Mangaluru, Sep 19: For strengthening the organizational framework of the party and to implement various programmes, with an eye on the coming Lok Sabha election, Dakshina Kannada District Congress Committee has appointed observers to each of the eight assembly constituencies here and again assistant observers for each of the block committees.
