PWD to launch statewide drive to remove illegal roadside structures from May 21

Mapusa, May 20: In a sweeping move aimed at reclaiming public spaces and ensuring road safety, the Public Works Department (PWD) is set to initiate a major crackdown on illegal roadside structures, carts, stalls, and gaddas across Bardez and Pernem talukas starting May 21. The operation is being launched in compliance with a directive from the High Court of Bombay at Goa and a circular issued by the Principal Chief Engineer, PWD (NH, R&B).

A public notice issued by Executive Engineer Vincent D’Souza of PWD Division XIII has warned that all encroachments—movable or immovable—within the Right of Way (ROW) and along road edges in Pernem, Mandrem, Tivim, Siolim, Aldona, Saligao, Calangute, Porvorim, and Mapusa will be cleared without compensation.

“Any structure deemed a nuisance, obstruction, or danger to pedestrians and motorists will be permanently dismantled,” said D’Souza, reiterating that such occupations constitute illegal encroachments on government land.

The operation is aimed at improving traffic flow, enhancing road safety, and preparing for future road widening projects. Local governing bodies, including deputy collectors, village panchayats, and municipal councils, have been directed to inform violators in their respective jurisdictions.

Speaking to Daijiworld, a senior PWD official clarified, “This is not a move against livelihoods, but public safety and urban planning cannot be compromised. Vendors are advised to shift to designated vending zones, if available.”

The official added that this is the final warning to encroachers. If structures are not voluntarily removed by the set deadline, the PWD will use heavy machinery to carry out forced demolition, with no provision for compensation.

Residents and business owners have been urged to cooperate with authorities to avoid inconvenience. Officials have also hinted that this initiative may be extended to other talukas across Goa in the coming months as part of a sustained statewide campaign to clear public roads of illegal encroachments.

The operation marks a significant step toward reclaiming public infrastructure and streamlining urban mobility in the state.
