Bengaluru: Feeling demoralized, let down, IPS Association writes to chief secretary

Daijiworld Media Network - Bengaluru (SP)

Bengaluru, Mar 12: At a time when the state government has been trying its best to maintain the standing and hold sway in the face of criticisms by opposition parties and faux pass committed by their own party functionaries, the government is now feeling the heat of revolt by IPS officers. The revolt is happening at a time when the government is preparing to face the assembly election.

The opposition parties have been claiming that the functioning style of the chief minister and other ministers have been demoralizing police officers and that criminals are not fearing police officers anymore. Now, police officers too are of the opinion that the political leaders have been hijacking probe into important cases and thus demoralizing the police force. In trasfers too they do not follow the rules, which in turn, results in failure of police in discharging their duties, they say.

Karnataka IPS Officers Association chief, Dr Rajvir Pratap Sharma, who is the additional director general of police, has written to the government's chief secretary, K Ratna Prabha, on March 8, asking her to convene a meeting soon to restore the respect Karnataka police commanded in the past.

The transfer rule that has been reduced to one year has not been of any help as police officers do not find time to establish and acquaint themselves properly. In several cases, police are being punished for discharging their duties. The letter dated March 8 written by Singh also appears to strengthen the notion about political interference in handling of recent Nalapad attack case.

There is a feeling that investigations were hijacked by politicos in certain cases and there is suspicion of interference in cases pertaining to deputy superintendent of police, Ganpaati and IAS officer, D K Ravi, etc. In Ganapati case, minister, George had been named. Some of the persons accused of attacking government officials and police officers are seen in the company of political leaders in public. During the last four and half years, six officers were posted to the post of Bengaluru commissioner. Police are being t reated as last in the chain of system maintenance, continuity and trust. The letter mentions that the police do not seem to be discharigng their duties properly.

The letter appears to refer to attack by goondas in the office premises of IAS officer, Rashmi at Mysuru. She had to wait for hours to register first information report. A politician had prepared to burn government ofice by pouring petrol. Spots like Lokayukta office are witnessing attacks.

Look at this gentleman, making this comments! Now only he feels demoralised, when nearing election dates?? Very clear, these are puppets in the hands of Ring Masters. If he would have been perfect and honest, he would not have done this now but would have done at an neutral timeframe. This is exactly what those 4 Sr. Judges of SC expressed. Now where are they?? Democracy!! People need to realise or else, Sabka saath, sabka Vinash....

My only observation is regarding the relocation of Police Officers. They are at times transferred within months of taking over their duties at a particular place. It takes some months and sometimes about a year for an officer to study the prevailing situation and take corrective actions wherever and whenever called for However by the time the concerned officer takes up the relevant issues, he is transferred.

Hope The Government will make a serious note of the situation and take remedial measures

In Nidra Rajas Gunda raj ,naturally Police feel demoralised. See the case
Of Harris and george. Police is under so much pressure as if they are pawns in the hands of corrupt politicians. Also how Saskala is getting 5 star vip service in the jail and Jaya Amma was released by our judicial court. People have lost faith in our police and judiciary system and realised that you can win and run the government by appeasement Bhagyas without much developments.

This is really ultimate and strong allegation on Govt functioning and its Ministers direct involvement to decide what is to be done by a police officer. They are purely acting like puppets and their right to investigate and implementation of law and order is withheld by these stupid elected members. GOVT has failed every where only few bhagyas are functioning to grab vote from poor people.. Give full power to Police officers to curb the crime and arrest all culprits and their gangs working to hinder comman man and publics...

Its really strange to see that all of a sudden Karnataka IPS Officers Association chief, Dr Rajvir Pratap Sharma, has realized that the police force is demoralized,
and that too at a time when the state is preparing to face the election.
Dr. Sharma is not a new comer IPS officer to this state. He is there since around last 25 years serving in different positions, with state governments ruled by Cong., JDS and BJP.
For all these years was everything alright and suddenly at this juncture demoralization started?!
Can somebody rule it out as a 'move to embarrass' the present state govt. and indirectly facilitate the saffron brigade to make best use of this opportunity for campaigning against the ruling party?

It is a very sad state of affairs and highlights the rot that has set in the system. It is not correct to say that a particular party is responsible for this, I would not hesitate to tar all the parties with the same brush. At the cost of repetition, I would say that the BJP and the Congress are like the two sides of a coin. The BJP is making noises now, but if at all they come to power, they will also behave in as reprehensible a manner as the Congress. They have already announced that cases would be dropped against many of their supporters. The casualty in all these cases unfortunately, are the sincere, truthful and law abiding police personnel, although few and far between. A fine example is Messrs Roopa. As long as these unscrupulous and corrupt politicians rule the roost, I don't find a silver lining. We are destined to plummet from bad to worse.

India is perhaps the only democratic country in the world where many services have people from the state(s) and the centre.

    It just cannot work!

Once the IAS/IPS etc are sent to the state, their reporting etc should only remain within that state.

It is the Government of the state that then communicates with the centre.

Otherwise the Central Government can cause a lot of havoc by polling various strings.

What is left if the top police officer in the state is unhappy with the government? This can have severe repercussion on the forthcoming elections. Further George had been named in DSP Ganapati’s case. Now where is his friend who said poor George is being targeted by the opposition only because he is from the minority community?
