New PAN card regime comes into effect from Jan 1


New Delhi, Jan 1 (DHNS) : Eyeing to curb black money and widen the tax base, the government has effected changes in rules related to the use of PAN from Friday.

Under this, quoting the PAN will be mandatory for cash payment to settle hotel bills or buying foreign travel tickets of and above Rs 50,000.

For non-luxury transactions, too, quoting PAN will be required for payment of above Rs 2 lakh in cash or through card. Purchase of jewellery above Rs 2 lakh or immovable property above Rs 10 lakh will also require the same.

Besides, opening of bank accounts other than under the Pradhan Mantri Jan-Dhan Yojana or term deposits with banks exceeding Rs 50,000 at one go will require the PAN. If an individual deposits Rs 5 lakh in a bank, post-office or non-banking financial institution in a year, he or she can to do it only with help of PAN. Twenty types of transactions have been listed by the government which will be regulated under the new PAN regime in the new year.

Those who do not have PAN number are required to fill a one-page form with details of valid proofs of identity and address like Aadhaar and Voter ID for all such transactions.

The move is in line with the government’s aim to curb black money in circulation. The government also aims to widen the tax base by obtaining more information about tax-payers through these measures.

Any false declaration by an individual not possessing the PAN card can earn him up to a seven-year jail term and a hefty fine under income-tax regulations.

The PAN is a 10-digit alphanumeric number issued in the form of a laminated card by the IT department to any person, firm or entity.

    Govt should evolve a scheme open to individuals wherein any person giving the name of persons having black money,ill gotten assets like immovable property will be rewarded keeping his/her identity secret.This will enable the govt to unearth abundant black money held by the public including politicians.Will the govt dare to do this in the interest of the nation?

    The day will come soon. If they dont Oil prices then soon we will find Daal in Jewellery shops.These Ambanis are ruling India. Its very sad but true. They wont allow the oil prices to be dropped. First trace these politicians who already have multi crores of black money and illegal property in India & abroad , black list them and give permanent retirement from the politics.     I do vouch with the comment/opinion of Valerian D'Souza,Udupi/Mumbai.In reality all these things like law and order,price rise and natural calamity etc are affecting only poor and middle class people because of their sincerity and honesty,but not affecting the rich,bureaucratic and politicians.They can play the dirty game according to their convenience and turn their table towards them due to their money power.But poor and middle class people cannot play this dirty game but have to suffer because of these dirty people.Rich people's money is staked either in foreign banks or hidden somewhere else.These are all Nautanki/drama just to fool the public

    It is a welcome move. Though it will affect common man, the real culprits will easily escape.
    1. A builder pays bribe to so many dept officials, there is no receipt and hence no PAN.
    2. One sells flat 30% black, no PAN.
    3.Politicians, goondas, police extort money, No PAN.
    4. Custom officers and almost all govt officials take bribe in lakhs. No PAN.
    5. Indians, specially some Gujaratis and Marwaris know all tricks to circumvent rules. No PAN.

    Price rise, law and order, natural calamity doesn't affect them.
