Mangaluru: Swachh Survekshan survey - MCC urges people's support; may impose fines for littering

Mangaluru, Nov 3: Mangaluru City Corporation has started preparations for 'Swachh Survekshan-2018' programme launched by the central government to rank all the 4,041 cities and towns of the country based on infrastructure development for improved sanitation services and their sustainability, outcomes, citizen connect and visible impact on ground.

Elaborating the details of the survey, mayor Kavita Sanil said, "This first pan-India sanitation survey will assess sanitation levels in all the cities and towns of the country. It is the largest survey of its kind in the world. The methodology and weight ages for Swachh Surekshan-2018 have been modified to certain extent from those that were conducted in 2016 and 2017."

Calling for public participation in the survey, the mayor said, "In the last survey, even though we did good work in terms of cleanliness and waste segregation, we could not secure the top rank because of lack of awareness among the public. This year, the government has directly sought report from the citizens. Hence I request citizens to give their opinions by phone or by downloading the app on mobile phones or tablets.

"Compared to other cities, Mangaluru is far ahead when it comes to cleanliness. Segregation of waste at source, liquid waste management, maintenance of community/public toilets and decentralized waste processing practices have been added in the survey criteria. So I request every person in the city to participate in this survey," she urged.


Fine for littering

MCC commissioner Mohammed Nazir said that the city corporation is planning to introduce heavy fines on those who litter the surroundings and public places. "We will impose fines ranging from Rs 100 to Rs 5,000 on those who litter public spaces. We will soon announce the date of implemention."

    One person from every house come out at least once in a week and pick the plastics papers and other garbage which is on the road and at the gate be picked and packed and given to the Anthony vehicle. More over the. Anthony vehicle staff, and school children's vehicles may be asked to pick the garbage which has come out from the vehicle. Usually school going children are eating and throwing the sachet on the road and other place. The person who are doing efforts to keep the premises clean may be appreciated

    Every person of a house , building voluntarily come out once in a week and pick the Plastics,papers, and other garbage, which are laying on the road or infront of their gate be packed and given to the Anthony vehicle. Moreover the garbage collecting vehicles staff, school children's vehicles may also be asked to pick the garbage thrown by their own inmate.

    Mayor Kavita Sanil, before starting preparations for 'Swachh Survekshan-2018' will please respond, to the general compliant made by school to remove the illegal two wheeler garage(hut), of which the roof metal sheets rest with school compound wall which pose dent to the society. You will be blessed with thousand folds if taken positive action.

    Till July 01, 2017, the service tax was 15% which was including swatch bharat tax and krishi kalyan tax. Now that is replaced by 18% GST. Logically speaking ,the swatch bharath tax and krishi kalyan tax are now included in GST. But, from inception of this swatch tax, I do not find anything happening in cleanliness in Mumbai, rather than, the filth, the foul smell and mounds of litter in every street corner can be seen. The plastic and other litter around railway tracks from Kalyan to Dadar and from Virar to Dadar are not removed from the last many years. In northern Indian cities, the things are still worse.

    Excellent idea. Every citizen has a right to question uncleanliness in The City and on the roads. Littering on roads in U.S.A. attracts a fine of $250/-. Not a piece of paper is seen on roads. People from all over India should follow this kind of code of conduct and keep the cities clean. Mangaloreans are well educated and they could take the lead role.

    It would be a good idea for the mayor or The Corporation commissioner to invite the public to do voluntary service in this direction. Well meaning people could form a body to look into this area and form group like THE TRAFFIC WARDENS AND BOOK DEFAULTING CITIZENS.

    The Municipal Commissioner is the chief executive officer of the Municipal Corporation. Though the Mayor is the head of the house, his/her role is largely ceremonial and almost all powers are vested in the Commissioner. These commissioners are from IAS, deputed to state service. The post is transferrable and the candidates can be given any other administrative job anywhere in India, until their retirement.

    In our area in Mannagudda, sewerage water is flowing in the gutter for the past 23-30 years. Even after new UGD lines are laid and interconnected with old lines, gutter is still flowing with sewerage water. Who will impose fine on MCC for its failure to maintain the drainage system?

    What Swatch Bharath you are talking about, just come out from MCC Office & roam around city then you will find the garbage every where.

    On National Highway 66, just 100 meters from Haleyangadi City junction both side of the road every day locals dump Garbage in huge quantity.

    No MLAs, MPs or Corporators bothered to take action. Mayor should travel around Municipality area, and local MLA 's should go around their constituency, then they can find this.

    Alert Village Panchayath Offices staff to take action in their area too.

    Just gathering for meeting & giving press reports no use.

    Everywhere citizens suffering from Dengue & other diseases .
