India, Saudi Arabia sign extradition treaty, pledge to fight terror

RIYADH, Mar (PTI): India and Saudi Arabia on Sunday vowed to jointly combat terrorism and money laundering as they signed an extradition treaty and several agreements to raise their cooperation to a strategic partnership covering security, economic, energy and defence areas.

Prime Minister Manmohan Singh and Saudi King Abdullah who held wide-ranging discussions here, signed the Riyadh Declaration outlining the contours of a new era of strategic partnership between the two countries.

After the unprecedented welcome on Friday when the entire Saudi Cabinet was present to receive him at the airport on his arrival, Singh was accorded a grand reception at the imposing Al Rawadah Palace.

King Abdullah received the Prime Minister and participated in the whole welcome ceremony, a rare honour bestowed on visiting dignitaries.

Both sides emphasised the importance of strengthening the strategic energy partnership in line with the Delhi Declaration of 2006, including meeting India's increasing requirement of crude oil supplies and identifying areas of new and renewable energy. India invited Saudi Arabia to participate in crude storage facilities in the country.

The two leaders condemned terrorism, extremism and violence affirming that it is global and threatens all societies and is not linked to any race, colour and belief.

Both sides agreed to enhance cooperation in exchange of information relating to terrorist activities, money laundering, narcotics, arms and human trafficking, and develop joint strategies to combat these threats.

The extradition treaty, signed by health and family welfare minister Ghulam Nabi Azad and Prince Naif bib Abdulaziz, second deputy prime minister and interior minister, further enhances existing security cooperation and will help in apprehending wanted persons in each other's country, Vijaya Latha Reddy, secretary (east) in the external affairs ministry, told reporters here.

Besides this four other agreements were inked in the presence of the two leaders. These are relating to transfer of sentenced persons, cultural cooperation, memorandum of understanding between Indian Space Research Organisation and King Abdulaziz City for Science and Technology for cooperation in peaceful use of outer space and joint research and information technology.

Four other agreements were signed during the day, including one by Tata Motors to supply school buses worth USD 80 million.

The six-page declaration said keeping in view the development of relations between the two countries, and the potential for their further growth, the two leaders decided to raise their cooperation to a strategic partnership covering, security, economic, defence and political areas.

The two leaders agreed to continue strengthening defence cooperation in a way that realises the common interests of Saudi Arabia and India.

Both Singh and King Abdullah discussed the peace process in the Middle East and reviewed the ongoing efforts.

They hoped there would be early resumption of the peace process in accordance with UN Security Council resolutions and the Arab Peace Plan with a view to address all key issues of the dispute comprehensively and within a definite time-frame leading to the establishment of a sovereign, independent, united and viable Palestinian state.

The two leaders emphasised that continued building of settlements by Israel constitutes a fundamental stumbling block for the peace process.

The declaration said Singh and King Abdullah reiterated their support for the ongoing international efforts to resolve the issues relating to Iran's nuclear programme peacefully through dialogue.

They asked Iran to respond to these efforts in order to remove regional and international doubts about its nuclear programme.

This was especially so as these efforts ensure the right of Iran and other countries to peaceful uses of nuclear energy according to the yardsticks and procedures of the IAEA and under its supervision.

The situation in Afghanistan figured in the talks and the two leaders called for preservation of the country's sovereignty and independence.

They supported the efforts of the Afghan people to achieve stability and security, protected from exploitation by the terrorist organisations.

    Fathima mangalore,first of all u r disguised i kno n majority commentators kno.I ve spent my life in saudi.No men can afford so much money to the woman how much they do.They live life king size.Do u kno in beauty parlour how much they spend more than 2000 riyals. I ve seen this .That city is given already bounty of richness with oilfields,dryfruits,olives etc.Majority locals have business in oilfields.So y the woman should work. MAIN REASON THT SAUDI HAS THE LEAST RAPE CASE IN THE WORLD COZ MAJORITY WOMAN ARE AT HOME,THEY PREFER GOING OUT WITH THEIR MEN NOT ALONE N THEY HAVE FULLY COVERED DRESS...EVEN FACE N ULTIMATELY LAW IS STRICT FOR CULPRIT.. B4 commenting abt rights of woman OF any country u shuld ask the particular woman.So plz stop ur nonsense.

    India's relations with Saudi Arabia has always been cordial and valuable. India has always played an important role in the stability of the Middle East and has contributed a great deal of tact and diplomacy in difficult political situations that have arisen from time to time in all the Gulf countries. India's secular values have always been admired by Saudi Arabia. Now that India is one of the major clients for Saudi Arabian hydrocarbons including Petrochemicals, a visit of India's Prime Minister to the Kingdom will solidify the relations for a long term political as well as economical considerations of both the countries. India's peaceful co-existence not only with neighbouring Pakistan but also with Afghanistan, Iran and even Yemen and Iraq is very valuable to Saudi Arabia. Indians have played an exemplary role in Saudi Arabia in all professional contributions and therefore a close bilateral relations between the two countries on so many areas of life will be beneficial to both the countries. We have a tremendous affection and respect for the Saudi Kingdom and the people because we have exerted our precious time and talents in the Kingdom for over twenty glorious years with lot of respect and satisfaction. May the relations between the two countries continue to flourish at all times.

    Taking Saudi into confidence by our PM’s visit to Saudi Arabia was one of the best step India has ever taken to control terrorism because the Pakistani Al-Qaida/Taliban, like our home grown RSS/Shiv Sena strive on exploiting religion for their hidden agenda and collect huge fund from the rich Gulf countries specially Saudi Arabia. Once the Muslim world realizes that Al-Qaida and Taliban are exploiting their religious sentiment for the hidden agenda then the flow of fund will automatically stop to these evil organisations. When they don’t have fund to attract new Muslin youths and to procure sophisticated armaments then automatically their Organisations will become weak and the Pakistan Govt will be in a comfortable position to arrest the dominant Al-Qaida and Taliban terrorists without opposition from the religious lobby.
    Further, the administration can take Al-Qaida and Taliban’s weakness as Pakistan Government’s strength and bring all those terrorist organisations, the funding and the training camps under the government and Police control.
    On the world scenario, USA and Europe’s economical downfall is in our advantage. Japan and other Far East nations have switched over to economically fast growing China and our neighboring oil rich gulf countries will invest their trillions of dollars with us if we introduce Islamic Banks in our country. We can use this fund for our badly needed infrastructures and other essential world standards for speedy growth of our economy.

All the main streets in Riyadh you can see with full of Indian flags flying high throught the street. As per the strategic report KSA holding largest expatriat Indian community working outside India comparing all countries in the world more than 1.7 million work force. This new era of relationship will boost both countries economic well.

    Believe it or not....this treaty can be a two edged sword. Remember in NOV2009, Saudi Ambassador to India Faisal Al-Trad walked out of an international conference of jurists in protest after Ram Jethmalani's accusation that the wahabi sect of Islam was responsible for the terrorism.
