New legislation for BBMP’s effective functioning, says Deputy Chief Minister

Bengaluru, Jul16: A new legislation for the effective functioning of Bruhat Bengaluru Mahanagara Palike (BBMP) will be brought soon, Dr G Parameshwara, Deputy Chief Minister, said in Bengaluru on Monday.

Addressing the media after a meeting with the members of the State Legislative Assembly and Legislative Council as also the MPs in Vidhana Soudha, he said the members suggested the framing of a new legislation for the effective functioning of BBMP, which was presently functioning under the Karnataka Municipalities Act.

“The State Government has accepted the suggestion in principle and a comprehensive legislation will be framed and implemented soon,” he said.

Dr Parameshwara, who is in charge of the Bengaluru Development and Home portfolios, held the meeting to discuss the issues pertaining to Bengaluru and its development.

He said the high-level committee headed by former Chief Secretary B S Patil has suggested spitting the BBMP into five separate entities for the effective functioning. In view of the State Government’s decision to bring a new comprehensive legislation for BBMP, the government will examine the B S Patil committee’s recommendations, he mentioned.

Pointing out that the State Government has allocated Rs 10,000 crore for BBMP, excluding the allocations to Bengaluru Metro and Bengaluru Water Supply and Sewerage Board (BWSSB), he said a work plan for replacing the streetlights with LED bulbs all over the city.

He promised to undertake city rounds in all the 28 assembly constituencies in the City from next week to hear the grievances of the people and also meet the legislators. "I plan to visit 3 to 4 assembly constituencies per day,’’ he said.
Dr Parameshwara said the legislators had advised the Government to ensure that the 76 government schools functioning within the BBMP limits must be entrusted to the BBMP as the civic body was already running 156 government schools. "We will examine the suggestion and take a decision soon,’’ he said.

5,000 CCTV Cameras to be installed

He mentioned that that the State Government has decided to install 5,000 CCTV cameras under the Nirbhaya programme as part of the drive to ensure safety and security of women and children.

The Deputy Chief Minister promised to ensure effective implementation of the Sakala programme by covering more services to the citizens.

As part of the drive to find a permanent solution to the recurring problem of potholes in the city, development of most of the roads under the Tender Sure programme is being taken up. The problems of potholes will be solved soon, he said.
He also said the BBMP officials have been asked to pay the wages of civic workers from time to time.

Officials have been directed to desilt the rajakaluves and creating buffer zones. Survey work on the rajakaluves is under progress and would be completed shortly, he said.

Though use of plastic has been banned as an environment friendly measure, he lamented that production of plastic bags and containers was going on unhindered. Steps are being taken to effectively enforce the ban, he said.

The Deputy Chief Minister said flex and buntings were being used indiscriminately and steps are being curb the menace.
He said the legislators have offered suggestions on effective disposal of garbage and its processing. While taking steps to implement the suggestions, he said a couple of pilot projects for generating waste energy by processing garbage will also be taken up.
