United Nations, Apr 30: UN secretary-general Antonio Guterres has called for justice and accountability following the April 22 terrorist attack in Pahalgam, Kashmir, that claimed the lives of 26 people, mostly tourists. He conveyed his concerns in separate conversations with Indian external affairs minister S Jaishankar and Pakistan’s Prime Minister Muhammad Shehbaz Sharif, according to UN spokesperson Stephane Dujarric.
Guterres strongly condemned the attack and emphasized the need to bring the perpetrators to justice through lawful and transparent means. At the same time, he expressed deep concern over the escalating tensions between India and Pakistan in the aftermath of the incident.

“The secretary-general also expressed his deep concern at rising tensions between India and Pakistan and underscored the need to avoid a confrontation that could result in tragic consequences,” said Dujarric.
Warning of global ramifications, Dujarric noted that any confrontation between the two nuclear-armed neighbours would be ‘catastrophic’ not only for South Asia but for the world at large.
The UN chief reiterated his call for both sides to pursue de-escalation and offered his good offices to support peace efforts a standard diplomatic gesture indicating willingness to mediate, but only if both parties agree.
However, India has consistently declined third-party mediation, citing the 1972 Simla Agreement with Pakistan, which mandates bilateral resolution of all disputes.
“Secretary General's good offices are always available should both sides agree to it,” Dujarric clarified.
As diplomatic channels remain tense, global leaders continue to urge restraint and dialogue to prevent further deterioration in the already fragile India-Pakistan relationship.
