Mangalore, Feb 29: Present day generation has failed tackling the practice of maladministration either by negligence, inactiveness,” said lokayuktha Justice Santosh Hegde.

He was addressing the gathering, after inaugurating one day seminar on "Role of Civil Society in Good Governance" organized by the political science teachers' association in collaboration with St Agnes College in College conference hall here on Friday February 29.

Justice Hegde opined that parents should impart necessary values to their children to build up a value-based society.

Analyzing the constituent assembly debate he said, constitution framers of India did not prescribe any basic qualification for the members of the parliament because they had immense faith on the citizens of this country. He further added that value-based life experience is more significant than the degrees; he justified it by giving an example from the constituent assembly debate. He further informed that the Right to liberty advocated in the Article 21 of the Indian constitution was propagated by those members who had not any degree under their belt.

Prof Nancy Rita D'Souza, president of Mangalore varsity political science teachers' association, presided over the function and Sr Prem, principal of St Agnes College was present on the occasion.
