Railway Earnings Set to Exceed One Lakh Crore Mark: Mamata

New Delhi, Feb 25 (Agencies)  With highest ever allocation of Rs.57,630 crore ($13 billion), Railway Minister Mamata Banerjee Friday presented the rail budget for 2011-12, promising to move fast to build a stronger railroad infrastructure while addressing the needs of the average person.

From more money for better safety and several industrial parks under the public-private partnership model to new coach factories and rail-based industries, the budget sought to address all constituencies - the needs of the corporate sector as well as average passengers.

"We have taken a two-pronged approach. On the one hand, building sustainable, efficient, rapidly-growing railways. On the other, having an acute sense of social responsibility towards the common people," Banerjee told the Lok Sabha.

"In this budget we have attempted to combine a strong economic focus with an equivalent emphasis on social inclusion with a human face," she said in her opening remarks of what was her fifth such exercise as railways minister.

The latest rail budget also comes against the backdrop of the assembly elections due soon in the home state of the minister, whose Trinamool Congress has set its eyes on forming the next government.

Opposition members, especially those from the Rashtriya Janata Dal, Samajwadi Party and the Bharatiya Janata Party, were up on their feet, protesting what they said was undue attention to West Bengal in the annual rail budget.

But Banerjee was equally fiery. "I am proud of my state. I'll do whatever possible for West Bengal along with what I'll do for other states of my country." This led to some disruptions, forcing the minister to stop her speech on several occassions.

In the previous two rail budgets for the United Progressive Alliance government, Banerjee had announced 122 new trains in 2009-10 and another 54 a year later, without altering the freight or passenger tariff rates.

Indian Railways, the world's second largest under a single management, has a network of 64,099 route km to ferry as many as 18.9 million passengers on 7,000 trains daily from 6,906 stations. It also runs 4,000 freight trains to carry 850 million tonnes of cargo.

Following are the highlights of the budget:


* Safety first priority; accident rate has come down.

* Decision to start pilot projects to give shelter to homeless people.

* Outlay of 57,630 crore for 2011-12, the highest investment in one year.

* Rs.10,000 crore to be raised through railway bonds.

* Pradhan Mantri Rail Vikas Yojna to be launched.

* Industrial park to be set up in Nandigram, West Bengal.

* Fund to be created for socially desirable projects.

* First coach from Rae Bareli factory in next three months.

* Work on wagon factory in Orissa to begin after land is acquired.

* Railways to set up factory in Jammu and Kashmir.

* To set up Metro coach factory at Singur, West Bengal.

* Manipur to be soon connected to railway network.

* Centre for excellence in software to be set up at Darjeeling.

* Combines strong economic focus along with inclusion.

* Develop business-oriented policies to aid industry.

* Happy to announce 85 PPP proposals received; set up single-window system to take these forward.

* Decide to set-up rail-based industries.

* Upgraded class of air conditioned travel to be introduced shortly.

* Anti-collision device, successful in North West Frontier Railway, to be extended to three more zonal railways.

* Will add 180 km of rail lines in 2011-12.

* All-India security helpline set up.

* To adopt modern technology through centres of academic excellence.

* Work started on two dedicated freight corridors.

* Work on upgrading 442 stations to be completed by March 31.

* First coach from Rae Bareli factory in next three months.

    Ronald madtha, Borimar/ Mumbai/ Maldives along with Nalin and Sadanand Gowda. What are your congress Oscar and Moily doing in central. Are they not from our districts. Is there any rule that only Nalin and Sadanand Gowda have to work towards our districts. Even Oscar and Moily can work for our districts as UPA govt ruling in the central. Oscar and Moily are seen in our districts only during some inaugural functions

    Where Is Mr. Nalin Kumar Kateel & Mr. Sadananda Gowda. Is Mr. kateel understood what Mamata was telling or taking a nap like Ananth Kumar? Where is Big Mouth Sadanada Gowda....He Only Talks here or in parliment also. If you really worried of Coastal Karnataka dont allow this budget to pass in parliment

    Dear brother nagesh kumar, first and foremost i am a indian. Then comes i am a native of mangalore born and bought up here. Presently working in Bangalore and sometimes go to USA on deputation. BJP is also corrupt, but definately much better than congress. And for your kind information Railway budget is not a favour done to BJP or any other party by UPA govt. It's for Indian citizens as a whole. So UPA govt has to think about indian citizens first.

    I watched the budget presented by Railway Minister. It is fantastic and realisic. She has done lot of home work and she knows each and every aspect of the requiremtnt and working of the system. Oh! we are so lucky to have such a intellegent Minister. Let the opposition leader learn some tips from this great leader instead of oppening her fealthy mouth.

    Nagesh Kumar, Mangalore for your kind information railway budget is d by central UPA govt and not state BJP govt. So why are you blaming BJP for this ?? Please blame your central UPA govt as corrupt and not the BJP. Also people like oscar and Poojary have not done anyting for our districts. He is seen in our districts only during some inaugaral functions that's it. Poojary is seen only in some press conferences giving unneccessary comments against BJP.

    Budget is good only for other part of karnataka,not for Mangalore.
    Hassan-B'lore line not completed yet, its very important for costal karnataka.There is no inter city train facility to M'lore-b'lore. Mangalore till under control by mallus, no division to Mangalore yet. Muniappa santioning new dead lines ,intead of finishing old lines. Totally mangalore is ignored by our & MP's & MLAs.Wake up ,jai hind, jai karnataka.

I think, Bangalore to Mangalore day train has been extended up to Karwar, Mumbai CST to Mangalore Train has been made daily, Mangalore to Palghat Intercity has been sanctioned, Madgoan to Velankani weekly train has been itroduced.     Vasant Raj & Dr Shankar, why are you so negative and crying. When people of Karnataka want to elect currupt BJP leaders to power to rule them, this is what is expected and deserved. People of Karnataka do not jave a choice. There are good for nothing leaders like Oscar, Poojary in congress whom the people always throw out in election.     Nice budget, karnataka is given importance because of Mr. Muniyappa. Congress M.P's are doing well trying get big share for karnataka despite BJP's corrupt govt. in the state. Thanks to Soniya Gandhi, Congress loves Karnataka very much bcz when all most all states rejected Congres in 1977 kannadigas stood with Mrs. Indira Gandhi and elected her from Chikka Mangalore.(but my fly was with Jantha party along with Dr. V. S. Acharya at my constituency)

    I saw in TV9 news english channel..2 relevant points..one of the extension of Yeshwanthpur train to Karwar(No idea which one) and secondly intoduction of a new bangalore-mangalore train..got no confirmations from anywhere else ! Hope daiji folks can break the good news :)

    Mangalore is always neglected in every railway budget. No improvements in railway stations. Electrification of Shoranur- Mangalore line is not done.Construction of 2nd bridge over Netravathi river is in slow progress.Bangalore - Manglore trains are always extended to karwar and kannur depriving Mangaloreans. This budget is maid for forthcoming West Bengal elections
