The govt needs to set the measurement criteria for the success of its programs ..is it in place is the big question.
Each govt servants job description should be clearly mapped ..for purpose of accountability and better governance . Any task or service the govt provides to the citizens should have clear SLA (Service level agreements) defined ,..the service should be delivered on time...if there are SLA violations ..the govt should repay or provide compensation.
It should also use technology to provide such services.
