plaza employees have been arrested, while further arrests are expected on the basis of video footage. An FIR has been registered under attempt to murder, unlawful assembly, and robbery charges.
Condemning the attack, the Indian Army’s Central Command assured justice. In a post on X, it stated, “Indian Army strongly condemns such an incident against a serving soldier. UP Police have been approached to bring the guilty to book. The Army will pursue the case to its logical conclusion.”
Taking stern measures, the National Highways Authority of India (NHAI) imposed a penalty of Rs 20 lakh on toll contractor M/s Dharam Singh and initiated termination of its contract. The agency has also been barred from future toll plaza bids.
Meanwhile, local residents staged protests demanding strict punishment. The district administration conceded to their demands, which included dismissal of the accused staff, addition of more names to the FIR, a 10-km toll-free stretch around the plaza, and public display of toll-free village names.
SP Rural Rakesh Kumar Mishra confirmed that the victim, Kapil Singh, had only requested passage due to his flight, and the staff resorted to violence. SSP Vipin Tanda added that the case is being treated with utmost seriousness.
The brutal attack has raised questions on security and discipline at toll plazas, with authorities promising stern action to ensure such incidents do not recur.
